RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING INSTALLATION OF ALL-WAY
STOP AT HILLTOP DRIVE AND PEPPERTREE ROAD/G
STREET INTERSECTION
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, Mr. Pat Pigeon, On May 25, 1988, requested that
an all-way stop be installed at Hilltop Drive and G
Street/Peppertree Road, and
WHEREAS, the Engineering staff recommends the adoption
of a resolution to install all-way stop signs on Hilltop Drive
and Peppertree Road/G Street intersection, and
WHEREAS, the Safety Commission at their meeting of July
14, 1988, voted 4-0 to accept staff's recommendation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve the installation of
all-way stop at Hilltop Drive and Peppertree Road/G Street
intersection.

At its meeting of July 12, 1988, Council considered the petition
request, signed by 58 residents and submitted by you, for an all
way stop on Hilltop Drive at the intersection of "G" Street and
Pepper Tree Road.
Council referred this petition to staff and the Safety Commission
for a report and recommendation. You will be notified by staff

Commissioners,
We, the undersigned residents of the area, are requesting that Hilltop Drive,
at the intersection of G Street and Pepper Tree Road, be made into an
"all-way-stop" by the addition of two stop signs on Hilltop Drive in the
northerly and southerly directions.
Our rationale for this request is:
1. To facilitate safe access to Hilltop Dr. and/or traversing of Hilltop Dr.
from G St. and Pepper Tree Rd.
2. To eliminate the current need to encroach into traffic lanes on Hilltop Dr.
for adequate visibility to access onto or traverse Hilltop Dr.
3. To reduce, if not eliminate, traffic accidents and near-miss incidents
at that intersection.
4. To reduce speeding on Hilltop Drive and facilitate safer entry and exit
of driveways along Hilltop Dr.; particular the block to the south of the inter-
section.
The increased traffic on Pepper Tree Rd. and G St. have greatly exacerbated
the problems at this intersection. The greater frequency of near-miss and
actual accidents at this intersection have prompted ou~ action at this time.

(b) Request by Mr. Pat Pidgeon, 20 Peppertree Road,
Chula Vista, CA 92010, for an all-way stop at Hilltop
Drive and Peppertree Road/"G" Street
In a written report, staff stated that Hilltop Drive is a
north-south residential collector street with a curb-to-curb
width of 40 feet, north of "G" Street. South of "G" Street,
the road width transitions from 40 feet in width to 28 feet
in width since there are no street improvements along the
east curb line. The Average Daily Traffic (ADT) on Hilltop
Drive is approximately 6,400 vehicles. A radar speed survey
conducted by staff on May 26, 1988 showed the 85th
percentile to be 39 m.p.h. (the posted speed limit is
30 m.p.h.).
"G" Street is a 40-foot wide residential collector which
intersects with the west side of Hilltop Drive. An ADT
count for this street shows approximately 2,220 vehicles.
Due to the several telephone poles and the growth of some
palm trees and shrubbery in this area, the sight distance
for eastbound traffic is poor. The motorist has to make two
complete stops in order to proceed through this
intersection. When a motorist approaches the first stop (at
the stop bar), he finds only the traffic northbound on
Hilltop Drive to be visible. Therefore, the motorist then
drives forward a few feet past the stop bar to look for
southbound traffic and finds the sight distance for
eastbound traffic to be still reduced (due to several large
palm trees located in front of Hilltop Drive). When traffic
is stopped in this position, any northbound vehicle making a
left turn on to "G" Street must then make a wider turn to
avoid the eastbound traffic.
Peppertree Road is acting as a residential collector street,
with a paved width of approximately 28 feet. There are no
street improvements (curb, gutter or sidewalk) on either
side and a recent ADT count showed approximately 1,990
vehicles are using this street per day. Traffic traveling
westbound on Peppertree Road has a sight distance problem
only with southbound vehicles (due to bushes located at
#7 Cresta Way, on the northeast corner of this
intersection). Vehicles northbound on Hilltop Drive are
always visible except when they are located between Vista
Way and the crest of a vertical curve 650 feet south of
"G" Street.

Review of the reported accidents at the subject location
over the past year show there have been four accidents of
the type susceptible to correction by an all-way stop
control.
An "All-way Stop Control" study was conducted by staff in
which this intersection received 30 points out of a possible
50 points, thereby meeting the minimum points required for
the installation of an all-way stop.
STAFF RECOMMENDATIONS:
Staff requested Commission concurrence in their
recommendation to install an all-way stop at this
intersection, along with "stop ahead" signs and posts on
Hilltop Drive and to require the owners of 398 Hilltop
Drive, 404 Hilltop Drive and #7 Cresta Way to remove and/or
trim shrubbery, bushes and trees to improve sight distance
at these locations.
PUBLIC INPUT:
Mr. Pat Pidgeon, 20 Peppertree Road, Chula Vista, CA 92010,
was notified that the Commission would be discussing this
item this evening.
Dr. Judith Pidgeon, 20 Peppertree Road, stated Mr. Pidgeon
could not be in attendance this evening. She supported
staff's recommendations as outlined above.
George Ravzon, 426 Hilltop Drive, also supported staff's
recommendations. He added that pedestrian traffic along
Hilltop Drive is excessive and noted that many school
children choose to walk on the "unimproved side" of Hilltop
Drive, thus adding to the danger of their safety.
Thomas Studebaker, 446 Hilltop Drive, noted his support for
the staff's recommendations.

Larry Coleman, 368 Hilltop Drive, supported staff's
recommendations and suggested the east side of Hilltop Drive
be "lined" to improve the safety situation (the City Traffic
Engineer concurred with this suggestion and recommended the
installation of a painted "white shoulder line" in this
area).
COMMISSION DISCUSSION:
During discussion, a question was raised as to why this
section of Hilltop Drive is "unimproved". Deputy Director
of Public Works/Acting City Engineer Swanson responded that
this section used to be located within County of San Diego
limits. The City Council of Chula Vista could require
property owners to form an Assessment DiStrict to provide
for these improvements.
The Commission asked staff to investigate the possibility of
the City providing these improvements similar to those
improvements provided on "L" Street/Hilltop Drive (near the
San Diego Country Club).
COMMISSION ACTION:
MSUC (Decker/Braden, 4-0) to concur with staff's
recommendations (to install an all-way stop at this
intersection, along with "stop ahead" signs and posts on
Hilltop Drive and to require the owners of 398 Hilltop
Drive, 404 Hilltop Drive and #7 Cresta Way to remove and/or
trim shrubbery, bushes and trees to improve sight distance
at these locations.)

PURPOSE:
A fully justified, properly installed four-way stop can effectively assign right of way,
reduce vehicle delay and decrease accidents. Generally, a four-way stop is reserved for
use at the intersection of two through highways, and only as an interim traffic control
measure prior to signalization.
GENEPJ~L:
The posting of an intersection for four-way stop control should be based on factual
data. Warrants to be considered include:
1. Through street conditions.
2. Accident records.
3, Traffic and pedestrian volumes.
4. Volume splits.
5. Unusual conditions such as proximity of schools, fire stations, vision obscurement,
etc.
Points are assigned to each of these warrants. The total possible points is 50. The
~stallation of four-way stop control is justified with a total of 30 points.
..,ROUGH S-TREET WARRANT:
One of the approaching streets to the intersection must be a through highway before the
intersection can be considered for four-way stop control. A through highway shall
extend at least one mile in both directions from the intersection under consideration
and shall~ meet conditions set forth on Page 8, Section 2f of the Highway Capacity
.Manual, 1965.
