RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING TENTATIVE SUBDIVISION MAP OF RANCHO
ROBINHOOD III
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the proponents of a project known as Rancho
Robinhood III consisting of 110 single family dwellings on approxi-
mately 100 acres west of Otay Lakes Road, south of Rancho Robinhood I
wished to receive discretionary approval of said project, and
WHEREAS, said project could have a possible significant
effect on the environment, and
WHEREAS, the proponents of said project retained an environ-
mental consultant selected from a list of said consultants approved
by the City Council of the City of Chula Vista, and
LQHEREAS, said consultant submitted an application for an
environmental impact report to the Environmental Review Section of
the Planning Department of the City of Chula Vista, and
WHEREAS, after independent review and analysis of said
application, the Environmental Review Committee of the City of Chula
Vista issued a draft Environmental Impact Report, giving legal notice
of the availability of said draft Environmental Impact Report and
filing notice of completion with the Secretary of Resources of the
State of California, and
WHEREAS, said draft Environmental Impact Report was avail-
able for public review and scrutiny for a period in excess of thirty
days, and
WHEREAS, the Planning Commission of the City of Chula Vista
held a public hearing on said draft Environmental Impact Report ar.d
adopted a final Environmental Impact Report, and
WHEREAS, the Planning Commission of the City of Chula Vista
has heretofore approved that certain tentative map of a subdivision
to be known as Rancho Robinhood III and has recommended that the City
Council approve said tentative map subject to the conditions as recom-
mended in their Resolution No. PCS-76-7, adopted on the 13th day of
September, 1976, a copy of which is attached hereto and by this
reference made a part hereof, the same as though fully set forth
herein.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista does hereby certify that EIR-76-7 has been reviewed
and the information considered, and that it has been prepared in accor-
dance with CEQA, the California Administrative Code and the Environmental
Review Policy of the City of Chula Vista.
BE IT FURTHER RESOLVED that the City Council of the City of
Chula Vista does hereby approve the tentative subdivision map of Rancho
Robinhood III in accordance with the recommendations of the Planning
Commission of the City of Chula Vista with the following modifications:

1. Surrey Drive shall be continued to Camino Del Cerro
Grande as a residential collector street. The right of way width
shall be 56' and the curb to curb caidth 40' except for that portion
between C Street and B Street, which shall have a 44' right of way
and shall be 32' between curbs. For this portion, parking on the
northwesterly side of the street will not be permitted. The sub-
divider shall replace the intersection of A Street and Surrey Drive
as shown on the revised tentative map with a smooth curve.
2. The maximum grade of that street identified as Street A
shall not exceed 15~.
3. The subdivider shall designate equestrian trails through-
out the subdivision connecting with existing equestrian trails on pro-
perties adjacent to the development.

