HomeMy WebLinkAboutReso 1976-8211RESOLUTION N0. 8211 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTING REVISIONS TO THE CITY OF CHULA VISTA LANDSCAPE MANUAL, AND CERTIFYING THE NEGATIVE DECLA- RATION The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, revisions to the Chula Vista Municipal Landscape Manual are again necessary to insure that the quality of landscaping and protection of planted areas will be carried out through proper standards, and WHEREAS, the revisions, as proposed by the Planning Depart- ment, provide for additional clarification of certain sections as well as early review by the utility companies and will provide more detailed requirements to eliminate confusion and uncertainty, and WHEREAS, a notice of the proposed Negative Declaration on the proposed revision to the Landscape Manual was given in accordance with the Environmental Review Policy, and WHEREAS, the Environmental Review Committee found that this project would have no possible significant impact on the en- vironment and forwarded the attached Negative Declaration, IS-76-28, to the City Council of the City of Chula Vista for their considera- tion, and WHEREAS, said Negative Declaration has been available to agencies having jurisdiction by law, all responsible agencies and to the public for an adequate period of time for their review and comment. P1OW, THEREFORE, BE IT .RESOLVED by the City Council of the City of Chula Vista that the revisions to the City of Chula Vista Landscape Manual as recommended by the Planning Commission in Reso- lution PCM-76-8, attached hereto as Exhibit "A" and incorporated herein by reference as if set forth in full, be, and the same are hereby adopted. BE IT FURTHER RESOLVED that the City Council of the City of Chula Vista finds as follows: 1. That the City Council of the City of Chula Vista adopts as its record of this finding of no possible significant impact the Council agenda statement on this agenda item and all of the attach- ments thereto. 2. That the City Council of the City of Chula Vista finds in accordance with the recommendation of the Environmental Review Committee and the attached Negative Declaration that the proposed revisions to the Landscape Manual will not have any possible signifi- cant impact on the environment, and the attached Negative Declaration, incorporated herein by reference as if set forth fully, has been pre- pared in accordance with the California Environmental Quality Act of 1970, as amended. 3. That the Environmental Review Coordinator is hereby authorized and directed to file said Negative Declaration with the County Clerk of the County of San Diego subsequent to the prepara- tion of a notice of determination on this project. NOW THEREFORE RE IT RESOLVED that the City Planning Conu~iission hereby finds that 'in accordance with the draft Negative Declaration issued on Initial Study IS-7G-2II and the findinys stated therein, the proposed rev~isicns to the Landscape hiauucl will have no signiricant adverse environmental impacts, and certifies that the Negative 02claratioii was prepared in accordance with CEQA, 1970, as amended. GENERAL LANDSCAPE STANDARDS Subsection 1.1 Single family and tr~~o family d~~~ellings Insert a new sentence after the second sentence: "An irrigation system will be required on all slopes over 6 feet in vertical height." Add new sentence at end of paragraph: "Location of trees must be verified and approved by all utility companies." Amend Section 3. LAtDSCAPE PLANS Subsection 3.3 Irrigation Plan Add new paragraph 3.3.12: "Show all existiny underground and overhead utility lines." Renumber existing paragraph 3.3.12 to 3.3.13. Amend Section 4. PLAN REVIEIJ PROCESS Subsection 4.1 Slope Planting and Irrigation Add new paragraph 4.1.2: "Submit three sets of plans to the local utility companies for revieti~i." Renumber 4.1.2 through 4.1.4 to 4.1.3 through 4.1.5. Subsection 4.2 New Construction Add new paragraph 4.2.2: "Submit three sets of plans to the local utility companies for review." Renumber 4.2.2 through 4.2.5 to 4.2.3 through 4.2.6. Add ne;;; subsection 4.3: "4.3 Inspection.
