RE5OLUTI"ON OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING AMENDMENT TO THE CIRCULATION ELEMENT
OF THE GENERAL PLAN TO ADD CORRAL CANYON ROAD AS A
COLLECTOR ROAD AND DELETE ACACIA AVENUE AND A PORTION
OF AN UNNAMED COLLECTOR ROAD
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council has heretofore on November 16,
1976 held a public hearing to consider an amendment to the Circula-
tion Element of the General Plan to add Corral Canyon Road as a
collector road and delete Acacia Avenue and a portion of an unnamed
collector road, and
WHEREAS, having heard testimony at said public hearing
and receiving the recommendation of the Planning Commission, the City
Council now desires to make said revision to the General Plan, and
WHEREAS, a notice of the proposed negative declaration on
the proposed General Plan amendment was given in accordance with the
Environmental Review Policy, and
WHEREAS, the Environmental Review Committee found that said
General Plan amendment would have no possible significant impact on
the environment and forwarded the attached Negative Declaration,
IS-76-65, to the City Council of the City of Chula Vista for their
consideration, and
WHEREAS, said Negative Declaration has been available to
agencies having jurisdiction by law, all responsible agencies, and
to the public for an adequate period of time for their review and
comment, and
WHEREAS, the information contained in said negative declar-
ation has been considered by the City Council of the City of Chula
Vista prior to its action on the discretionary item before the City
Council.
NOW, THEREFORE, the City Council of the City of Chula Vista
finds as follows:
1. That the City Council of the City of Chula Vista adopts
as its record of this finding of no possible significant impact the
Council agenda statement on this agenda item and all of the attach-
ments thereto.
2. That the City Council of the City of Chula Vista finds
in accordance with the recommendation of the Environmental Review
Committee and the attached negative Declaration that said General Plan
amendment will not have any possible significant impact on the environ-
ment, and the attached Negative Declaration, incorporated herein by
reference as if set forth fully, has been prepared in accordance with
the California Environmental Quality Act of 1970, as amended.
3. That the Environmental Review Coordinator is hereby
authorized and directed to file said Negative Declaration with the
County Clerk of the County of San Diego subsequent to the prepara-
tion of a notice of determination on this project.
4. That the City Council of the City of Chula Vista does
hereby amend the Circulation Element of the General Plan of the City
of Chula Vista in accordance with Resolution GPA-76-11 as adopted and
forwarded by the Planning Commission.

It is the finding of the Environmental Review Committee that the project tilill not
hate a significant effect on the environment for the follotiring reasons:
1. The proposed project does involve an area with potentially
• significant environmental resources and hazards. The proposed
alignments, as they will be depicted on the General Plan, are
rot specific enough to evaluate the significance of these
• potential impacts and no grading plans have been formulated to
evaluate what land form alteration would result from the imple-
mentation.of the project. These factors will be considered as
.developmer~t plans are formulated. -
2. The project involves the establishment of a long term goal
by the City of Chula Vista. No short term bojectives are being
carried out as part of this General Plan Amendment. -
3. The proposed changes to the General Plan are extensions of
existing rights-of-way which could provide access to these
•undeveloped areas. Therefore there will be no growth inducing
impacts. '
4. These General Plan Amendments will not adversely effect human
beings. Once improvement plans are formulated and impacts can be
.analysed and environmental review will be undertaken.
