RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA CERTIFYING NEGATIVE DECLARATIONS AND FINDING
NO SIGNIFICANT ENVIROND4ENTAL IBIPACT DUE TO STORM
DRAIN CONSTRUCTION - GROUP PROJECT II
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, a notice of the proposed negative declaration on
storm drain construction - Group Project II under the "Local Public
SVOrks and Capital Development and Investment Act of 1976" (Title I,
PL 94-369) was given in accordance with the Environmental Review
Policy, and
WHEREAS, the Environmental Review Committee found that
said storm drain construction would have no possible significant
impact on the environment and forwarded the attached Negative Dec-
laration , IS-76-78, IS-76-85 and IS-76-86, to the City Council of
the City of Chula Vista for their consideration, and
WHEREAS, said Negative Declarations have been available to
agencies having jurisdiction by law, all responsible agencies, and
to the public for an adequate period of time for their review and
comment, and
WHEREAS, the information contained in said negative declar-
ations has been considered by the City Council of the City of Chula
Vista prior to its action on the discretionary item before the City
Council.
NOW, THEREFORE, the City Council of the City of Chula Vista
finds as follows:
1. That the City Council of the City of Chula Vista adopts as
its record of this finding of no possible significant impact the report
of the Environmental Review Coordinator to the Environmental Review
Committee and all comments made by the City Council.
2. That the City Council of the City of Chula Vista finds
in accordance with the recommendation of the Environmental Review
Committee and the attached Negative Declarations that said storm drain
construction - Group Project II under the "Local Public Works and
Capital Development and Investment Act of 1976" (Title I, PL 94-369)
will not have any possible significant impact on the environment, and
the attached Negative Declarations, incorporated herein by reference
as if set forth fully, has been prepared in accordance with the
California Environmental Quality Act of 1970, as amended.
3. That the Environmental Review Coordinator is hereby
authorized and directed to file said Pegative Declarations with the
County Clerk of the County of San Diego subsequent to the prepara-
tion of a notice of determination on this project.

A. Background

The City has several public improvement projects planned for which
application for funding under the Federal Public Works Employment
Act of 1976 is being made. The purpose of this act is for the
c"reation of new jobs to ease the rate of unemployment in high rate
areas. Environmental review cf these project, Initial Studies, is
required to be conducted in accordance with both NEPA and CEQA and
will require the City Council's certification.
B. Recommendation
Adopt this staff report and evaluation form and recommend that the
City Council find that the subject projects will not cause any
substantial adverse effect on the environment in accordance with the
attached Negative Declaratiotisand the findings therein; and find that
the subject Initial. Studies have been prepared in accordance with the
requirements of CEQA.
C. Environmental Setting
Construction activities will. he limited to public rights-of-way
and/or drainage easements.
There are no significant natural or man made resources kno;•m to exist
within the project boundaries or on adjacent properties. The projects
are not located within any fleod plain and there are no significant
geological hazards, such as earthquake faulting or potential landslide
areas, which would have a significant adverse effect on the project.
D. Project Descri.pti.on
1. IS-7G-76 Storrs Drain through Fourth Ave. J St, to San
Niguel Dr. (Exhibit 1)
The project involves approri.amtely 12,000 sq. ft: of land area.
Approxirnately.1700 linear ft. of 30" to 42" RCP and appurtenances
will be installed beneath existing roadways. The proposed
facility, with a capacity of 43 cfs, will extend north through
Fourth Ave. from San i•]iguel Dr. to connect with the existing
J St. systern having a capacity of 183 cfs. Curb inlets will be
constructed at three locations along the Fourth Ave. route;
north of San Miguel Dr., south of K St., and north of Kearney St.
The construction of this storm drain is a part of the overall
J St. storm drain system recommended by the Fogg Report.
Project implementation will eliminate frequent flooding that
occurs along Fourth Ave. between J St. and San Miguel Dr. during
periods of heavy rain fall.
The cross gutter traversing Fourth Ave. at K St. will also be
removed as a part of this project and the intersection modified
to provide a smooth riding surface.
2•.. IS-76-78 Storm Drain through Claire Ave. and a portion of
Whitney St. between H & I Sts. (Exhibit 2)
The project involves 10,000 sq. ft. of land area. The facilities
proposed to be constructed include approximately 470 linear ft.
of 21" RCP, 338 L.F. of 27" RCP and G30 L.F. of 33" RCP. One
curb inlet and three cleanouts will be provided as appurtenant
facilities. The proposed line with a capacity of 22 cfs to 80 cfs
will connect with an existing 36" drain located in Whitney St.
west of Claire Ave. •
Approximately 10,000 sq. ft of pavement will be removed and
replaced in conjunction with construction of facilities.
3. IS-76-79 Storm drain in First Ave. north of L St. to the
south side of Sierra Way. (E~:hibit 3)

