RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING PRECISE PLAN FOR MAX GREER, D.D.S.,
DENTAL OFFICE BUILDING AT THE SOUTHWEST CORNER OF
HALE STREET AND HALECREST DRIVE, AND CERTIFYING THE
NEGATIVE DECLARATION
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council of the City of Chula Vista has
heretofore received the recommendation of the Planning Commission,
as contained in Resolution No. PCM-76-17, adopted on the 23rd day
of August, 1976, setting forth the precise plan for the development
of a dental office building at the southwest corner of Hale Street
and Halecrest Drive in the C-O-P zone, and
WHEREAS, the City Council of the City of Chula Vista has
heretofore held a public hearing to consider said precise plan on
September 14, 1976 and has taken testimony and heard evidence
thereon, and
WHEREAS, a notice of the proposed negative declaration on
the precise plan for the development of a dental office building at
the southwest corner of Hale Street and Halecrest Drive was given
in accordance with the Environmental Review Policy, and
WHEREAS, the Environmental Review Committee found that
said precise plan would have no possible significant impact on the
environment and forwarded the attached Negative Declaration, IS-76-49,
to the City Council of the City of Chula Vista for their consideration,
and
WHEREAS, said Negative Declaration has been available to
agencies having jurisdiction by law, all responsible agencies, and
to the public for an adequate period of time for their review and
comment, and
WHEREAS, the information contained in said negative declar-
ation has been considered by the City Council of the City of Chula
Vista prior to its action on the discretionary item before the City
Council.
NOW, THEREFORE, the City Council of the City of Chula Vista
finds as follows:
1. That the City Council of the City of Chula Vista adopts
as its record of this finding of no possible significant impact the
Council agenda statement on this agenda item and all of the attach-
ments thereto.
2. That the City Council of the City of Chula Vista finds
in accordance with the recommendation of the Environmental Review
Committee and the attached Negative Declaration that said precise
plan will not have any possible significant impact on the environment,
and the attached Negative Declaration, incorporated herein by reference
as if set forth fully, has been prepared in accordance with the Cali-
fornia Environmental Quality Act of 1970, as amended.
3. That the Environmental Review Coordinator is hereby
authorized and directed to file said Negative Declaration with the
County Clerk of the County of San Diego subsequent to the prepara-
tion of a notice of determination on this project.

NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby adopt the precise plan for the
development of a dental office building at the southwest corner of
Hale Street and Halecrest Drive as contained in Resolution No.
PCM-76-17 of the Chula Vista Planning Commission, provided, however,
that Condition No. 8 requiring that the access to the parking area
be closed during non-business hours be deleted with the understand-
ing that such Condition may be imposed at a later date if it is
warranted.
BE IT FURTHER RESOLVED that after a six month trial period,
low level perimeter lighting may be required in the parking lot area
for adequate security purposes.

On August 5, 1976 a draft (Qegative Declaration of Environmental Impact
was reconnnen c vy tie nvironmental Review Committee of the City of Chula Vista.
The project is described as follows: construction of a 2142 sq ft dental
office building on a 12,824 sq. it. lot
r~C~: o r3~~on: Southwest corner of Hale & Halecrest Sts.
It is the finding of the Environmental Review Committee that the project will not
hate a S1gn1f1Cant effect on the environment for the follo~ring reasons:
1. The project ~oill not adversely effect any natural or
man made environment features present in the project setting, -
nor will it generate any pollutants that will have a potential
to significantly degrade the quality of the environment or
- curtail the range of the environ:rcnt which supports the biosystem.

' 2. The project is in conformance with the long term environmental
goals of the City of Chula Vista and will not result in the
wasteful or unnecessary consumption of any resource.
3. The project will not provide any facility that could
support secondary development that would cumulate or interact
to cause any significant impact on the environment.
4. too substantial adverse effect on human beings is anticipated
due to the re-occurance intervals projected for area wide faults
designated potenti_aily active in comparison with the expected
life span of the proposed building.
Project Perspective
The exact location of_ the. suspected earthquake fault is
unknoian due to the scale of mapping the State Division of Mines
and Geology utilized in Special Report 123; therefore, the fault
may underlie the prop os~ structure near the northeast corner.
A geologic report substantiating the seismic safety of the
proposed project should be submitted prior to consideration of
the precise plan..
