HomeMy WebLinkAboutReso 1976-8386RESOLUTION N0. 8386 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA CERTIFYING NEGATIVE DECLARATION AND FINDING NO SIGNIFICANT ENVIRONMENTAL IMPACT DUE TO CIVIC CENTER RENOVATION PROJECT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, a notice o£ the proposed negative declaration on the Civic Center Renovation Project was given in accordance with the Environmental Review Policy, and WHEREAS, the Environmental Review Committee found that said Civic Center Renovation Project would have no possible significant impact on the environment and forwarded the attached Negative Declara- tion, IS-76-94, to the City Council of the City of Chula Vista for their consideration, and WHEREAS, said Negative Declaration has been available to agencies having jurisdiction by law, all responsible agencies, and to the public for an adequate period of time for their review and comment, and WHEREAS, the information contained in said negative declar- ation has been considered by the City Council o£ the City of Chula Vista prior to its action on the discretionary item before the City Council. NOW, THEREFORE, the City Council of the City of Chula Vista finds as follows: 1. That the City Council of the City of Chula Vista adopts as its record of this finding of no possible significant impact the report of the Environmental Review Coordinator to the Environmental Review Committee and all comments made by the City Council. 2. That the City Council o£ the City of Chula Vista finds in accordance with the recommendation o£ the Environmental Review Committee and the attached tegative Declaration that said Civic Center Renovation Project will not have any possible significant impact on the environment, and the attached Negative Declaration, incorporated herein by reference as if set forth fully, has been prepared in accor- dance with the California Environmental Quality Act of 1970, as amended. 3. That the Environmental Review Coordinator is hereby authorized and directed to file said Pegative Declaration with the County Clerk of the County of San Diego subsequent to the prepara- tion of a notice of determination on this project. The project site does not involve any significant natural or historical resources which could be adversely affected by project implementation. 2. The project is pursuant to the goals and policies set forth in the Public Building Element of the General Plan and will not achieve short- term to the disadvantage of long-term goals of the General Plan. 3. The project will not cause any impacts which could interact to create a cumulative adverse effect on the environment. 4. The project will not cause the emission of any hazardous substance which would be detrimental to human life; however, noise generating from traffic on adjacent streets will cause unacceptable exterior noise levels. EACKGROUND The project entails the remodeling of the former post office and the addition of 6,000 sq. ft. of floor area which v+ill join the post office to the old library building and provide additional space for City facilities. This proposal is a public project. B. REC0~4MENDATION Adopt this staff report and evaluation form and recommend that the City Council find that the project will have no significant adverse impact on the environment in accordance with the attached Negative Declaration and findings therein. C. PROJECT SETTING The project site is located t~+ithin the Civic Center at the Northwest corner of Fourth Avenue and "F" Street. There are currently three structures located on the subject site, the old library, former post office and the Fire Administration/Community Development building. The site is landscaped with common varieties of plant species. There are no significant natural or historical resources present iror are there any known geological hazards within the immediate vicinity. D. PROJECT DESCRIPTIO`J The project will entail the construction of 6,000 sq. ft. of floor area to be added on to the post office building which will then ajoin the "old" library building. The structure will be one story in height and the exterior architecture of the entire structure will be in conformance with the existing Civic Center design. (See attached exhibit for facility utilization and floor plan.) The existing Community Development Building and approximately 10,000 sq. ft. of pavement will be removed. Landscaping will be provided along the perimeter of the structure and mounding ~•+ith landscaping will be placed along the exterior border of the parking facility (20-30 spaces) proposed for the southeastern portion of the site. This project will provide for the centralization of affected City departments erhich till promote efficiency in use of energy and lessen the number and mileage of vehicle trips to City offices. page 2 E. At1ALYSIS Noise The project is located adjacent to a major street intersection which accommodates large volumes of vehicle traffic. 1976 counts shoim that "F" Street has an ADT of 11,330 and Fourth Avenue an ADT of 25,000. Noise generating from these road~Y~ays ~~~ill create unacceptable noise levels ~•~ithin 400' of the Fourth Avenue centerline, according to a H.U.D. Noise Analysis. (See attached HUD Analysis.) Also, a noise analysis prepared for the F Street widening project (EIR for F Street t•~idening, ioise Study, Appendix A, March 1976), indicates that ~•fith existing traffic volumes, exterior noise levels at 37 feet from the F Street centerline are 73 d6A and ~•~ith a projected 1995 traffic volume of 24,000 ADT, a level of 83 dBA can be expected. Since the projected traffic volume of F Street is less than that of the existing ADT on Fourth Avenue it can be assumed that existing exterior noise leveis adjacent to the proposed structures on Fourth Avenue will be at about 79 to 80 dBA during peak traffic hours (distance adjustment factor included). F. FINDINGS 1. The project site does not involve any significant natural or historical resources which could be adversely affected by project implementation. 2.