47HEP,EAS, Robinhood Homes, Inc. submitted a tentative subdivision map to
subdivide 100+ gross acres into 710 residential lots and 6 open space lots, to
be known as Rancho Robinhood III, and
h'H E F.EAS, Section 66473.5 of the Government Code provides that approval of a
subdivision map shall be based upon findings of consistency between the subdivision
map and the adopted General Plan of the local jurisdiction, and
WHEREAS, the Planning Commission set the time and place .fora public hearing
to consider said tentative map, and notice of said hearing, with its purpose, was
given by the publication in a nevrspaper of general circulation in the City at
least 10 days prior to the date of said hearing, and
WHEREAS, a hea riny was held at said time and place, namely 7:C0 p.m.
September 13, 1976 in the Council Chamber, City Ball, before the Planning Conmis-
sion and said hearing was thereafter closed, and
WHEREAS, on September 13, 1576 the Planning Commission adopted and certified
Environmental Impact Report EIR-76-7 for this project.
IIOIJ THEFEFORE GE IT RESOLVED AS FOLLOWS:
1. From facts presented to the Planning Conriission, the Conrnission finds
that the subdivision map known as Rancho Robinhood III is consistent with the
goals and objectives of the General Plan for the City of Chula Vista as follows:
a. Land Use Element - compatible. The proposed project will be developed
at a density of 7.1 dwelling units per acre. The General Plan designates 1 to 3
dwelling units per acre for this area.
b. Circulation Eler~ient - consistent. The developer of the proposed
project will improve Otay Lakes Road adjacent to th.^ subdivision. This road is
designated as a major road on the General Plan.
c. Housing Element - consistent. The project will provide additional
housing, including 72 homes to be available for YA and FIN financing. The Action
Program of the Hcusing Elc:cent requires the developer to "address" the need to
provide for the needs of lor+ and moderate income persons and to conduct a "fair
marketing" proyra^i. The 72 V;/FIN. homes arc projected to sell fm' 565,000 to
585,000 with the custom homes projected to be 580,000 to 5125,000 in price.
d. Conservation, Open Space, and Parks and Rr.crcotion Elements.-
compatible. The developer has designed the su bdivsion eii th nearly half (.~:) of
the area in open spate, preserving significant areas in natural slopes and canyons,
particularly in the western portion of the site. A narrow band of open space
adjacent to Otay Lakes Road will serve for pedestrian and equestrian use as well
as for visual and acoustical screening of the developmen L The open space areas
within the development will supplement the existing open space south of Units 1 and
2 of Rancho Robinhood and provide a buffer between development areas.
e. Seismic Safety~Element - consistent. The project area. is traversed
by a trace of La Nacion fault zone. This fault has been identified as "potentially
active." It has been predicted that one incident of seismic activity u:ill occur
during the life of the development. A potential zone of ground rupture 10 to 20
feet wide is to be avoided with structures. Current building code standards for
seismic resistance in construction, particularly for one and two story v:ood frame
residences, provide a reasonable factor of safety with respect to major structural
damage. Two areas of potential earth slides have been identified and mitigated
through avoiding construction and corrective grading.
f. Safety Element - consistent. The proposed project will extend the
public improvements and provide fire hydrants in conformance with City of Chula
Vista standards. The development is shown on Planning Department maps as being
within a 4 minute response time zone for service by Station No. 4 near Southwestern
College. Final street pattern will influence the actual travel time requred by "
fire equipment.
The Fire Ftarshall has informed the Planning Department that he has no
preference between the map as submitted and Alternate A which would eli;ninate the
"A" Street connecting link between the eastern and western portions of the subdi-
vision. Although 16% is the maximum acceptable street gradient for fire equipment,
leaving this steep street would improve access and response time.
g. Noise Element - consistent. The proposed project will not generate a
significant amount of noise pollution. Noise generated by traffic on Otay Lakes
Road will be mitigated and attenuated to acceptable levels through the construction
of a 6 ft. high masonry wall, raising building pad elevations above ttie road level,
and building earth berms as indicated on the cross sections shown on the Precise
Plan drawings.

i. Public Cuilding Element - compatible. The proposed project rill
in no may interfere with or contravene the Public Euilding E1em.ent since nc
public buildings or facilities are planned for this site.
2. The Planning Conrcnission recommends to the City Council that Tentative
Map PCS-76-7 for Rancho Robinhood III be approved, subject to the following
conditions: ~ -
a. All conditions specified in the Precise Plan PChl-7G-16 shall be
fulfilled.
b. The open space lots, No. 111 through tJo. 116, shown on the tentative
subdivision, excluding those areas indicated on the Precise Plan map
as future firebreak easements, sYiall be dedicated to the City and
included within a new Open Space Maintenance District.
c. Landscaping shall conform to the exhibits submitted including the
Precise Plan map and text.
d. Lots 77 and 78 shall be deleted from the map because of the problems
relating to their development, including potential for erosion,
drainage problems, appearance from Otay Lakes Road and access via a
steep private road. These lots may be relocated within the subdivision.
e. With respect to the grading on the site, the following conditions
shall be met:
(1) Geologic surveillance shall be maintained by a soils engineer
during grading operations to detect and evaluate any potential
slide areas not previously delineated and to confirm the extent
of the fracture zone of the La Nac ion fault.
(2) In all building areas, loose, compressible alluvium or topsoil
not removed by grading operations shall be excavated, replaced,
and compacted property before fill, foundations or pavement are
placed.
(3) Where expansive soils are encountered, they shall be undercut
"and replaced with at least 2.5 feet of nonexpansive material.
(4) Slabs on grade on expansive soils shall be a minimum of 5 inches
thick, reinforced with 6" x 6" - 10/10 welded wire mesh over
5 inches of crushed rock or e;aslied sand.
(5) A soils engineer shall be prrsent during grading operations to
examine foundation conditions.
(G) Any ground water encountered shall be channeled into suL-drains.

