MINUTES OF A WORKSHOP OF THE CITY COUNCIL
OF THE CITY OF CHULA VISTA
May 5, 201 I
4:00 p.m.
A Workshop of the City Council of the City of Chula Vista was called to order at 4:00 p.m. in
the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California.
ROLL CALL:
PRESENT: Councilmembers Aguilar (left at 5:00 p.m.), Bensoussan (arrived at 4:02
p.m.), Ramirez, and Mayor Cox
ABSENT: Castaneda
ALSO PRESENT: Assistant City Manager/Development Services Director Halbert, City
Clerk Norris, and Sr. Deputy City Clerk Bennett
PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE
Deputy Mayor Ramirez led the Pledge of Allegiance.

There were none.
WORKSHOP
1. NAVIGATING THE DEVELOPMENT REVIEW PROCESS FOR SMALL
BUSINESSES
Assistant City Manager/Development Services Director Halbert introduced the item.
Development Planning Manager Ladiana presented information about the small business
application process and business license application process.
Principal Project Coordinator Hines presented information about the initial inquiry and first
impression component of the process improvements.
Deputy Building Official El-Khazen presented information about the application process for
tenant improvements.
Deputy Mayor Ramirez commented on the City's employee recognition programs, and suggested
recognizing employee teams for work well done as part of the City's continuous improvement
process.

Principal Economic Development Specialist Ruiz presented information about the business
license process.
Councilmember Bensoussan suggested an open house meeting with an invitation to Chula Vista
Chamber of Commerce and South County Economic Development Commission regazding the
scheduled Vendor Registration on July 1, 2011 for information about becoming a vendor or
service provider in the City.
Discussion ensued. Mayor Cox suggested that a copy of the Development Review Process be
made available at the Planning and Development front counter for public access.
ADJOURNMENT
At 5:39 p.m., Mayor Cox adjourned the meeting to a Regular Meeting of the City Council on
May ] 0, 2011, at 4:00 p.m., in the Council Chambers.

Mayor Cox spoke about the history of the Chula Vista library system, and announced local
upcoming Centennial events.

City Clerk Norris administered the Oath of Office to Mr. Watson, and Councilmember
Bensoussan presented him with a certificate of appointment.

EMPLOYEE OF THE MONTH, MARY ROHNER, ACCOUNTING ASSISTANT II
Mayor Cox read the proclamation and Councilmember Castaneda presented it to Assistant
Finance Director Davis who accepted it on behalf of Ms. Rohner who was absent from the
meeting.

Mayor Cox read the proclamation and Councilmember Aguilaz presented it to Public Works
Director Hopkins.
• PRESENTATION BY LIBRARY DIRECTOR, BETTY WAZNIS, OF THE THREE
WINNING TEAMS FROM THE NINTH ANNUAL BATTLE OF THE BOOKS
Library Director Waznis introduced Sr. Librarian Taylor, who recognized and announced the
winning teams of the Battle of the Books competition Halecrest Elementary School,
representing the Civic Center Branch Library; Lauderbach Elementazy School, representing the
South Chula Vista Branch; and Thurgood Marshall Elementazy School, representing the Eastlake
Library Branch. Each team was also presented with a gift certificate on behalf of Altrusa
International.
• PRESENTATION OF A CERTIFICATE OF RECOGNITION TO ROSEBANK
ELEMENTARY SCHOOL STUDENT SHAYNE LEWIS, FOR WINNING THE USA
CYCLING NATIONAL CHAMPIONSHIP IN APRIL 2011 AND BECOMING
ELIGIBLE FOR THE WORLD CHAMPIONSHIPS IN COPENHAGEN, DENMARK,
IN JULY 2011
Mayor Cox recognized Shayne Lewis on winning the recent BMX cycling event and his
eligibility to participate in the World Championships in Copenhagen. Councilmember
Bensoussan then presented Shayne with a certificate of recognition.
• PRESENTATION OF A PROCLAMATION TO THE ELKS LODGE 2011
PROCLAIMING MAY 22-28 AS YOUTH WEEK IN THE CITY OF CHULA VISTA
Mayor Cox read the proclamation and Deputy Mayor Ramirez presented it to Mr. Banos who
accepted it on behalf of the Elks Lodge.
UPDATE ON THE SAN DIEGO UNIFIED PORT DISTRICT BY PORT
COMMISSIONER ANN MOORE
This item was postponed until May 17, 2011.
CONSENT CALENDAR
(Items 1-6)
Item 4 was removed from the Consent Calendaz for separate consideration. Deputy Mayor
Ramirez stated he would be abstaining from voting on Item 4 out of an abundance of caution,
due to a potential property-related conflict of interest.

