HomeMy WebLinkAboutReso 1976-8340RESOLUTION 1`10. 8340 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING MEMORANDUM OF UNDERSTAPJDING FOR PRO- VISION OF PARAMEDIC SERVICES The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council has heretofore approved the concept of paramedic services within the City of Chula Vista and certain surrounding areas, and WHEREAS, it is now necessary to commence the implemen- tation of the program by setting forth certain understandings as to responsibilities, obligations and authority of the various parties who will participate in the provision of said services, and WHEREAS, a Memorandum of Understanding has been prepared which will give direction and guidance to the staffs of the partici- pating agencies. NOW, THEREFORE, BE IT RESOLVED that that certain Memoran- dum of Understanding between THE CITY OF CHULA VISTA, a municipal corporation, and THE COUNTY OF SP.N DIEGO, BAY GENERAL COMMUNITY HOSPITAL, CHULA VISTA COMMUNITY HOSPITAL, THE BONITA.-SUNNYSIDE FIRE PROTECTION DISTRICT, THE D~ONTGOMERY FIRE PROTECTION DISTRICT, and BAY CITIES AMBULANCE, IPdC. , dated the 1st day of October 1976, a copy of which is attached hereto and incorporated herein, the same as though fully set forth herein be, and the same is hereby approved. BE IT FURTHER RESOLVED that the City Manager of the City of Chula Vista be, and he is hereby authorized and directed to execute said Memorandum of Understanding for and on behalf of the City of Chula Vista. DATED City Clerk MEfv10RANUUi'~l OF Uf~JDERSTANDING TO PROVIDE P~'1P,AMEDIC SERVICES TO THE CITY OF CHULA VISTA AfdD SPECIFIED ADJACENT AREAS This Pemorandum of Understanding is entered into this 1st day of October 1976, bet~veen the County of San Diego, the City of Chula Vista, Bay General Community Hospital, Chula Vista Community Hospital, the Bonita-Sunnyside Fire Protection District, the frlontgomery Fire Protection District, and Bay. Cities Ambulance, Inc. Said Memorandum of Understanding is entered into for the purpose of: 1) augmenting the quality of emergency medical care in a designated geographic region, and 2) improving related coordination and communication between the aforementioned parties. Service Area Responses to calls for emergency medical assistance shall be made in a territory consisting of the incorporated limits of the City of Chula Vista, and the ad- joining boundaries of the Bonita-Sunnyside Fire Protection District and the f~ontgomery Fire Protection District. Total service area equals approximately thirty-two (32) square miles and includes some 116,000 residents. Fee Schedule User charges for emergency care shall conform to Chula Uista City Council Resolution fdo. 8062 (Rates for Ambulance Service), and/or be based upon Bay General Community Hospital's normal fee schedule for special procedures (e.g. injections), modified doumward to include only the direct cost of supplies, physicians' fees and a portion of personnel compensation. The program is designed to be self-supporting to the extent possible. 2. Responsibilities 1. The County of San Diego, Office of Emergency Services, shall be responsible for providing: a. Une (1) Mobile Intensive Care Unit (MICU) ambulance to the City of Chula Vista for assignment to Bay Cities Ambulance, Inc., the franchised emergency ambulance designee. Replacement and maintenance shall be assumed by City or designee. b. Necessary mobile communication equipment for the initial operation of a proper paramedic service, as specified in Attachment I. Replacement and maintenance shall be assumed by City or designee. c. Requisite training to certify a paramedic team employed by Bay General Community Hospital. Predicated on an effective operational date of 15 April 1977, it is anticipated that the class for training paramedics would be initiated on 4 October 1976 and completed on or before 15 March 1977. d. Designated hospital emergency service area boundaries to facilitate transport of patients to the closest appropriate Primary Emergency Facility in accordance with the Area Plan. 2. The City o~f Chula Vista shall be responsible for providing: a. Coordinated dispatch and response procedures. b. Detailed contractual agreements with relevant parties so as to allow effective implementation and continuation of paramedic services. c. Widespread public information on the purposes, character and value of the emergency medical system to the community. 3. Bay General Community Hospital shall be responsible for providing: a. Two (2) certified paramedics available on a twenty-four hour, seven days a week basis. When not on an emergency call, said personnel may be utilized as supplemental staff in the Hospital Emergency Department. b. All Base Station Hospital capabilities, as required by the County, and employment of certified mobile intensive care physician and nurse staff. Appropriate records shall also be maintained to allow periodic review and evaluation of the program. c. necessary vehicle parking space and personnel standby area(s) to allow stationing of the >,7obile Intensive Care Unit at that hospital. 4. Chula Vista Community Hospital, as a designated primary emergency facility, shall be responsible for receiving emergency patients from the Mobile Intensive Care Unit when relevant incidents occur ~vithin their County-assigned service area. Appropriate records shall be maintained as necessary. 5. The Bonita/Sunnyside Fire Protection District and the Montgomery Fire Protection District shall be responsible for receiving paramedic calls within their jurisdictions and dispatching appropriate emergency units. Timely notification of such actions will be made to the City of Chula Vista dispatch center for simulraneous dispatch of the MICU. 6. Bay Cities Ambulance, Inc., shall be responsible for providing: a. Maintenance to, and replacement of, the MIC!1 vehicle assigned by the County via the City. Such assignment is in conformance with this party's franchising as the exclusive emergency ambulance service in the designated geographical area. b. Sufficient personnel to allow the availability of one driver for the P-3ICU vehicle on a 24-hour basis. Said driver shall be out-stationed at Bay General Community Hospital and transport assigned paramedics and 3. 4. emergency patients as required. c. At least two life-support ambulance vehicles as back-up for the N1ICU. .Such reserve units may be utilized to transport emergency patients tivhen circumstances call for such action. d. Specified documentation so that determinations can be made regarding the origin of emergency medical calls and the ultimate destination of patients treated and transported. This includes completion of San Diego County Prehospital Report forms on all emergency responses. General Procedures 1. Incoming Calls a. All requests for emergency medical services occurring within the City limits of Chula Vista should be received by that jurisdiction's Coordinated Police and Fire Department Dispatch Center. b. All requests for emergency medical services occurring within the boundaries of either the Bonita-Sunnyside Fire Protection District, or the Montgomery Fire Protection District, should be received by their respective dispatch offices. 2. Response Process a. Dependent upon the nature and location of the incident, the dispatcher shall send the closest fire engine company and notify Bay Cities Ambulance, Inc. , to respond with the °~iICU. b. The first emergency personnel on the scene shall make an assessment of the situation and. may advise that other vehicles in transit be turned back. If only the MICU has been dispatched to the scene, additional assistance may be requested if necessary. 5. c. Upon stabilization of the patient, transportation will be made to the closest appropriate Primary Emergency Facility according to the Area Plan. In non-life threatening or special situations (i.e. presence on the scene of a physician), requests for transportation to another proximate hospital shall be honored. Term The term of this understanding ~vill be two (2) years commencing with the activation date of this document. Any of the undersigned may terminate their participation aeon 60 days notice to the other parties. Authorization To preserve a reasonable degree of flexibility, parts of this Understanding are stated in general terms. It is understood that formal contracts and agreements will be executed to implement the objectives herein stated. These will further define the rights and responsibilities of all parties.
