HomeMy WebLinkAboutReso 1976-8410RESOLUTION N0, 840 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AMENDMENT TO GENERAL PLAN FOR APPROX- IMATELY 30 ACRE5 LOCATED ON THE NORTH SIDE OF MAIN STREET BETWEEN HILLTOP DRIVE AND MELROSE AVENUE FROM RESEARCH & LIMITED INDUSTRIAL TO P~2EDIUM DENSITY RESIDENTIAL ThelCity Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council has heretofore on November 16, 1976 held a public hearing to consider an amendment to the General Plan for certain property being 30 acres located on the north side of Main Street between Hilltop Drive and Melrose Avenue from "Research & Limited Industrial" to "Medium Density Residential", and WHEREAS, having heard testimony at said public hearing and received the recommendation of the Planning Commission, the City Coun- cil now desires to make said revision to the General Plan, and WHEREAS, a notice of the proposed negative declaration on the proposed General Plan amendment was given in accordance with the Environmental Review Policy, and WHEREAS, the Environmental Review Committee found that said General Plan amendment would have no possible significant impact on the environment and forwarded the attached Negative Declaration, IS-76-61, to the City Council of the City of Chula Vista for their consideration, and WHEREAS, said Negative Declaration has been available to agencies having jurisdiction by law, all responsible agencies, and to the public for an adequate period of time for their review and comment, and WHEREAS, the information contained in said negative declar- ation has been considered by the City Council of the City of Chula Vista prior to its action on the discretionary item before the City Council. NOW, THEREFORE, the City Council of the City of Chula Vista finds as follows: 1. That the City Council of the City of Chula Vista adopts as its record of this finding of no possible significant impact the Council agenda statement on this agenda item and a.ll of the attach- ments thereto. 2. That the City Council of the City of Chula Vista finds in accordance with the recommendation of the Environmental Review Committee and the attached Negative Declaration that said General Plan amendment will not have any possible significant impact on the environ- ment, and the attached Negative Declaration, incorporated herein by reference as if set forth fully, has been prepared in accordance with the California Environmental Quality Act of 1970, as amended. 3. That the Environmental Review Coordinator is hereby authorized and directed to file said Negative Declaration with the County Clerk of the County of San Diego subsequent to the prepara- tion of a notice of determination on this project. 4. That the City Council of the City of Chula Vista does hereby amend the General Plan of the City of Chula Vista in accordance with Resolution GPA-76-5 as adopted and forwarded by the Planning Commission. Potential impacts which could occur from the residential development could most likely be mitigated to an insignificant level and would tend to be less intensive than those that could ' result from industrial development. 2. The proposed general plan amendment is not at variance with long term environmental goals and will not achieve short term . goals to the disadvantage of long term goals. 3. .Although there is the possibility that impacts could result from the maximua~I develop~:~ent of the project area, it is anticipated that they can be mitigated to an insignificant level and would not result in any cu:~ulative adverse effects. ~.