ACTION: Mayor Cox moved to approve Consent Calendar Items 1, 2, 3, 5, and 6, headings
read, text waived. Councilmember Castaneda seconded the motion, and it carried
5-0.
ITEMS REMOVED FROM THE CONSENT CALENDAR
4. RESOLUTION NO. 2011-081, RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA APPROVING THE APPLICATION FOR ROUND TWO
STATEWIDE PARK PROGRAM GRANT FUNDS, MAKING THOSE
CERTIFICATIONS AND PROVIDING SUCH AUTHORIZATIONS NECESSARY TO
OBTAIN THE GRANT FUNDING, AND AGREEING TO COMPLY WITH ALL
LAWS (Director of Public Works)
Staff recommendation: Council adopt the resolution.
ACTION: Mayor Cox moved to adopt Resolution No. 2011-081, heading read, text waived.
Councilmember Bensoussan seconded the motion, and it carved 4-0-1, with
Deputy Mayor Ramirez abstaining due to the proximity of his property to the
property subject to this action.
PUBLIC COMMENTS
Kay Bodge, National City resident, recognized the month of May as Older Americans' Month;
she commented on participation by the Senior Unity Group, in the recent Cinco de Mayo event;
and announced an upcoming fundraiser in support of the Norman Park Senior Center, sponsored
by Henry's Marketplace.
Maribel Gavin, La Mesa resident, representing Hilltop Middle School, announced the School's
first annual Campus Beautification Day on May 21st, from 8:00 a.m. to 12:00 p.m., and asked
for volunteer support of the clean-up event.
ACTION ITEMS

City Attorney Googins provided an overview of the proposed policy.

OTHER BUSINESS
8. CITY MANAGER'S REPORTS
City Manager Sandoval reported that the current number of Police Officer subject to layoff was
four. He announced the upcoming Chula Vista Sports Alliance Amateur Sporting Events in
2011. He stated that the City's goals and objectives would be presented to the Council at a
future Council Meeting.
9. MAYOR'S REPORTS
Mayor Cox announced the Nature Center fundraiser event scheduled for the weekend of May
14th.
10. COUNCILMEMBERS' COMMENTS
Deputy Mayor Ramirez requested, with Council consensus, to direct the Charter Review
Commission to bring back in 30 days, a recommendation to the Council regarding the possibility
of district elections He suggested that staff schedule a Council workshop after adoption of the
next budget, to discuss the City's strategic goals and objectives. He recognized and wished
Mothers a happy Mexican Mother's Day on this day.
Councilmember Aguilar responded to the referral by Deputy Mayor Ramirez regarding district
elections, and suggested specificity in the request to perhaps consider three options to 1)
maintain astatus-quo, 2) district elections, and 3) hybrid elections with the combination of
district and at-large elections.
City Attorney Googins suggested that the Council refer to the Charter Review Commission, to
convene and meet to discuss district elections and hybrid options of district elections, and to
come back to the Council with a presentation on preliminary findings for further direction by the
Council. Mayor Cox suggested that City Attorney Googins meet with Deputy Mayor Ramirez to
establish a timeframe for the matter to be presented before the Council.
ADJOURNMENT
At 5:06 p.m., Mayor Cox adjourned the meeting to the next Regular City Council Meeting on
May 17, 2011, at 4:00 p.m., in the Council Chambers.
