The facility and necessary supplies were provided through an appropriation of Community Development Block Grant funds, and staffing for this service was supplied through a combination of the CETA and RETC (Office of Senior Citizen Affairs) Programs. Funding for a facility and supplies are again programmed to be provided through Block Grant funds; however, RETC funding to maintain staffing at the present level will not be available after June 30, 1976. DISCUSSION A staff study of the needs for and the function of this center is included in the attached report which is offered for Council consideration. A study regarding the present work load and the level of service offered at this center was conducted at the direction of the Assistant City Manager, when it became known that RETC funding would no longer be available. The attached report indicates a need for continued service and includes recommendations and findings as to how this service can be provided. During i~iarch of 1976, the supervision of this program was trans- ferred to the Parks and Recreation Department. Funding for services and other supplies are provided via an allocation from the City's Community Development Block Grant. Staffing costs for the center are presently derived from three (3) funding sources. (l) CETA Title 1~I (Center Coordinator - Full-time) (2) CETA Title I - RETC (Clerical Assistance - 2 half- time positions) (3) Federal Senior Aide Program OSCA (Job Development and service referral - 3 half-time positions) ~ r Effective June 30, 1976 funding for Senior Ceni:er Stag Wi cease, except for the Center Coordinator and one half-time Social Service Aide. The reason that funds will no longer be available for those positions described above is that the fund- ing has been temporary in nature and June 30, 1976 is the cut- off date for the Senior Center as per grant agreement. The City CETA Title VI position will remain until this program ter- minates and the retention of one (1) Social Service Aide is possible due to this individual`s unique status under this grant administered by OSCA. DISCUSSION Because of this significant antic~oa3ed20tman hourstornl(5rman 7,280 man hours or 3.5 man years , years or minus 570) a proposal for staffing, dated June 7, 1976 was forwarded to the Assistant City h1anager presenting four (4) alternative staffing methods for this Center. In response to this memo the Assistant City Manager requested that a comprehen- sive but expeditious study be conducted relative to the staffing needs of the Center in light of the City's position an this matter. Therefore on June 14, 1970 a study was conducted in terms of pre- sent work load and services offered at the Center. FINDINGS A11 areas of the Senior Center services and operations were studied. These areas include: (1) Information and Referral Service - This function involves the referring of seniors to an appropriate agency which can assist them tivith their situation ie,Consumer Affairs, Social Security, Medical Assistance etc., or providing information relative to various Senior Citizen Programs. The referral aspect of this function includes follow-up to assure that the problem or situation vas handled to the satisfaction of the client. (See attached flow chart Exhibit #lA}. (2} Job Cevelopment - This function involves placement of Senior Citizens in part-time and full-time positions throughout the community. The Job Development Social Service Aide serves two (2) functions, a.} Receives imput from Seniors regarding job requests and consequently attempts to place them in positions for which they are qualified b.) Coordinates with local business and private citizens who require services which tF~e Seniors can provide. (See attached flow chart - Exhibit IIA) (3} Clerical Assistance - This function involves the support services required to make the center operational. Typical tasks include, typing, riling, a~~swering the tel- ephone, voter registration and answering simple complaints and comments regarding the Center's operation. (4) Legal Aid - This funciton is responsible for gathering inform a-t o relative to legal problems, other than litigation involving financial restitution sought by the Client. The Para-legal position gathers information relative to the problem presented by the Senior Citizen and presents this information to San Diego County Senior Center's legal counsel. This particular function does not involve any direct costs but clerical assistance is provided (See attached III A) (5} Senior Service Center Coordination - This function provides for the on going operation of the Center and is staffed by a full-time CETA employee. All of the above responsibilities and functions are channeled through this position on a day to day basis. It was determined by this study that .84 of a position is needed for the Referral and Information program (See attached Exhibit I}, .62 for the Job Development program (See attached Exhibit II), .32 for the Clerical Assistance Program (See attached Exhibit III), 1.0 position for Center Coordination (See attached Exhibit TV), and .09 for Vacation and Holiday Time (See attached Exhibit V). As noted on the staffing summary sheet -(Exhibit VI) total unfunded needs are 1.37 positions based on this study. RECOMMFi,DATIOt~S It is recommended that 1.5 positions be employed July 1, 1976 to provide on-going operations at the Chula Vista Senior Service 3 Center. The cost for this staffing would be as follows; half-time positions at 20 hours per week for 52 ti•~eeks us; $2.40 per hour = $7,4£',_8_It is noted that this amount does not provide for any pay ir~creases. If a 5°~ increase was provided the cost would be 57,488 x 1.05 = 57,862. It is recommended that the f7gure including the 5% pay increase be allocated. As noted in the Staffing Summary (Exhibit A) it was determined by the study that 1.37 positions are needed to provide basic on-going service while the recommendation is for 1.5 positions, the reason being that (a) it is difficult to schedule odd number positions and (b) the .13 of a position would provide a buffer for future increases instwouldmber$341CincludingTthecaformentiorned additional .13 staffing 5°l increase. There are two basic funding sources available (1) the City's General Fund and (2) Block Grant Local Option of which there is $21,000 available. It is recommended than aC~sonather^General of funds be utilized so as not to have any p Fund. If a decision is made to supplement the current City CETA allo- cation for the Senior Service Center, present personnel f~jnded by other sources could be reemployed via contract with the City.
