RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING AMENDMENT TO GENERAL PLAN FOR APPROX-
IMATELY 1.2 ACRES LOCATED AT 71 NORTH FOURTH AVENUE
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council has heretofore on May 25, 1976
held a public hearing to consider an amendment to the General Plan
for certain property being 1.2 acres located at 71 North Fourth
Avenue from "Retail Commercial" to "Research and Limited Industrial"
and
WHEREAS, having heard testimony at said public hearing
and received the recommendation of the Planning Commission, the
City Council now desires to make said revision to the General Plan,
and
WHEREAS, a notice of the proposed negative declaration
was given in accordance with the Environmental Review Policy, and
WHEREAS, the Environmental Review Committee found that
this General Plan amendment would have no possible significant
impact on the environment and forwarded the attached Negative
Declaration, IS-76-10 to the City Council of the City of Chula Vista
for their consideration, and
WHEREAS, said Negative Declaration has been available to
agencies having jurisdiction by law, all responsible agenices, and
to the public for an adequate period of time for their review and
comment .
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista as follows:
1. That the City Council of the City of Chula Vista adopts
as its record of this finding of no possible significant impact the
Council agenda statement on this agenda item and all of the attach-
ments thereto.
2. That the City Council of the City of Chula Vista finds
in accordance with the recommendation of the Environmental Review
Committee and the attached Negative Declaration that the General
Plan amendment will not have any possible significant impact on the
environment, and the attached Negative Declaration, incorporated
herein by reference as if set forth fully, has been prepared in
accordance with the California Environmental Quality Act of 1970, as
amended .
3. That the Environmental Review Coordinator is hereby
authorized and directed to file said Negative Declaration with the
County Clerk of the County of San Diego subsequent to the prepara-
tion of a notice of determination of this project.
4. That the City Council of the City of Chula Vista does
hereby amend the General Plan of the City of Chula Vista in accor-
dance with Resolution GPA-76-2 as adopted and forwarded by the
Planning Commission.

It is the finding of the Envircnmental Review Committee: that the project will not
hate a significant effect on the environirent for tl~e following reasons:
1. Hazards due to the location in a flood plain are not
signif_i.cant because of the lack of any new construction at
this time and the fact that this is a backwater area. Standard
development regulations ~•rill insure that inundation will not
cause a substantial hazard and engineering practice will mitigate
any liquefaction impact.
2. The proposed project conforms to all adopted long term
goals of the City of Chula Vista and therefore will not attain
short term goals to the disadvantage of long term goals.
3. The effects of the project are so trivial as to preclude
significant cumulative results.
4. There will be short term impacts due to construction
. activities, however, long term effects of the project on human
beings will be insignificant or beneficial. '
NOTE: This evaluation is limited to the consideration of the
proposed General Plan Tr7end?rent, the rezoning, parcel map
and site plan and architectural review of parcel 1 of
said parcel map. ~~
