RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA CERTIFYING NEGATIVE DECLARATION AND FINDING NO
SIGNIFICANT ENVIRONMENTAL IMPACT DUE TO JAY-L-JAY
DRAINAGE CHANNEL
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, a notice of the proposed negative declaration on
the Jay-L-Jay drainage channel was given in accordance with the
Environmental Review Policy, and
WHEREAS, the Environmental Review Committee found that
said Jay-L-Jay drainage channel would have no possible significant
impact on the environment and forwarded the attached Negative Decla-
ration, IS-76-81, to the City Council of the City of Chula Vista for
their consideration, and
WHEREAS, said Negative Declaration has been available to
agencies having jurisdiction by law, all responsible agencies, and
to the public for an adequate period of time for their review and
comment, and
WHEREAS, the information contained in said negative declar-
ation has been considered by the City Council of the City of Chula
Vista prior to its action on the discretionary item before the City
Council.
PdOW, THEREFORE, the City Council of the City of Chula Vista
finds as follows:
1. That the City Council of the City of Chula Vista adopts
as its record of this finding of no possible significant impact the
report of the Environmental Review Coordinator to the Environmental
Review Committee and all comments made by the City Council.
2. That the City Council of the City of Chula Vista finds
in accordance with the recommendation of the Environmental Review
Committee and the attached Negative Declaration that said Jay-L-Jay
drainage channel will not have any possible significant impact on the
environment, and the attached Pegative Declaration, incorporated herein
by reference as if set forth fully, has been prepared in accordance
with the California Environmental Quality Act of 1970, as amended.
3. That the Environmental Review Coordinator is hereby
authorized and directed to file said Negative Declaration with the
County Clerk of the County of San Diego subsequent to the prepara-
tion of a notice of determination on this project.

DRAFT NEGATIVE DECLARATION OF ENVIROfit°1E NT AL IMPACT
On Sept. 30, 1976 a draft Negative Declaration of Environmental Impact

It is the finding of the Environmental Review Committee that the project will not
have a significant effect on the environment for the following reasons:
1. There are no significant natural or historical resources
on the subject property i•~hich would be adversely affected by
project implementation.
2. The project is consistent with the Chula Vista General
Plan and will not achieve short term to the disadvantage of
long term environmental goals.
3. No impacts are anticipated which could interact to cause
a significa?tt cumulative adverse effect.
4. The project will not cause permanent noise emissions;
however, due to the sites close proximity to adjacent residential
dwellings, construction activities should be limited to day time
hours of operation to reduce any temporary adverse effect on
ambient noise levels. '
Project Perspective
Due to the project type and location, areas which are under
construction and idle equipment should be made unaccessible
during non-construction hours to avoid potential hazards until
permanent fencing can be installed.

SUBJECT: IS-76-81 J L J Channel
A. Background
The proposal involves a public improvement project for which
application for funding under the Federal Public Works Employment
Act of 1976 is being made by the City. Environmental review of this
project is required to be conducted in accordance with both NEPA &
CEQA and will require the City Council's certification.
B. Recommendation
Adopt this staff report and evaluation form and recommend that the
City Council find that the subject project will not cause any
substantial adverse effect on the environment in accordance with the
attached Negative Declaration and the findings therein.
C. Project Setting
The project involves approximately 38,860 sq. ft. of land area located
west of Second Ave. bett•reen Palomar and Quintard Sts. (JLJ Apts., see
attached exhibit). The site is currently an unimporved drainage
ditch (411t}lln an easement) which passes through a multi-family
residential development.
There are no significant natural resources nor are there any resources
of historical value known to be present. The property is not subject
to any geologic hazard such as earthquake faulting or land slides.
D. Project Description
The project will involve the construction of 1080 linear feet of
granite lined trapezoidal channel. The channel will be 6 ft. in
depth with bottom and top widths of 9 and 21 ft. respectively and
1:1 side sloues. Implen;entation of this project•will create a lin}:
betwcc~n existing facilities located to the north and south. The
proposed cl~uuuuel ~•rill have a capacity of 9£35 cfs and will elirr;inatc
frequent flooding that occurs on adjacent property.
