RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA MODIFYING THE MASTER FEE SCHEDULE
RELATIVE TO SEWER SERVICE CHARGES FOR THE
MONTGOMERY AREA
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, prior to annexation by the City of Chula Vista,
e equivalent dwelling unit (EDU), which charges were
collected annually with the property tax bill issued by the
County of San Diego, and
WHEREAS, upon annexation to the City of Chula Vista, the
sewer service charge for the Montgomery area remained at an
annual fee of $39.00, not subject to increase until the reserve
fund was depleted, and
WHEREAS, the Montgomery area sewer service reserve fund
has become depleted and it is now required to increase the sewer
service charge to maintain a prudent reserve and cover increased
maintenance and operating costs.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby amend the Master Fee Schedule
by amending Section 3.20.020 to read as follows:
Section 3.20.020 Sewer Service Charges
In addition to other fees, assessment or charges
provided by the City Code or otherwise, the owner or occupant of
any parcel of real property which said parcel is connected to the
sewer system of the City and to a water system maintained by the
Sweetwater Authority or the Otay Municipal Water District shall
pay a sewer service charge as follows, applicable to the first
whole billing period subsequent to July 1, 1987:
A. Domestic: The domestic sewer service charge for each single
family dwelling unit serviced by a separate water meter shall be
$8.70 per month;
B. Domestic: A monthly sewer service charge for other parcels
of real property used for domestic purposes as herein defined,
and serviced by a water meter shall be at the rate of $.70 per
each one hundred cubic feet of water usage by such parcel, but in
no case less than $8.70 per month, nor more than $8.70 per
dwelling unit per month;

C. Commercial and industrial; A monthly sewer service charge
for premises used for other than domestic purposes shall be at
the rate of $.70 per each one hundred cubic feet of water usage
by such premises, but in no case shall be less than ~8.70 per
month.
D. Montgomery Area: Notwithstanding the above provisions, an
annual sewer service charge for premises in the former Montgomery
area shall be at the rate of $70.00 per equivalent dwelling unit
(EDU) beginning July 1~ 1988 for all property~ whether utilized
for domestic or commercial or industrial or other uses, to be
collected on the annual tax bill issued by the San Diego Tax
Collector.

SUBJECT: Committee's Action on the Proposed Increase in Montgomery Sewer
Fees
The Montgomery Planning Committee, meeting in special session on Monday,
July 25, 198B, considered the City of Chula Vista's proposal to increase sewer
fees within the Montgomery Community. This matter was brought before the
Committee pursuant to its direct referral from the Chula Vista City Council on
July 19, 1988.
The Committee, after hearing the presentation by the Director of Public Works,
John C. Lippitt, and the comments of two persons in attendance, discussed the
subject matter at length. The Committee then, by 6-1 vote, recommended that
the City Council take the following actions:
1. Accept the Director of Public Work's report which proposes that the sewer
service charge per "equivalent dwelling unit IEDU)" in Montgomery be
increased to $70.
2. Conduct a public meeting on the proposed increase.
3. Adopt a resolution which amends the Master Fee Schedule by the inclusion
of the new service charge for Montgomery residents.
