RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING THAT CERTAIN MEMORANDUM OF UNDER-
STANDING CONCERNING WAGES AND OTHER TERMS AND CONDITIONS
OF ED4PLOYMENT BETWEEN THE CITY OF CHULA VISTA AND THE
CHULA VISTA EMPLOYEES' ASSOCIATION FOR FISCAL YEAR
1976-77
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Management Negotiation Team representing the
City Manager of the City of Chula Vista, acting for and on behalf of
the City Council of the City of Chula Vista, have heretofore met and
conferred with the Chula Vista Employees' Association, an organiza-
tion representing certain members of classified employees in the
City of Chula Vista, in accordance with the provisions of Section
3500 et seq. of the Government Code of the State of California, and
WHEREAS, the Memorandum of Understanding jointly prepared
by said parties as a result of meeting and conferring in good faith
has been presented to the City Council and is contained in Exhibit "A",
attached hereto and incorporated herein by reference as if set forth
in full.

WHEREAS, the representatives of the City Manager of the City
acting for and on behalf of the City Council of the City of
heretofore met and conferred with the Chula Vista Employees'
affiliated with the San Diego Public Employees Association,
representing certain members of classified employees in the
Vista, in accordance with the provisions of Section 3500 et
Government Code of the State of California.

WHEREAS, as a result of meeting and conferring in good faith with said group,
agreement has been reached on the following terms and conditions of employment
as applied to those classified employees who are members of and represented by
the Chula Vista Employees' Association, and said representatives of the City
Manager and of the Chula Vista Employees' Association do now jointly prepare
a written Memorandum of Understanding concerning said agreed terms and con-
ditions of employment for presentation to the City Council of the City of Chula
Vista for determination, to-wit:
The City of Chula Vista and the Chula Vista Employees' Association
hereby agree to certain salary adjustments as contained in Attachment "A"
attached hereto and incorporated herein by reference as it sets forth
in full.
The City of Chula Vista and the Chula Vista Employees' Association
hereby agree to the following proposals as contained in Attachment "B"
attached hereto and incorporated herein by 'reference as it sets forth
in full.
3. It is further understood and agreed that any other benefits and working
conditions and the terms and conditions as specified in this agreement
or other published City documents thereof presently in effect shall remain
unchanged unless and until said terms and conditions shall be modified as
a result of meeting and conferring in good faith between the City of Chula
Vista and the Chula Vista Employees' Association pursuant to the pro-
visions of Section 3500 of the Government Code of the State. of California.

ATTACHMENT "B"
EFFECTIVE JULY 2, 1976
1. The City of Chula Vista will make annual salary adjustments effective
at the beginning of the first payroll period after July 1st each year.
2. No retroactive wage increases will be applicable where agreement is
not reached until after the beginning of the fiscal year.
3. Merit increases will be granted at the beginning of the payroll period
closest to the employees actual qualifying date.
4. The Civil Service Rules applicable to call-back pay will be changed
from a minimum of two hours to three hours.
5. The Chula Vista Employee's Association will cooperate to the fullest
extent with the City's programs designed to serve the citizens of
Chula Vista by improving levels of service or increasing revenues.
6. The current tool allowance of fifty dollars annually to each Equipment
Mechanic, Equipment Mechanic Helper and Senior Equipment Mechanic will
be increased to sixty-five dollars annually.
7. The City of Chula Vista agrees to undertake a comprehensive classification
study of the Maintenance Gardener and Maintenance Worker job families
on or before January 1, 1977. Representatives of Chula Vista Employees'
Association will be consulted as part of the study.
8. The current sick leave plan shall be modified to allow employees with
ten or more years service to receive twenty-five percent (25%) payment
for up to 120 days of unused sick leave upon honorable separation
from the City. The "50% survivors benefit" will be expanded to
include Chula Vista Employees' Association members.
9. The Chula Vista Employees' Association will evaluate present benefits,
determine which they will exchange in lieu of any new or additional
requests, and submit specific data and related information to justify
and support such requests.