4. IS-76-80 Sier.r.a t7ay Storm Drain - Broadway to Colorado Wit.
(Exhibit 4)
The project entails the construction of an underground storm
drain from Sierra L~7ay (east of IIroadt•:ay) through 13road~.ray and
the existing drainage easement o:esterly beneath Sierra Play
(t•:est of Bro3c?way) to a point east of the SD&AE Railroad right-
of-L•:ay. The proposal will involve 15,500 sq.. ft. of lane] area
anc] 7.000 linear feet of CI4PA and appurten~.inces. The proposed
improvements toill have a capacity of up to 85 cfs and will
connect to an existing channel.
This storm drain is shotm as a Stage I priority in the Foyg
Report and its construction will eliminate frequent flooding and
resulting damage.
5. IS-76-82 Third Ave. and I St. Storm Drain (Exhibit S)
The proposal will involve approxiamtely 18,000 sq. ft. of paved
public right-of-way. The project wi7.1 entail the construction
of about 2670 linear ft. of storm drain facilities through
Third Ave. from H to I St. and extend through I St. east to
Second Ave. Improvements will include 18" to 36" RCP, 6 inlets,
6 cleanouts and the removal and replacement of existing pavement.
The new system will tie into an existing 36"'drain immediately
south of H St.
6. IS-76-83 Quintard St. - First to Second Ave. drainage
improvements. (Exhibit 6)
The project involves the construction of about 1645 linear ft.
'of 36" to 42" drainage culverts and appurtenances within the
Quintard St. right-of-way from 240+ west of First Ave. to about
562+ west of Second Ave. The culvert will be located beneath
the Quintard St. parkway west to Second P.ve. and beneath AC
pavement west of Second Ave. The proposed improvements t•:ill
have a capacity of 110 cfs and will connect to an existing
10' x 17' RC box (985 cfs capacity) at the projects western
extension.
7. IS-76-85 Halecrest Storm Drain (Exhibit 7)
The project will involve the construction of widerground
drainage improvements within Ha1.eCrest i;r. from Douglas St.
to Telegraph Canyon Rd. The facility will include about G35
linear ft. of 27" to 42" RCP and associated appurtenances. The
proposed storm drain will have a capacity of about 55 cfs and
will connect with an existing "temporary" outlet located aL- the
southeast corner of Douglas St. and llalecrest Ur.. to the
quadruple bo>: system crossing flalecrest: Dr. just north of
Telegraph Canyon Rd. The construction of this facility e:as
recommended in the i'ogg Report and will reduce the amount of

improvements will have a capacity of up to 85 cfs and will
connect to an existing channel.

It is the finding of the Em~ironmental Review Committee that the project will not
have a significant effect on the environir,ent for the follot•~iriy reasons:
1. There are no natural or Y,nown historical resources cn site
which would be adversely affected by project implementation.
The project is located adjacent to a public park; however, the
park is fenced and no hazard will be created.
2. The project is a public improvement, consistent with the
General Plan and will not achieve short term to the disadvantage
of long term goals.
3. Due to the type of project proposed, no hazard from
potential liquefaction is present and no impacts which could
interact and create a significant cumulative impact are
anticipated.
4. The project will not cause the emission of any hazardous
substance or substantial noise which would impose a health
hazard on human beings.

SUBJECT: IS-76-86 Storm drain at General Roca Park
A. Background
The subject project is among several public improvement projects
for which the City plans to apply for funding under the Federal
Public P7orks Act of 1976. Environmental review is required to be
conducted in accordance with both NEPA and CEQA and requires the
'City CcunciJ.'s certification.
B. Recommendation
Adopt this staff report and evaluation form and recommend that the
City Council find that the project will not cause any significant
adverse impact on the environment in accordance orith the attached
Negative Declaration and the findings therein.
C. Project Setting
The project involves approximately 17,220 sq. ft. of land within an
existing natural drainage channel. This channel is located within the
public right-of-way along the perimeter of General Roca Park, extending
approximately 200 ft. south of C St, on Fourth Ave, to about 1000 ft.
west on C St. (See attached location map)
The site is void of any natural or known historical resources. TIZe
site is located within the Sweetwater River fJ.ood plain and, though
there are no earthquake faults present, the site is subject to
potential ligt:efaction.
D. Project Descrint9or,
The project includes tl:o conctruction of ahout 1225 linear ft. of
5' x. 6' and 6' >: 11' rectangular/trapezoidal drainage channel. The
channelori].1 have a capacity to carry 240 cf.s and will connect :rith
existing drainage facilities upstream, a 43" RCP. Project implementa-
tion will prevent the frequent flooding of C St.
E. Findings
