COUNCIL AGENDA STATEMENT ITEM NO 14 FOR MEETING OF: 6/22/76 ITEM TITLE: Resolution #8210 Accepting recommendation of juror for the selection of sculpture/water feature for new library SUBMITTED BY~ Director of Public Works/City Engineer ,` ITEM EXPLANATION On March 8, 1976, 175 copies of a Request for Proposal (RFP) were distributed to California art publications, museums, and schools listed in the 1974 American Art Directory. The RFP called for designs for a sculpture/water feature for the new library grounds. Deadline for proposal submittal was May 7, 1976. The RFP stated that the proposal must contain a sculpture with a water feature. The sculpture would be located on the north side of the library and would be limited to a maximum of $20,000 for design, execution, and installation. The proposal requirements called for a scale drawing, photos of three completed works, a resume, and references. A total of 60 proposals were submitted in response to the RFP. A Sculpture/Water Feature Selection Committee was appointed by City Council to review all proposals. To insure impartial evaluation of the 26 remaining proposals, the Selection Committee decided to contract with a member of the art community to act as juror. Mr. Henry Hopkins, Director of the San Francisco Museum of Modern Art, has agreed to serve in this capacity. Mr. Hopkins will be in the City of Chula Vista on June 22, 1976, to review the 26 remaining proposals and recommend one to City Council. In an attempt to provide additional works of art for the new library, City staff will prepare an application to the National Endowment for the Arts (NEA). This application will be based on the selected sculpture/water feature. NEA is able to provide matching funds under Category II of. its works of Art in Public Places program. Entries in Category II may be sculptures costing no more than $20,000. In pursuing an NEA grant, the City is subject to certain restrictions. The application to NEA must be submitted by September 1, 1976. Selections will not be announced until April, 1977. Regardless of whether or not the City receives an NEA grant, it is prohibited by the grant application guidelines from installing the sculpture/water feature before June, 1977. An NEA grant is not necessary to finance the sculpture/water feature, but would permit the acquisition of smaller art pieces for inside and outside the library. The NEA application. will request $10,000. The City would be required to match the NEA grant dollar for dollar. Therefore, the City would contribute the second $10,000 to cover the cost of the $20,000 sculpture The $10,000 remaining in the sculpture fund would be used to purchase additional art works. In the opinion of the Sculpture Selection Committee, the potential ability to acquire $10,000 worth of additional art pieces for the library offsets the time delay required for the construction of the proposed sculpture through NEA funding. It might be noted that the site selection for the sculpture was changed from the terrace at the west end of the library to the land- scaped area north of the library. In place of the proposed water feature/ sculpture on the terrace, flowers and a tree have been planted. It might be appropriate in the future to locate an art object or a water fountain in this location. FINANCIAL STATEMENT: On February 24, 1976, in Resolution No. 8071, Council authorized a transfer of $20,000 to Account No. 63-7003-5568 for the design, execution and in- stallation of a sculpture/water feature for the library grounds ($2,500 was transferred from Account No. O1-1130-5451 and $17,500 from Account No. 61-7001-RS-1-74). From the $20,000 budgeted, Mr. Henry Hopkins will be paid $300 as an honorarium for serving as juror. Additionally, he will receive a maximum of $100 for travel and other expenses.
