HomeMy WebLinkAboutReso 1976-8381RESOLUTION N0. 8381 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA CERTIFYING NEGATIVE DECLARATIONS AND FINDING NO SIGNIFICANT ENVIRONL4ENTAL IMPACT DUE TO STORM DRAIN CONSTRUCTION - GROUP PROJECT I The City Council o£ the City of Chula Vista does hereby resolve as follows: WHEREAS, a notice of the proposed negative declaration on storm drain construction - Group Project I under the "Local Public Works and Capital Development and Investment Act of 1976" (Title I, PL 94-369 was given in accordance with the Environmental Review Policy, and WHEREAS, the Environmental Review Committee found that said storm drain construction would have no possible significant impact on the environment and forwarded the attached Negative Dec- larations, IS-76-76, IS-76-79, IS-76-82, IS-76-83 and IS-75-31, to the City Council of the City of Chula Vista for their consideration, and WHEREAS, said Negative Declarations have been available to agencies having jurisdiction by law, all responsible agencies, and to the public for an adequate period of time for their review and comment, and WHEREAS, the information contained in said negative declar- ations has been considered by the City Council of the City of Chula Vista prior to its action on the discretionary item before the City Council. P1OW, THEREFORE, the City Council of the City of Chula Vista finds as follows: 1. That the City Council of the City of Chula Vista adopts as its record of this finding of no possible significant impact the report of the Environmental Review Coordinator to the Environmental Review Committee and all comments made by the City Council. 2. That the City Council of the City of Chula Vista finds in accordance with the recommendation of the Environmental Review Committee and the attached Pegative Declarations that said storm drain construction - Group Project I under the "Local Public Works and Capital Development and Investment Act of 1976" (Title I, PL 94-369) will not have any possible significant impact on the environ- ment, and the attached Negative Declarations, incorporated herein by reference as if set forth fully, has been prepared in accordance with the California Environmental Quality Act of 1970, as amended. 3. That the Environmental Review Coordinator is hereby authorized and directed to file said Negative Declarations with the County Clerk of the County of San Diego subsequent to the prepara- tion of a notice of determination on this project. Background The City has several public improvement projects planned for which application for funding under the Federal Public [4orks Employment Act of 1976 is being made. The purpose of this act is for the creation of new jobs to ease the rate of unemployment in high rate areas. D. Project Descri.>tion 1. IS-7G-76 Storrn Drain through Fourth Ave. J St. to San idigucl Dr. (!.xhibit 1) The project involves appro>:iamtely 12,000 sq. it. of land area. Approrimately.1700 linear ft. of 30" to 42" RCP and appurtenances will be installed beneath e:;istinq roadways. The proposed facility, with a capacity of 93 cfs, will extend north through Fourth Ave. from San Miguel Dr. to connect With the existing J St. system having a capacity of 183 cfs. Curb inlets o:ill be constructed at three locations along the Fourth Ave. route; north of San Miguel Dr., south of- 3< St., and north of Kearney St. The construction of this storm drain is a part of the overall J St. storm drain system recom:rended by'tfie Fogg P.eport. Project implementation will eliminate frequent flooding that occurs along Fourth Ave. between J St. and San Miguel Dr. during periods of heavy rain fall. The cross gutter traversing Fourth Ave. at K St. will also be removed as a part of this project and the intersection modified to provide a smooth riding surface. 2~. IS-76-78 Storm Drain through Claire Ave, and a portion of Whitney St. between H & I Sts: (Exhibit 2) The project involves 10,000 .sq. ft. of land area. The facilities proposed to be constructed include approximately 470 linear ft. of 21" RCP, 338 L.F. of 27" RCP and 630 L.F. of 33" RCP. One curb inlet and three cleanouts will be provided as appurtenant facilities. The proposed line with a capacity of 22 cfs to 80 cfs will connect with an existing 36" drain located in Whitney St. west of Claire Ave. Approximately 10,000 sq. ft of pavement will be removed and replaced in conjunction with construction of facilities. 