RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING AMENDMENT TO GENERAL PLAN FOR APPROX-
IMATELY 0.75 ACRE LOCATED AT THE NORTHWEST CORNER OF
HALECREST DRIVE AND HALE STREET, FROM HIGH DENSITY
RESIDENTIAL TO MEDIUM DENSITY RESIDENTIAL
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council has heretofore on November 16,
1976 held a public hearing to consider an amendment to the General Plan
for certain property being 0.75 acre located at the northwest corner of
Halecrest Drive and Hale Street from "High Density Residential" to
"Medium Density Residential", and
WHEREAS, having heard testimony at said public hearing and
received the recommendation of the Planning Commission, the City Coun-
cil now desires to make said revision to the General Plan, and
WHEREAS, a notice of the proposed negative declaration on
the proposed General Plan amendment was given in accordance with the
Environmental Review Policy, and
WHEREAS, the Environmental Review Committee found that said
General Plan amendment would have no possible significant impact on
the environment and forwarded the attached Negative Declaration,
IS-75-64, to the City Council of the City of Chula Vista for their
consideration, and
WHEREAS, said Negative Declaration has been available to
agencies having jurisdiction by law, all responsible agencies, and
to the public for an adequate period of time for their review and
comment, and
WHEREAS, the information contained in said negative declar-
ation has been considered by the City Council of the City of Chula
Vista prior to its action on the discretionary item before the City
Council.
NOW, THEREFORE, the City Council of the City of Chula Vista
finds as follows:
1. That the City Council of the City of Chula Vista adopts
as its record of this finding of no possible significant impact the
Council agenda statement on this agenda item and all of the attach-
ments thereto.
2. That the City Council of the City of Chula Vista finds
in accordance with the recommendation of the Environmental Review
Committee and the attached Negative Declaration that said General Plan
amendment will not have any possible significant impact on the environ-
ment, and the attached negative Declaration, incorporated herein by
reference as if set forth fully, has been prepared in accordance with
the California Environmental Quality Act of 1970, as amended.
3. That the Environmental Review Coordinator is hereby
authorized and directed to file said Negative Declaration with the
County Clerk of the County of San Diego subsequent to the prepara-
tion of a notice of determination on this project.
4. That the City Council of the City of Chula Vista does
hereby amend the General Plan of the City of Chula Vista in accordance
with Resolution GPA-76-6 as adopted and forwarded by the Planning
Commission.

It is the finding of the Environmental Review Committee that the project will not
have a significant effect on the environment far the fo]lowing reasons:
1. The project will not adversely effect any natural or man made environmental
features present in the project setting, nor will the project generate any
pollutants that will have a potential to significantly degrade the quality
of the environment or curtail the range of the environment wi~ich supports
the biosystem.
2. The project is in conformance with the long term environmental goals of
the City of Chula Vista, will not effect any productive resource and ~•rill not
result in a significant r;asteful, ineffecient or unnecessary consumption of any
resource. It will serve to strengthen the existing urbanized areas.
3. The project will not provide any facility that could support secondary
development that would cumulate to a level of being substantial and adverse
nor do any of the insignificant impacts interact to a significant level.
4. Through the standard development regulations, there will be no su5stantia?
ad~~erse effects on human beings due to visual, acoustical or air pollution.
There will be very little change from the existing conditions. The proposed
land use is identical to that of the ajoining area.
