RESOLUTION NO. 8400
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA FINDING THAT IT IS TO THE CITY'S BEST INTE REST
TO WAIVE BIDDING REQUIREMENTS FOR THE PURCHASE AND
INSTALLATION OF A NEW CENTREX SYSTEM FROM PACIFIC
TELEPHONE & TELEGRAPH COMPANY
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, Section 2.56.170 of the Chula Vista Municipal
Code provides for exemption from the bidding procedure depending
upon a finding of the City Council that special circumstances exist
making it to the City's best interest to make purchase without com-
pliance of the bidding procedures, and upon recommendation of the
City Manager, the City Council may waive the formal bidding proce-
dure if it is deemed impractical, infeasible and in the interests of
the City to do so, and
WHEREAS, after investigation by the Purchasing Agent and
the City Manager, it has been determined that based upon the desira-
bility of uniformity and compatability with the existing telephone
system, Pacific Telephone & Telegraph Company is the best supplier
and installer of a new CENTREX II system to serve the interests of
the City, and
WHEREAS, it has been determined that the installation and
purchase of said system is not susceptible of bidding undertaken
through the normal bidding procedure.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista upon the recommendation of the Purchasing Agent
and the City Manager, does hereby find that bidding is impractical
and the City D4anager is hereby authorized to accept the CENTREX II
communication proposal (Exhibit A) and to execute the letter of agree-
ment submitted by Pacific Telephone & Telegraph Company. (Exhibit B)
BE IT FURTHER RESOLVED that the sum of $5,500 be, and the
same is hereby appropriated from the unappropriated surplus of the
General Fund for the purpose set forth hereinabove and transferred
to Account No. 100-0730-5252.

TELEPHONE WITHOUT ATTENDANT ASSISTANCE OR THE PREPA-
RATION OF A LONG DISTANCE CALL LOGS TIME WILL BE
SAVED BY THE TELEPHONE USER THIS WILL PROVIDE FOR A
MORE ECONOMICAL AND EFFICIENT TELEPHONE SERVICE ALL
LONG DISTANCE CALLS AND MESSAGE UNITS ON LOCAL CALLS
WILL BE AUTOMATICALLY RECORDED ON PUNCHED TAPE WITHIN
THE TELEPHONE COMPANY~S SWITCHING CENTER, THIS AUTO-
MATED OPERATION, IN TURN, ALLOWS THE TELEPHONE COMPANY

THE LIST OF TOLL CALLS PLACED WILL INCLUDE DATE, TIME OF
DAY, PLACE CALLED, TELEPHONE NUMBER CALLED AND THE APPRO-
PRIATE TOLL CHARGE
EACH INDIVIDUAL CENTREX STATION TOLL STATEMENT WILL INDI-
CATE THE TOTAL TOLL CHARGES THAT THE CENTREX STATION GEN-

Congratulations for choosing a new CENTREX system! This system is now being
engineered to meet the communications requirements we discussed. Tentatively
it should be ready next September at directory time. We will keep you informed
as the installation progresses.
Your charges for this service including all associated equipment will be approxi-
mately:
Monthly Installation B.T.C.
$4,185.00 $5,257.00 $7,000.00
These charges are, of course, based on the system as it is presently planned.
Additions or minor changes would necessarily alter the prices set forth above.
The Basic Termination Charge (B.T.C.) of $7,000.00 will be reduced by 1/60
each month the system is in service. Five years after the system has been in
service this charge will be fully amortized. If, however, you incur a complete
or partial disconnect within this five year period, the unexpired portion of
the Basic Termination Charge will apply.
Prior to establishing service, certain dates important to you will have to be
determined, i.e., date station changes would be frozen, date your new direc-
tory should be distributed, training, etc. Any changes on your part could
impair this in-service date. I will be contacting you to discuss these dates
in the immediate future.
In the event of a major change or cancellation of your order after installation
has begun, certain charges will be applicable in order to allow Pacific to re-
cover expenses incurred. The charges will depend on the amount of labor, engi-
neering, non-reusable materials, transportation, storage and any other costs
incurred by Pacific Telephone not to exceed the combined total monthly, in-
stallation and Basic Termination Charges applicable if the system were con-
nected for service and immediately disconnected. They are described in detail
in Pacific's tariffs on file with the California Public Utilities Commission.
