DRAFT NEGATIVE DECLARATION OF ENVIROfSMEPIfAL ID.°ACT
On ~'av 15~ 1975 ~ a draft Negative Declaration of Environmental Impact
was rece~°~-~enGea oy t e n•nrcn°ental Revie~,v'Cca:mittee of the City of Chula Vista,
The project is described as follo+:?s: Construction of expansion of er.istir:n

ro~ec~ ocation•
It is the finding of the Environmental Review Ccmmittee that the project will not
have a significant effect en the environment for the following reasons:
a. Any increase in the concentration of runoff through this new culvert can
be acco,~nodated by the design of the park area downstream, There :-rill be an
insignificant increase in drainage concentration on the inadequate facilities
further dormstream because of the passage of rrlnoff through the grass Swale in
tire park,
b, The project will assist in the attainment of tf~e long tens goal of
providing adequate flood protection for the conmunity. There will be no sfrort
term impacts associated with this project which Grill preclude the attainment of
long tom coals.
c. There are no adverse impacts r•~hich are individually limited but cumulatively
significant. Even the limited impacts anticipated 4vill be largely temporary in
nature, related particularly to the construction phase, and will thus not cumulate
effects over the long term.
d. There are no significant imppcts which will cause substantial adverse
effects on human beings, whether'directly or indirectly, The development of
tire project, on the contrary, should have beneficial effects on human beings,

Canyon Rd.
1. Summary
The project consists of the expansion in capacity of the existing triple culvert
under Hilltop Dr, at t~a~p-Dr, to accormnodate existing and the ultimate runoff.
It is my REC0.1l1EHDATIOt! the ERC:
a. Adopt this staff report and the evaluation form and,
b, Forward the attached Ilegative Declaration to the City Council.
2. Project Setting
Tire project site is located within the Telegraph Canyon Floed Piain at klilltop Dr.
There at°e therefore alluvial and erodible soils present. The immediate dot~rnstream
facilities are adequate through the park (grass swale), but further downstream flood
control facilities are inadequate.
THere are no endangered or unique resources on site or downstream,
3, Project Description
The project will consist of the installation'of some type of drainage culvert to carry
the ultimate CFS under Telegraph Canyon Rd, The capacity of the existing triple
facility is about 1000 CFS while the existing CFS is 1522 and the ultimate is 3032.
The precise design of the new facility is not known at tfris time.
4, Findings
a. Any increase in the concentration of runoff through this new culvert can
be accommodated by the design of the park area downstream. There will be an
insignificant increase in drainage concentration on the inadequate facilities
further downstream because of the passage of runoff through the grass st-rale in
the park,
b, The project will assist in the attainment of the long to rnr goal of
providing adequate flood protection for the community, There will be no short
terns impacts associated with this project which will preclude the attainment o.
long tern~a goals,
c. There are no adverse impacts which are individually limited but cumulatively
significant. Even the limited impacts anticipated Trill be lamely temporary ~in
nature, related particularly to the construction phase, and Trill thus not cui,ir.l,rL~~
effects over the lone term.
d. There are no significant im97cts which will cause substantial adverse
effects on hw~an beings, ~;~hether directly or indirectly. The development o`
the project, on the contrary, should have beneficial effects on human beings.
