HomeMy WebLinkAboutReso 1976-8214Revised 6-22-76 RESOLUTION N0. 8214 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA STRONGLY ENDORSING THE CONCEPT OF A SECOND ENTRANCE TO SAN DIEGO HARBOR AS A VITAL NEED FOR THE ECONOMIC BENEFIT OF THE SOUTH BAY AREA AND URGING THE CORPS OF ENGINEERS TO STUDY THE ENVIRON- MENTAL AND ECONOMIC FACTORS OF SUCH AN INTEREST AND DEVELOP AN AFFIRMATIVE PROGRAM FOR ITS ACCOMPLISH- T4ENT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Los Angeles District of the Corps of Engineers, Department of the Army, will hold a public hearing on "Navigation Improvements, San Diego Harbor Second Entrance" on June 23, 1976, and WHEREAS, the Department of Planning and Public Works have reviewed the matter of the second entrance to the Bay and have dis- cussed the said matter with the staff of the Port District. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista strongly endorses the concept of a second entrance to San Diego Harbor and urges the Corps of Engineers to undertake a study of the environmental, economic and cost-benefit ratio factors for the following reasons: 1. While the proposed second entrance to the San Diego Harbor and the related channel development and deepening are un- doubtedly important from the standpoints of national defense and fleet readiness, they are also of cardinal significance to the people and municipalities of the South Bay area. 2. The proposed second entrance would reduce the naviga- tional distance between the Pacific Ocean and Chula Vista's Bayfront community from 13 miles to 2.15 miles, and would thereby substan- tially improve the nautical posture of the South Bay. The second entrance would make Chula Vista's waterfront readily accessible to ocean-going recreational and sportsfishing craft. The use of Chula Vista's marinas, subsequent to the development of the second entry, would reduce the travel distance between San Diego Bay and the fishe- ries off Isles Coronado by approximately five miles. 3. The shortening of the travel distance between Chula Vista and the Pacific Ocean and the resultant improvement of the nautical posture of the South Bay would provide a strong impetus to Chula Vista's efforts to redevelop its Bayfront Community and broaden its economic base. 4. The second entrance to the San Diego Harbor would tend to increase nautical and maritime activity in the South Bay and create additional employment opportunities for the residents thereof. 5. The main channel to San Diego Harbor is congested during weekends and holidays. This congestion could be sharply reduced by the development of the proposed second entrance and adequate docking facilities in the South Bay area. 6. It is felt that the overriding beneficial factors for the entire South Bay area as set forth herein warrant the development of a program to effect such compensatory changes so as to protect the ecosystem of the Bay while providing a feasible development of such a second entrance. - ~ - BE IT FURTHER RESOLVED that the City Council also stresses the importance of providing appropriate vehicular access across the proposed second entrance. BE IT FURTHER RESOLVED that the City Clerk of the City of Chula Vista be, and she is hereby directed to forward a certified copy of this resolution of the Los Angeles District of the Corps of Engineers, Depart- ment of the Army.
