ITEM EXPLANATION
BACKGROUND
1. The Los Angeles District of the Corps of Engineers, Department of the Army, will
hold a public hearing on "Navigation Improvements, San Diego Harbor Second Entrance"
on June 23, 1976.
2. The purpose of the meeting is the solicitation of public input. This input will
assist the Corps of Engineers in its preparation of a "review survey report," which
will address the need for the construction of a second entrance to San Diego Bay across
the Silver Strand; the dredging of a new channel across the harbor to the existing
channels at the National City Marine Terminal; and the deepening of existing channels
"so that deep draft naval vessels may exit the harbor by either entrance."
3. The Departments of Planning and Public Works have reviewed the matter of the
second entrance to the Bay and have discussed the said matter with the staff of the
Port District. The Port District, in its letter of February 23, 1976 to the Corps of
Engineers, reaffirmed and updated its positive interest in the proposed second entrance.
ANALYSIS
1. While the proposed second entrance to the San Diego Harbor and the related channel
development and deepening are undoubtedly important from the standpoints of national
defense and fleet readiness, they are also of cardinal significance to the people and

STAFF RECOMMENDATION: The Planning, Public Works and Community Development Departments
recommend that the City Council advise the Corps of Engineers that it conceptually
approves the proposed second entrance and related navigational improvements to San Diego
Harbor, and urge the Corps to study the environmental, economic, and cost-benefit ratio
factors pertaining thereto.

municipalities of the South Bay area.
2. The proposed second entrance would reduce the navigational distance between the
Pacific Ocean and Chula Vista's Bayfront community from 13 miles to 2.15 miles, and
would thereby substantially improve the nautical posture of the South Bay. The second
entrance would make Chula Vista's waterfront readily accessible to ocean-going recrea-
tional and sportsfishing craft. The use of Chula Vista's marinas, subsequent to the
development of the second entry, would reduce the travel distance between San Diego
Bay and the fisheries off Isles Coronado by approximately five miles.
3. The shortening of the travel distance between Chula Vista and the Pacific Ocean
and the resultant improvement of the nautical posture of the South Bay would provide a
strong impetus to Chula Vista's efforts to redevelop its Bayfront Community and broaden
its economic base.
4. The second entrance to the San Diego Harbor would tend to increase nautical and
maritime activity in the South Bay and create additional employment opportunities for
the residents thereof.
5. The main channel to San Diego Harbor is congested during weekends and holidays.
This congestion could be sharply reduced by the development of the proposed second
entrance and adequate docking facilities in the South Bay area.
6. On the other hand, the proposed improvements could substantially affect the
ecosystem of the Bay, and thereby necessitate compensatory changes in the Bay's littoral
patterns of marshlands, mudflats, drainage and land use. The proposal in question,
therefore, merits the Corps of Engineers' intensive study.

The Corps of Engineers is preparing a review survey report to complete
the study for navigation improvements far the San Diego Harbor. The
previous interim report resulted in channel improvements now under
construction. The review survey report will consider constructing a
second entrance across the Silver Strand, dredging a new channel across
the harbor to connect with existing channels at Iational. City Marine
Terminal, and deepening existing channel depths so L-hat deep draft rLaval
vessels may exit fr.nm harbor by either entrance.``
The study is being conducted.in response to a resolution of the Com'nittee
on Public Works, United States Senate, adopted 13 August 1958. The
resolution directs the Corps of Engineers to review previous reports
of the Chief of Engineers on San Diego Harbor and other pertinent reports
with a view to determining whether the existing harbor projects should
be modified in any way at the present time.
Local interests represented by the San Diego Unified Port District
have requested a number of improvements over the past several years.
These include: (1) widening and deepening commercial navigation channels
in San Diego Harbor to serve the National City Marine Terminal; (2)
constructing a second entrance in San Diego Bay, which is under study;
(3) developing small craft harbors in the vicinity of National City
and Chula Vista; and (4) rebuilding the Zuniga jetty.
The purpose of the meeting is to solicit the public`s comments, views,
and perceptions of problems, needs, alternative solutions, and related
impacts. Our objective is to actively involve the public in our studies
in order to insure that these studies respond to public needs and preferences
-' within the bounds of Federal responsibility.

All interested persons, groups and agencies are invited to be present
at this meeting, and they will be given an opportunity to express their
Vj.EL~7S and furnish data on all aspects of the study. Oral statements
will be heard, but for accuracy of record, comments should be submitted
in writing. Written material and exhibits may be handed to the presiding
officer or mailed to the Corps of Engineers at the address shown on the
letterhead. All statements, both oral and written, will become part
of the official record.
Attached is a map which reflects ideas and concepts relative to the proposed
second entrance to San Diego Harbor.
