HomeMy WebLinkAboutReso 1976-8318RESOLUTION N0. 8318 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AMENDMENT TO CIVIL SERVICE RULE IX, SECTION 2, ANNUAL VACATIONS The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council has requested a modification of vacation leave policy so that a maximum of not more than two years may be accumulated by any salaried employee of the City, and WHEREAS, Civil Service Rule IX, Section 2 has been re- written to eliminate ambiguities and provide for a maximum accumu- lation of two years vacation credit. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that Rule IX, Section 2, of the Civil Service Rules of the City of Chula Vista be, and the same is hereby amended as shown in Exhibit "A", attached hereto and incorporated herein by reference as if set forth in full. Y City of Chula Vista Personnel Department Revision to Civil Service Rule IX, Section 2, Annual Vacations: (b) Continuous service: Each employee paid at a biweekly rate who has had continuous full-time active service throughout the year previous to that in which the vacation is requested shall be entitled to an annual vacation with pay. The following provisions shall apply: (1) Employees will accrue 10 working days during the first year of service. This benefit will be accumulated at the rate of 3.07 (fire suppression personnel 4.60) working hours for each full biweekly pay period of service performed. Eligibility to apply for accrued vacation will be effective on the employee's one year anniversary date. (2) Employees will accrue and be eligible to receive 70 working days annually, (cumulative to a total leave balance of 20 working days) during the second through fourth year of service. This benefit will. accumulated at the rate of 3.07 (fire suppression personnel 4.60} working hours for each full biweekly pay period of service performed. (3) Employees will accrue and be eligible to receive 15 working days annually, (cumulative to a total leave balance of 30 working days) during the fifth through fifteenth years of service. This benefit will be accum~,alated at the rate of 4.60 (fire suppression personnel 6.90)working hours for each full biweekly pay period of service performed. ;.• ~i (4) Employees will accrue and be eligible to receive 20 working days annually, (cumulative to a total leave balance of 40 working days) during the sixteenth and succeeding years of service. This benefit will be accumulated at the rate of 6.14 (fire suppression personnel 9.20) working hours for each full biweekly pay period. of service performed. (5) At no time may an employee have more than two years of vacation leave accumulated. No credits shall be accrued above this limit and any time in excess of the two-year limitation will be lost. (Effective date for all current employees and any new employees hired after August l7, 1976.) Employees who have accumulated more than the two-year limit prior to August 17, 1976, will be required by August l7, 1977, to take the necessary time off or lose such time as to bring the balance in conformity with the rule as stated above. Each employee paid at a biweekly rate who has had continuous part-time active service of 1040 hours or more throughout the year previous to that in which vacation is requested shall be entitled in each year to an annual vacation with pay. The number of working days of such annual vacation shall be computed on the basis set forth in subsection (b} and shall be in the proportion that such part-time employment bears to full-time employment. Each employee paid at a biweekly rate who has completed twelve months' continuo~.~s part-time active service of 1040 hours or more, but who has not had continuous part-time active service throughout the year previous to that in which vacation is requested, shall be entitled to a vacation with pay. FOR MEETING OF:~- ITE M TITLE: RESOLUTION: Approving Amendment to Civil Service Rule IX, Section 2, g3/8' Annual Vacations SUBMITTED BY~ Director of Personnel ITEM EXPLANATION At your May 7, 1976 budget meeting, Council instructed staff to review vacation leave policy so that a maximum of not more than 2 years could be accumulated. The attached revisions to Civil Service Rule IX, Section 2,have been rewritten to eliminate ambiguities and provide for a maximum accumulation of 2 years vacation credits.
