HomeMy WebLinkAboutReso 1976-8414RESOLUTION N0. 8414 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AMENDMEPdT TO THE CIRCULATION ELEMENT OF THE GENERAL PLAN TO CHANGE THE DESIGNATION OF ROUTE 125 (SAN MIGUEL FREEWAY) FROM FREEWAY STATUS TO MAJOR ROAD STATUS The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council has heretofore on November 16, 1976 held a public hearing to consider an amendment to the Circula- tion Element of the General Plan to change the designation of Route 125 (San Miguel Freeway) from Freeway status to Major Road Status, and WHEREAS, having heard testimony at said public hearing and receiving the recommendation of the Planning Commission, the City Council now desires to make said revision to the General Plan, and WHEREAS, a notice of the proposed negative declaration on the proposed General Plan amendment was given in accordance with the Environmental Review Policy, and WHEREAS, the Environmental Review Committee found that said General Plan amendment would have no possible significant impact on the environment and forwarded the attached Negative Declaration, IS-76-62, to the City Council of the City of Chula Vista for their consideration, and WHEREAS, said Negative Declaration has been available to agencies having jurisdiction by law, all responsible agencies, and to the public for an adequate period of time for their review and comment, and WHEREAS, the information contained in said negative declar- ation has been considered by the City Council of the City of Chula Vista prior to its action on the discretionary item before the City Council. NOW, THEREFORE, the City Council of the City of Chula Vista finds as follows: 1. That the City Council of the City of Chula Vista adopts as its record of this finding of no possible significant impact the Council agenda statement on this agenda item and all of the attach- ments thereto. 2. That the City Council of the City of Chula Vista finds in accordance with the recommendation of the Environmental Review Committee and the attached Negative Declaration that said General Plan amendment will not have any possible significant impact on the environ- ment, and the attached Negative Declaration, incorporated herein by reference as if set forth fully, has been prepared in accordance with the California Environmental Quality Act of 1970, as amended. 3. That the Environmental Review Coordinator is hereby authorized and directed to file said Negative Declaration with the County Clerk of the County of San Diego subsequent to the prepara- tion of a notice of determination on this project. 4. That the City Council of the City of Chula Vista does hereby amend the Circulation Element of the General Plan of the City of Chula Vista in accordance with Resolution GPA-76-9 as adopted and forwarded by the Planning Commission. The project is described as follows: General P1-an amendment rE~gardinq realignment of Route 125 and r_edesirnation ~~s ma-jo-r road. ro~eC Ocat~on; easterly of Chula Vista It is the finding of the Environmental Peview Committee that the project will not hate a significant effect on the environment for the following reasons: . . 1. The proposed project involves an area with potentially significant natural and cultural resources as well as potential hazards. The proposed alignment, as depicted on the general plan, is not specific enough to evaluate these natural aspects and no grading plan has be-en formulated for which reviec~r of proposed land alterations may be undertaken. These factors will be considered as development plans become available. 2. The project involves the orderly planning of growth and development in C:aula Vista's eastern planning area. No short term objectives are being carried .out as part of this general glan amendre~ent. 3. It is assumed that developers of adjacent properties will be requirt?d to implement portions if not the entire development of this roadway; therefore, the growth inducemer_t aspect of the project is negligible. - 4. This amerdment~ to the general plan will not adversely effect human beings. Once improvement plans are formulated a detailed evaluation of enviro:~mental considerations will be undertaken.
