RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING AND ADOPTING AMENDMENTS TO RULE II
OF THE CIVIL SERVICE RULES RELATING TO THE CLASSI-
FICATION AND COMPENSATION OF CLASSIFIED EMPLOYEES
AND AMENDMENTS TO CERTAIN OTHER CIVIL SERVICE RULES
FOR FISCAL YEAR 1976-77
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council of the City of Chula Vista has
annually amended those sections of Rule II of the Civil Service
Rules and Regulations which establish a classification and compen-
sation or salary plan and assign ranges of compensation for all
classified employees in the service of the City, and
WHEREAS, Local 2180, International Association of Fire
Fighters, AFL-CIO, the Chula Vista Police Officers Association, the
Chula Vista Municipal Employees Association and the Chula Vista
Chapter, Western Council of Engineers have heretofore submitted to
the City Council Memoranda of Understanding which have heretofore
been approved and adopted by resolution of the City Council, and
WHEREAS, in addition to the establishment of classifica-
tions and compensation or salary plan as set forth in said Memoranda
of Understanding, the staff has submitted salary or benefit recom-
mendations for all classified employees, and
WHEREAS, the City Council has reviewed the amended classi-
fication and compensation plan as recommend by staff for fiscal
year 1976-77 and concurs with the recommendations set forth therein,
and
WHEREAS, the City Council now desires to incorporate into
Rule II of the Civil Service Rules those salary recommendations as
contained in the aforementioned Memoranda of Understanding and the
staff salary and benefit recommendations as well as incorporating
into certain Civil Service Rules other fringe benefit proposals as
agreed upon in the Memoranda of Understanding and as recommended by
staff for changes in the Civil Service Rules applicable to all
classified employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that the amended classification and compensation
plan for fiscal year 1976-77, a copy of which is attached hereto and
incorporated herein by reference and marked Exhibit "A", and Rule II
of the Civil Service Rules and Regulations be, and the same are
hereby amended to reflect the agreed terms and conditions of the
Memoranda of Understanding and the staff salary and benefit recom-
mendations.
BE IT FURTHER RESOLVED that the Director of Personnel be,
and he is hereby directed to cause such changes and modifications to
be incorporated into the Civil Service Rules.

SUMMARY OF RECOMMENDED CIVIL SERVICE RULE II AMENDMENTS
Pursuant To Memoranda Of Understanding For Fiscal Year 1976-77
(Classified Service)
RULE II SECTION 5 (a) - Second Paragraph - New First Sentence
Merit increases shall be granted at the beginning of the payroll period closest to
the employees' actual qualifying date. If said salary step increase...
RULE II, SECTION 10 (e)
Exceptions to Overtime Policy: These overtime provisions shall not apply to those
officers or classes of employees occupying management and staff positions as designated
below by occupational groups:

RULE II, SECTION 10 (f)
Call-Back Overtime: Whenever an employee not Covered in (1) below is called back to
work for less than three (3) hours, he shall receive a minimum of three (3) hours of
overtime compensation at time and one-half. All time worked which exceeds the minimum
of three (3) hours shall be compensated for at the actual hours worked at the rate
of time and one-half.
(1) Employees in the classifications of Firefighter, Fire Engineer and Fire Captain
who are called back to work from off duty shall be paid at least two (2) hours
minimum at one and one-half times the basic rate of pay. Whenever it is
necessary to call back fire personnel (except for emergency), the order of call-
back shall be those (1) of equal rank, (2) of qualified rank, and (3) of longest
seniority in the next highest rank available.
RULE II, SECTION 14 (a)(2)
(2) An annual allowance of two hundred dollars (3200) for uniform and equipment
maintenance. Said annual allowance to be paid on a fiscal ,year basis with
no carry over from year to year.
RULE II, SECTION 14 (b
(b) Members of the Fire Department from Firefighter up through the rank of Fire
Captain shall be eligible to receive new uniforms at City expense should there
be any change in the standard uniform presently being used.

will more accurately reflect true percentage increments bett•~een Salary Steps
and Rannes, The beginning and ending monthly salaries shown as "proposed" will
not vary more than $2.00,
(2) battalion Chiefs will receive a 5% increase effective 7/2/76 and 2-1/2~ effective
the first pay period in January 1977, Battalion Chie~s will not: r°eceive a uniform -
allowance of 3100 per year.
(2) Assistant Fire Chief will not receive a uniform allowance of 3100 per year and
will be eligible for only one-half the cost of Dependent Medical Insurance Plan
with increased benefits for the employee and dependents. He will be eligible
for all Middle Management benefits.

leave benefits -for payoff purpose shall be up to a maximum of three days per _
