HomeMy WebLinkAboutReso 1976-8400SECTION 4 CENTREX II STATION HUNTING ALL INCOMING CALLS CAN BE ARRANGED TO AUTOMATICALLY HUNT TO ANY PREDETERMINED CENTREX STATION NUMBER IF THE NUMBER DIALED IS BUSY ~IRECT IN-DIALING A SEVEN-DIGIT NUMBER WILL BE ASSIGNED TO EACH PRIMARY CENTREX TELEPHONE STATION CALLERS OUTSIDE THE CITY~S SYSTEM WILL DIAL THESE NUMBERS TO REACH PRIMARY CENTREX TELEPHONE S THE EASE WITH WHICH AN OUTSIDE CALLER CAN REACH CITY PERSONNEL IS A MAJOR FACTOR IN REDUCING THE NUMBER OF CALLS REQUIRING MANUAL HANDLING AND ATTENTION OF AN ATTENDANT AS AN OBJECTIVE, THE CITY SHOULD HAVE A PERFORMANCE LEVEL WHERE AT LEAST 9O~ OF INWARD CALLS ARE DIALED DIRECTLY TO CENTREX STATIONS COMPREHENSIVE DIRECTORY LISTINGS COULD POSSIBLY IMPROVE THIS TO 95~, IN ADDITION, AN INTERNAL DIRECTORY SHOULD BE PREPARED AND DISTRIBUTED TO ALL POSSIBLE CALLING LOCATIONS TO INCREASE THE EFFECTIVENESS OF THE MECHANIZED DIRECT IN- DIALING FEATURE SECTION 4 CENTREX II STATION HUNTING ALL INCOMING CALLS CAN BE ARRANGED TO AUTOMATICALLY HUNT TO ANY PREDETERMINED CENTREX STATION NUMBER IF THE NUMBER DIALED IS BUSY, ~TRF~T 1N-DIALING A SEVEN-DIGIT NUMBER WILL BE ASSIGNED TO EACH PRIMARY CENTREX TELEPHONE STATION, CALLERS OUTSIDE THE CITY~S SYSTEM WILL DIAL THESE NUMBERS TO REACH PRIMARY CENTREX TELEPHONES, THE EASE WITH WHICH AN OUTSIDE CALLER CAN REACH CITY PERSONNEL IS A MAJOR FACTOR IN REDUCING THE NUMBER OF CALLS REQUIRING MANUAL HANDLING AND ATTENTION OF AN ATTENDANT, AS AN OBJECTIVE, THE CITY SHOULD HAVE A PERFORMANCE LEVEL WHERE AT LEAST 9O~ OF INWARD CALLS ARE DIALED DIRECTLY TO CENTREX STATIONS, COMPREHENSIVE DIRECTORY LISTINGS COULD POSSIBLY IMPROVE THIS TO g5~, IN ADDITION, AN INTERNAL DIRECTORY SHOULD BE PREPARED _ AND DISTRIBUTED TO ALL POSSIBLE CALLING LOCATIONS TO INCREASE THE EFFECTIVENESS OF THE MECHANIZED DIRECT IN- DIALING FEATURE, R RESOLUTION NO. 8400 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA FINDING THAT IT IS TO THE CITY'S BEST INTE REST TO WAIVE BIDDING REQUIREMENTS FOR THE PURCHASE AND INSTALLATION OF A NEW CENTREX SYSTEM FROM PACIFIC TELEPHONE & TELEGRAPH COMPANY The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, Section 2.56.170 of the Chula Vista Municipal Code provides for exemption from the bidding procedure depending upon a finding of the City Council that special circumstances exist making it to the City's best interest to make purchase without com- pliance of the bidding procedures, and upon recommendation of the City Manager, the City Council may waive the formal bidding proce- dure if it is deemed impractical, infeasible and in the interests of the City to do so, and WHEREAS, after investigation by the Purchasing Agent and the City Manager, it has been determined that based upon the desira- bility of uniformity and compatability with the existing telephone system, Pacific Telephone & Telegraph Company is the best supplier and installer of a new CENTREX II system to serve the interests of the City, and WHEREAS, it has been determined that the installation and purchase of said system is not susceptible of bidding undertaken through the normal bidding procedure. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista upon the recommendation of the Purchasing Agent and the City Manager, does hereby find that bidding is impractical and the City D4anager is hereby authorized to accept the CENTREX II communication proposal (Exhibit A) and to execute the letter of agree- ment submitted by Pacific Telephone & Telegraph Company. (Exhibit B) BE IT FURTHER RESOLVED that the sum of $5,500 be, and the same is hereby appropriated from the unappropriated surplus of the General Fund for the purpose set forth hereinabove and transferred to Account No. 100-0730-5252. If, however, you incur a complete or partial disconnect within this five year period, the unexpired portion of the Basic Termination Charge will apply.