(7) Siltation basins or other tr;uporary drainago control measures
shall be provided to prevent offsite problems related to grading
and runoff.
(8) Dust problems related to grading operations shall be controlled
through use of sprinkling, use of sheepsfaot tampers and the
planting of ground cover.
f. Noise problems related to traffic ar Otay Lakes Road shall be fully
mitigated to bring noise levels do~.vn to acceptable levels through the
use cf 6 ft. high derorative masonry walls, mounding of earth, and
elevating building pads so that line-of-sight noise from a generation
point 4 feet above the travel lanes of Otay Lakes Road to any o-+i ndow
or door opening into the first floor of residences built on lots
No. 95 through 110 is totally blocked.
g. The developer shall take reasonable precautions to preserve the San
Diego Cholla (Opuntia Parryi var. scrpentina) on the site and to
cooperate in any efforts to remove or relocate existing plants within
areas to be graded and/or filled.
h. The applicant shall comply with Ordinance Y1492 regarding park land,
Resolution A6762 regarding public facilities.
i. The applicant shall propose standards acceptable to the Engineering
pivision and to the Planning Department for guard railing required
on downslopes adjacent to streets.
j. Futw~e location of an equestrian trail and bicycle path running north
to south through the canyon open space in the western portion of the
site connecting into a regional or citywide system shall be indicated
on the final subdivision map.
k. Prior to approval of the final map, agreements shall be~dr~wn between
the developer and the water district which will insure that a complete
system for fire fighting, including hydrants per City standards, will
be in place and sully operational prior to the commencement of any
combustible construction upon the site. Fire flow in said system
shall he capable of delivering a minimum of 1,000 gallons per minute,
or 1500 gallons per minute if wood shingles are used as roofing, with
fire flow based en a minimum of 20 psi residual epc-rating pressure in
the street main from which the flow is measurcr± at the time of

plans shall be submitted to the Fire Department for approval.
1. The private drivev:ays shown servicing lots 21, 22; 23; and 26, 27, arc
excessively steep for access by Fire Uepa rtment vehicles; the developer
shall observe the maximum grade of 16% for these drives.
m. Lot 51, as shown, does not appear to be a buildable lot, If the lot
cannot be shown to be buildable to the satisfaction of the Director of
Plannir~9, it shall be deleted from the final map.
n. Pedestrian access, via concrete sidewalks per City standards, shall be
provided throughout the subdivision. Where appropriate the Director of
Planning and Director of Public Works may permit sidewalks to be installed
on only one side of the street.
o. The typical section of Otay Lakes Road shall have a level area adjacent
to the back of concrete curb which will vary from a minimum of 4 feet
to 8 feet in width with an area provided for a pedestrian and equestrian
trail outside of the right of way and in the open space maintenance district.
The elevation of this trail may vary from 2rt feet below the street surface
to the same level or above. The trail shall be a minimum of 4 feet wide,
consisting of a suitable surface acceptable~to the City of Chula
Vista.
p. Sidewalks may be reduced to 5 feet from face of curb to back of walk.
q. The typical section for "A", "B", and "C" Streets and Corral Court shall
confornc to the standards for two-way hillside local street= (Standard
drawing No. 101 C) to be constructed within a 48 ft. right of way.
Where streets with sidewalk on one side only are approved (see condition
n), the overall right of way may be reduced.
r. The developer shall provide a barricade at the extremity of Surrey
Drive at the southern subdivision boundary. The developer shall make
arrangements and install the remaining improvements on Surrey Drive on
the northerly subdivision boundary to the end of full improvements of the
knuckle within Rancho Robinhood Unit No. 1. The remaining improvements
within this knuckle were guaranteed by Parcel flap 1418.
s. "A" Street shall have a 52 foot rigfrt of way with sidewalk on both sides
except along the westerly side of "A" Street between "B" Street and "C"
Street.. "A" Street shall he revised to have a grade of 15% or less.
Where tipprop riate, a 46 foot right of way may be used with approval from
the Directors of Planning and Public Works.

