ITEM TITLE: Resolution of the City Council/Redevelopment Agency adopting the
Third Avenue Master E.I.R. as the E.I.R. for the Town Centre
Redevelopment Project

ITEM EXPLANATION: ,
The Planning Commission at a Public Hearing on March 22, 1976, approved the Master
E.I.R. for the Third Avenue Redevelopment Project (the name of the project was sub-
sequently changed to Town Centre). The Master E.I.R. was then passed on to the
Council for their information on April 5, 1976 via a memo from the Planning Director.
The report concludes that despite the increased demand for utilities, energy and
community services, the project will not create a significant impact upon the
environment. The report further states that by implementation of the program en-
hancement of the environs may very well occur.
It is now appropriate for the Council/Agency to consider the document and pass judgment
on its contents.

Subject: Master Environmental Impact Report (MEIR) on the
Third Avenue Redevelopment Plan
The Master EIR (copy attached) has now been adopted by the
Planning Commission. This document is in the form of a
Master EIR which will be updated as new environmental infor-
mation is available and supplemented as specific development
proposals are presented for consideration.
This MEIR is being forwarded to the Council now so that it
may be fully considered before the Council is asked to certify
the document and specify that they have considered the infor-
mation therein.

RESOLUTION OF THE CITY COUNCIL/REDEVELOPDIENT
AGEfJCY ADOPTING THE THIRD AVENUE MASTER E.I.R.
AS THE E.I.R. FOR THE TOWN CENTRE REDEVELOPMENT
PROJECT
WHEREAS, the Planniny Depa-,tment staff in cooperation vrith the
staff of the Community Development Department prepared an application fora draft
D9aster Environmental Impact Report for the Third Avenue Redevelopment Project,noG-r
knovrn as the Town Centre Redevelopment Project, and
WHEREAS, the Environmental Review Committee of the City of Chula
Vista rev•ietived said application and issued for public and agency review a draft
Master Environmental Impact Report on said property on February 5, 1976, giving
legal notice of the availability~of the draft Master Environmental Impact Report
on February 12, 1976 and filing a netice of completion vrith the Secretary of
Resources for the State of California, and
WHEREP,S, said draft Master Environmental Impact Report was avail-
able for public and agency review and scrutiny for a period in excess of 30 days,
and
WHEREAS, the Planning Commission of the City of Chula Vista held a
public hearing on said draft Master Environmental Impact Report on f~larch 22, 1976
and said Commission by Resolution No. EIR-75-7 adopted the Master Environmental
Impact Report for the Project.
NOW, THEREFORE BE IT RESOLVED AS FOLLOtiJS:
From the facts presented to the City Council and Redevelopment Agency,
the bodies find that said Master Environmental Impact Report for the To-vn Centre
Redevelopment Plan has been prepared ire accordance with the California Environmental
Quality Act of 1970, as amended, and the Environmental Review Policy of the City
of Chula Vista and hereby adopts said draft Master Environmental Impact Report as
the City of Chula Vista`s final Duster Environmental Impact Report on said project.