3. IS-76-79 Storm drain in First Ave. north of L St. to the south side of Sierra ~9ay. The proposal will involve 15,500 sq.,ft. of land area and 2000 linear feet of CA?PA and appurtenances. The proposed improvements will have a capacity of up to 85 cfs and twill connect to an existing channel. This storm drain is shown as a Stage I priority in the Fogg Report and its construction will eliminate frequent flooding and resulting damage. 5. IS-76-82 Third Ave. and I St. Storm Drain (Exhibit 5) The proposal will involve approxiamtely 18,000 sq. ft. of paved public right-of-way. The project will entail the construction of about 2670 linear ft. of storm drain facilities through Third Ave. from H to I St. and extend through I St. east to Second Ave. Improvements will include 18" to 36" RCP, 6 inlets, 6 cleanouts and the removal and replacement of existing pavement. The neta system will tie into an existing 36" drain immediately south of H St. 6. IS-76-83 Quintard St. - First to Second Ave. drainage improvements. (Exhibit 6) The project involves the construction of about 1645 linear ft. of 36" to 42" drainage culverts and appurtenances within the Quintard St. right-of-way from 240+ west of First Ave. to about 562+ west of Second Ave. The culvert will be located beneath the Quintard St. parkway .west to Second Ave. and beneath AC pavement west of Second Ave. The proposed improvements will have a capacity of 110 cfs and will connect to an existing 10' x 17' RC box (985 cfs capacity) at the projects western extension. 7. IS-76-85 Halecrest Storm Drain (Exhibit 7) The project will involve the construction of underground drainage improvements within Halecrest Dr. from Douglas St. to Telegraph Canyon Rd. The facility will include about 635 linear ft. of 27" to 42" RCP and associated appurtenances. The proposed storm drain will have a capacity of about 55 cf.s and will connect frith an existing "temporary" outlet located at the southeast corner of Douglas St. and Ialecrest Dr. to the quadruple box system crossing Halecrest Dr.. just north of Telegraph Canyon P.d. The construction of this facility was recommended in the I'ogg Report and will reduce the amount of surface storm crater on Halecrest llr. l D. The proposed facility, with a capacity of 43 cfs, will extend north throucth Fourth Ave. from San biiyuel Dr. to connect with the existing J St. systen? having a capacity of 183 cfs. Curb inlets twill be constructed at three locations along the Fourth Ave. route; north of San Miguel Dr., south of K St., and north of Kearney St. The construction of this storm drain is a part of the overall J St. storm drain system recommended by the Fogg Report. Project implementation will eliminate frequent flooding that occurs along Fourth Ave. between J St. and San Miguel Dr. during periods of heavy rain fall. The cross gutter traversing Fourth Ave. at K St. c•~ill also be removed as a part of this project and the intersection modified to provide a smooth riding surface. ' 2~.. This storm drain is shown as a Stage I priority in the Fogg Report and its construction will eliminate frequent flooding ar!d resulting damage. 5. IS-76-82 Third Ave. and I St. Storm Drain (Exhibit 5) The proposal will involve approxiamtely 18,000 sq. ft. of paved public right-of-wa}r. The project will entail the construction of about 2670 linear ft. of storm drain facilities through Third Ave. from H to I St. and extend through I St. east to Second Ave. Improvements will include 18" to 36" RCP, 6 inlets, 6 cleanouts and the removal and replacement of existing pavement. The new system will tie into an existing 36" drain immediately south of H St. 6. IS-76-83 Quintard St. - First to Second Ave. drainage improvements. (Exhibit 6) The project involves the construction of about 1645 linear it. of 36" to 42" drainage culverts and appurtenances within the Quintard St. right-of-way from 240+ west of First Ave. to about 562+ west of Second Ave. The culvert twill be located beneath the 4uintard St. parkway west to Second Ave. and beneath AC pavement taest of Second Ave. The proposed improvements will have a capacity of 110 cfs and will connect to an existing 10' x 17' RC box (985 efs capacity) at the projects western extension. 7.
