HomeMy WebLinkAboutReso 1977-8455RESOLUTION N0. 8455 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CiiULA VISTA CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON TUESDAY, APRIL 12, 1977, FOR THE ELECTION OF THE MAYOR OF SAID CITY AS REQUIRED BY THE PROVISIONS OF THE CHARTER OF THE CITY OF CHULA VISTA, AND FOR THE SUBMISSION TO THE QUALIFIED ELECTORS OF SAID CITY OF CERTAIN PROPOSITIONS OR MEASURES RELATING TO THE ADOPTION OF AMErdDMENTS TO SAID CHARTER The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, under the provisions of the Charter of the City of Chula Vista, a regular municipal election shall be held on the 12th day of April, 1977, for the election of the Mayor of the City of Chula Vista for the full term of four years, and D7HEREAS, the City Council of said City also desires to submit to the qualified electors of said City at said election pro- positions or measures relating to the amendment of the City Charter as hereinafter set forth. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista as follows: 1. That pursuant to the requirements of the Charter of the City of Chula Vista, there shall be, and there is hereby called and ordered to be held in the City of Chula Vista, County of San Diego, State of California, on Tuesday, April 12, 1977, a regular general municipal election of the qualified electors of said City for the purpose of electing the P~ayor of the City of Chula Vista for the full term of four years. 2. That said City Council, pursuant to its right and authority so to do, does hereby determine that there shall be and there is hereby ordered submitted to the qualified electors of said City at said regular general municipal election the following pro- positions or measures relating to the amendment of the City Charter, to-wit PROPOSITION A An amendment to the Charter of the City of Chula Vista amending Article IV, Sections 400 and 401 thereof, designating the City YES Manager as the executive officer of the City and authorizing the City r4anager to appoint all department heads and officers of the City except elective officers and those department heads and officers whose NO power of appointment is vested in the City Council. - 1 - PROPOSITION B An amendment to the Charter of the City of Chula Vista amending Article VI, Section YES 611, eliminating the prohibition against service for a period of one year by mem- bers of the Civil Service Commission from serving in any elected or appointive posi- NO tions in the City. PROPOSITION C An amendment to the Charter of the City of yES Chula Vista amending Article VIII, Sections 800 through 804 providing for the deletion of obsolete phraseology which has been pre- viously approved, and the elimination of the restrictive "Rule of Three". NO PROPOSITION D An amendment to the Charter of the City of yES Chula Vista amending Article XI, Section 1108 thereof, eliminating references to the Water Department of the City, which NO no longer exists. A dot ( ~ ) placed in the voting square before the word "YES" in the manner hereinbefore provided sha~ be counted in favor of the adoption of the proposition. A dot ( ) placed in the voting square before the word "NO" in the manner hereinbefore pro- vided shall be counted against the adoption of the proposition. 3. That on Tuesday, the 12th day of April, 1977, the polls to be utilized in said election shall be open from the hours of 7:00 a.m. to 8:00 p.m. 4. That the ballots to be used at said election shall be, both as to form and matter contained therein, such as may be required by law to be used thereat. 5. That the Registrar of Voters of the County of San Diego is hereby authorized, instructed and directed to procure and furnish any and all official ballots, notices, printed matter and all supplies, equipment and paraphenalia that may be necessary in order to properly and lawfully conduct said election. 6. That in all particulars not recited in this resolution, said election shall be held and conducted as provided by law for holding municipal elections in said City. - 2 - 7. That notice of the time and place of holding said election is hereby given and the City Clerk is hereby authorized, instructed and directed to give such further or additional notice of said election in the time, form and manner as required by law. 8. That the City Clerk shall certify to the passage and adoption of this resolution, shall enter the same in the book of original resolutions of said City, and shall make a minute of the passage and adoption thereof in the records of proceedings of the City Council of said City in the minutes of the meeting at which the same is passed and adopted. 9. That the City Attorney be, and he is hereby authorized and directed to prepare arguments supporting said Propositions A, B, C and D, to be submitted on behalf of the City Council. 10.
