RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING THE PROPOSED REGIONAL AIR QUALITY
STRATEGY AND AIR MANAGEMENT PROCESS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, air pollution is a major threat to health of the
residents in Chula Vista, and
WHEREAS, the Clean Air Act of 1970 requires that actions
be taken to reduce photochemical oxidants and other air pollutants,
and
WHEREAS, the Transportation Control Plan promulgated by
the Environmental Protection Agency to improve air quality aroused
substantial public opposition, and
WHEREAS, the San Diego Air Quality Planning Team has studied
the problem of air pollution and has evaluated alternative strategies
for controlling it.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista hereby approves the proposed Regional Air Quality
Strategy and Air Management Process as shown in Attachments 1 and 2.
BE IT FURTHER RESOLVED that it is inappropriate at this
time to include tactics in the Regional Air Quality Strategy to
reduce pollution which may be transported into San Diego from the
South Coast Air Basin by meteorological forces. However, additional
research into such pollutant transport (which APCD research suggests
may be the cause of all occurrences of .20 ppm oxidant or higher)
should be included as a part of the Regional Air Quality Strategy.
BE IT FURTHER RESOLVED that the state and federal governments
are hereby strongly encouraged to apply evaporative and process loss
controls similar to those being proposed herein for San Diego to other
air basins so that San Diego will not be at a competitive economic
disadvantage due to our strong local action to clean up the air.

1. 'i'iu• respuns_i_bi.lity and authority of ex ist.inq agencies will be
usc~a to carr~• out the Regional Air Quality Strategy (kAQS);

2. Tire Air Pollution Control District (APCa) will be respw~si.ble
for air po:Llutiart monitoring: emissions inventorying;
nteteorologicel analysis; operation of ai.r qualit}• models; and
investigation, implementation, and enforcement of technological
controls.
3. Tile cities in San Diego County, the County of San Diego, the
Comprehensive Planning Organization (CPO), the Unified Port
District, and other appropriate agencies will include air
quality considerations in all land use and transportation
actions subject to the California Environmental Quality Act
of 19%0 (CEQA) by addressing consistency faith the P.AQS as
part of required Environmental Impact Repor-ts.
S. Tne CPO wi-11 be responsi.blc for providing liaison among the
cities and others involved in carrying out and/or. updating
the %egional eiir Quality Strategy. The CYO will be responsible
for p.rov.iding coordination between the Section 208 water
Q'.raiity ~''lanni.ng Program and the implementation and/or up-
dati.nq o~ the Regional Ai_r Quality Strategy.
5. An Air Quality Proyram Management Commit.t:ee* tail.l be responsible
for coordin:.it:i.ng all phases of implementation, enforcement, and
revision of the RAQS. This responsibility i-ncludes: (a) setting
overall. direction for implemera:i-ncJ the RAQS, (b) monitoring
progress of RAQS implementation and enforcement, (c) assuring
that implementation takes place or that non-implementation is
brought to the attention of other agencies and the pu'~lic,
(d) r.esolvinq or pursuing resolution of conflicts which arise
durin<t the imp.lemetttat.ion and/or revision of the 12AQS,
(e) is?entifyiny naceds for revision of the ,u~QS and setting over-
all direction fo.r such revisions. 1'he Ai.r Quality Program
}~:anager,',;mt Corr~~:ittec, will be composed o.: designated representa-
tives of the Air }?olluti_on Corrtrol Board, the Comprehensive
Planning Organization, the. County of San Diego, and the City of_
San Diego. The Ai.r Quality Program Management Committee tai.ll
annually select a chairman from among if_s memb.rs. The Air
Quality Prc>cJ.am Ci«nac},>mcnt. Committee may adopt rules of procedure
as it de.=urns neces_;ary.
G. The Air Qua 7_ity Program Management Comrittee wi_11 prepare a

affected age:u~ies. The work proq.ram twill seek reasonable re-
imbursement to these agencies through appropri.ato grant fu::ds
including those of the. ]3nvi_ronmental Protection Agency (EPA).
The work program assignments will be made on a functional basis,
e.g. the AFCD ~~ill provide technical air quality analysis, the
CPO will provide gro:ath pri~jecti.ons and prepare transpor.tat:ion
plans and coordinate-. effoi:Cs of the affected general purpose
governments and special distr:i_cts, County and city governments
will carry out these actions for which they are lead agency as
defined in the RAQS and C1?QA as needed. `ihe Air Quality Program
Management Committee may establish ad hoc tas}: forces composed
of staff from various adenci_es. The Air Quality Planning Team,
as currently constituted with a project supervisor, will not
continue.
7. The CPO will appoint one person to ac L- as staff to the Air
Quality Program [Management Committee, to act under the direction
and supervision of the Chairman consistent with actions of the
Committee.
