The Master E.I.R. was then passed on to the Council for their information on April 5, 1976 via a memo from the Planning Director. The report concludes that despite the increased demand for utilities, energy and community services, the project will not create a significant impact upon the environment. The report further states that by implementation of the program en- hancement of the environs may very well occur.
