It i s the finding of the Er,vi ron,~ ~ntal Revi etitiJ Co~,~ ~ i ttee that the project rri l l not
hate a significant effect on the environment for the follo~•~ir~g reasons:
1. The proposed project does involve an area with potentially
significant environmental resources and hazards. The proposed
alignments, as they w.a_11 be depicted on the General Plan, are
not specific enough to evaluate the significance of these
potential impacts and no grading plans have been forrulated to
evaluate what land form alteration would result from the imple-
mentation of the project. These factors will be considered~as
development plans are formulated.
2. The project involves the establishment of a long term goal
by the City of Chula Vista. No chart term objectives are being
carried out as part of this General P1_an Amendment.
3. The proposed changes to the General Plan are extensions of
existing ri5hts-of-way- which could provide access to these
undeveloped areas. Therefore thc,re ~•rill be no growth inducing
impacts.
4. These General Plan Amendments will not adversely effect human
beings. Cnce improver~;ent plans are farmulatc_d and impacts can be
analysed and environmental review ~•;ill be undertaken.
NOTE: These findings apply to the proposed General Plan lvnendment
