HomeMy WebLinkAboutReso 1988-13445 RESOLUTION 13445 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING THE ISSUANCE OF COASTAL DEVELOPMENT PERMIT NO. 37 FOR THE CONSTRUCTION OF A 60 SQUARE FOOT MONUMENT SIGN AT THE NORTHEAST CORNER OF BROADWAY AND "C" STREET The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City of Chula Vista Local Coastal Program (LCP) has been certified by the California Coastal Commission; and, WHEREAS, said LCP includes Coastal Development procedures determined by the Commission to be legally adequate for the issuance of Coastal Development Permits and the City of Chula Vista has assumed permit authority of the Chula Vista Coastal Zone; and, WHEREAS, a public hearing was duly noticed and conducted on February 2, 1988 in accordance with said procedures; and, WHEREAS, the City Council of the City of Chula Vista, as "approving authority", has reviewed the construction proposal for a 60 square foot monument sign at the northeast corner of Broadway and "C" Street. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista as follows: The City Council of the City of Chula Vista finds, based on the following findings, that the proposed monument sign for CAL-LIFT, subject to conditions listed in Exhibit A, is consistent with the intent of the policies of the certified Chula Vista Local Coastal Program: 1. The proposed sign exceeds the sign area square footage allowed within he Coastal Zone under the Bayfront Sign Program regulations. However, the project is located within the Inland Parcel subarea of the Coastal Zone which is removed from the Bayfront proper. Specific development criteria for the Inland Parcel states that the "area is not coastal-related and no change in the existing use is anticipated". (The existing and designated use of this subarea is industrial.) Therefore, signage better related to the adjacent, non-Coastal Zone property was considered and found not to be inconsistent with the intent of the Local Coastal Program policies and sign regulations in Section 19.83 of the Bayfront Specific Plan. 2. The installation of the proposed sign will not entail significant land area disturbance. The project site is developed and landscaped, however, care should be taken with earthwork during the rainy season since the Sweetwater River is located down stream to the north. Limiting earthwork to the time period between the months of April to November will avoid the possibility of erosion to the north. 3. The sign shall be located behind property line by a minimum of 15 feet from face of curb. 2. The applicant shall obtain approval of a variance for the proposed 13 foot height prior to installation of the sign. The sign shall not exceed the 60 square feet in area ( 6 ' x 10 ' ) and shall not be located higher than 13 feet above the adjacent sidewalk located to the west property line. 3. The applicant shall meet all requirements of the City of Chula Vista and Line Departments prior to issuance of building permit. 4. All trenching, grading, and earthwork necessary for construction will be conducted between the months of April and November to avoid the possibility of any erosion to the north into the Sweetwater River.
