However, without the appropriate resolution of the local agency carrying out the provisions of the Vehicle Code, no citations may be issued to enforce such exclusive use. Lindberg, City Attorney SUIIJECT• Designation of Parking Spaces for Exclusive • Use by Handicapped The City has designated two spaces in front of City Hall for the use of handicapped persons. However, without the appropriate resolution of the local agency carrying out the provisions of the Vehicle Code, no citations may be issued to enforce such exclusive use. Vehicle Code ~§22511.? and 22511.8 permit the City to designate exclusive parking spaces for physically handicapped persons or disabled veterar_s. When the City does so designate a parking space, it must be indicated by blue paint on the curb or by signs or other suitable means. Iri tiie. case of an oif-street parking facility, the designation must be made by posting immediately adjacent to, and visible from, each stall or space, a sign consisting of a profile view of a wheelchair with occupant in white~on a blue background. A vehicle displaying a distinguishing license plate of a disabled person shall be permitted to park in spaces so designated and in any other parking space without any time limitations and without paying any fee in metered zones. The City may cause the removal of any car in a handicapped space if the car does not have the distinguishing license plates and there is posted im~rlediately adjacent to, and visible from, such space a sign which clearly and conspicuously states the following: "Unauthorized vehicles not displaying distinguishing license plates to physically handicapped persons caill be towed away at owner's expense. Towed vehicles may be reclaimed at (address), or by telephon- ing (telephone number of local law enforce- ment agency)."