t. Use of parking bays in lieu of a continuous parking lane on streets
located in areas where gradioy problems exist may be permitted o-+i th
approval of the Directors of Planning and Public llorks. Location and
number installed will be determined at the time of approval.
u. A tree planting and maintenance easement shall be provided along all
' streets consisting of an area 10 feet wide measured from the back
of sidewalk or back of curb where sidewalk is no± constructed.
v. Lots 21, 22 and 23 shall drain to elirninate ponding and so as to
cause no drainage problems with any new or proposed construction within
or outside of the subdivision.
w. The end of the~serrer main at lot 30 and lot 26 shall terminate in a
manhole.
x. "A" Street shall terminate with a temporary turnaround at its eastern
terminus, designed to City standards.
y. The sewer in Surrey Drive shall be continued to the subdivision boundary.
z. Methods of handling storm waters in the onsite and offsite natural
areas shall be subject to approval by the Director of Public 6!orks. A
concrete Swale o-rith a minimum 6 foot width or bran ditch where appro-
priate shall be construe tc-d on all natural drainage areas for nuisance
water caused by this development. The developer is responsible for
adequate downstream facilities to assure proper drainage of storm
waters from this development. Pipe sizes shown on the tentative map
are subject to approval by the Director of Public Works. A detailed
plan shall be sub~~nitted for approval by the Public Works Director for
erosion control during grading and lands ca pc establishment period.
aa. Inlet conditions on the 66" storm drain shall be such that no flooding
occurs on Otay Lakes Road.
bb. The developer shall enter into an agreement with the City to provide
for the maintenance of the proposed sewer pump station. The developer
shall pay for the n;aintenanee oP the pump station in a manner similar
to the agreement the City has with the developer of Rancho Robinhood
Unit No. 2.
cc. All sewer mains lying outside the street right of way shall have a
10 foot aide sew^r easement. Paved access shall be provided to all
offsite sewer manholes for the purpose of accessibility by sewer mainten-

dd. All grading shall be done in ac co rda ncc with the City o~ Chula Vista
Gradiny Ordinance. All ioan:nade slopes shall be tied to netural
terrain by 100 ft. radius topo lines. Please refer to Ordinance 1455
and Standard Drawings Yo. 601, 602 and 603.
ee. Letters of periaissicn for offsite grading shall be notarized and
received I?rior to approval of any grading plans.
ff. The brc•vr ditch crossing lot 77 shall be relocated so that it does not
cross the front of the lot pad unless it is intended to install a
cuh~ert through the lot pad.
gg. Soils engineers will be required to submit slope stability analysis
of any slopes greater than 2:1.
hh. Any open space district to be formed shall be approved by the City
Council prior to or concwvent with the approval of the final map.
ii. Ample turn-around area shall he provided at the end of the driveways
serving the flag lots. Geometries for the turn-grounds shall be
approved by the City Engineer.
jj. The requirements for the entrance road as well as all other traffic
considerations shall be subject to detailed review and approval by
the City Traff is Engineer.
kk. Building construction on lots 31 and 32 will require destruction of
Horizontal Control Monument "Bonita Z." The developer's engineer
shall reset this nonument and show all proper ties on the final map.
Permission and approval shall be obtained from the appropriate agency
for Such work.
11. The developer will be required to pay the appropriate sewer connection
fees including the fees for the Spring Valley Sanitation District
and the Otay~Lakes Road trunk sever.
mm. The developer shall comply with all requirements of the Chula Vista
Municipal Code as it pertains to this subdivision. Improvement plans
and final map shall be prepared in accordance with the City of Chula
Vista Subdivision Manual. -
3. That this resolution be transmitted, along with the Tentative Map, to
the City Council, and a copy of this resolution be transmitted to tha applicant.
