ITEM EXPLANATION
A. BACKGROUND
1. Chula Vista's Municipal Landscape Manual was originally adopted in 1969. In 1975
extensive revisions were made to update the 1969 version. After working with the updated
version of the manual for the past nine months, the staff has found several minor correc-
tions and additions which should be incorporated.
2. An Initial Study (IS-76-28) of possible adverse environmental impacts of the pro-
ject was conducted by the Environmental Review Committee on May 6, 1976. The Committee
concluded that there would be no significant effects and made a draft Negative Delcaration
which was certified by the Planning Commission on May 24, 1976.
B. DISCUSSION
1. The proposed revisions are necessary to insure that the quality of landscaping and
protection of planted areas will be insured through proper standards. The revisions
provide for additional clarification of certain sections as well as early review by the
utility companies. The proposed revisions will also assist the applicant in the processing
and approval of landscape plans by clarifying certain sections of the Manual and providing
more detailed requirments to eliminate confusion and uncertainty.
2. A summary of the proposed revisions is:
a. An amendment to paragraph 1.1 will clarify the fact that an irrigation system

is required for slopes over 6 feet in vertical height.
b. Amendments to paragraphs 1.1, 3.3.12, 4.1.2 and 4.2.2 will improve the
applicant's contact with the utility companies regarding the landscaping of
a project.
c. Subsection 4.3 will provide better quality control in public and semi-
public open spaces. This change will bring the requirements of the Manual
into conformance with the proposed changes to the City's grading ordinance.
The change requires that a Landscape Architect inspect the installation of
plant materials and irrigation system in an Open Space Maintenance District
and certify that the project has been completed in accordance with the approved
plans.
d. Subsection 5.2 is being revised so the applicant is aware of his responsibility
to notify the Department of Public Works regarding street tree type and installation.
e. Subsections 6.4 and 6.5 and the addition of detail 11 (planter concrete
curb) will clarify and revise the requirements relating to the protection of
the landscaping in parking areas. The revisions make the protection more
effective and the provision easier to understand.
f. The addition of Section 12 not only clarifies the standards regarding
usable open space areas in multiple family developments, but insures that the
landscaping of the required usable open space will be such that the spaces will
indeed be usable by the residents.

A. Background
The proposed changes to the Landscape Manual will be applicable
City-wide. The project will require additional plans, associated
paper work, inspection and approval of certain aspects of land-
scaping in project areas to assure that project are in~full
compliance with the City's landscaping policy. Additional provisions
for the protection of landscaped areas and the clarification of
"type of ground cover to be planted in usable open space as defined
by the Zoning Ordinance" has also been included.
B. Recommendation
Adopt the staff report and the evaluation form and recommend to .
the Planning Commission and City Council that they find that the
proposed revisions to the Landscape Manual will not have any
significant environmental impact in accordance with the attached
Negative Declaration and the finding therein.
