Subject: Amendments to Rule II of the Civil Service Rules
City Council adopted Resolution No. 8199 at its 6-15-76 Council meeting but re-
quested that a copy of that resolution and Exhibit A be furnished in their agenda
packet for the meeting of 6-22-76.
Amendments to Rule II of the Civil Service Rules have been a necessary procedure
in that our current Civil Service regulations include a section dealing with
salaries for all of the occupational groups within the classified service. Ex-
hibit A not only includes the proposed and now adopted salaries for all those
unrepresented classes, but also those positions that are in a recognized bargain-
ing unit. In part, approval of this document by the Council duplicated action
that was taken earlier in approving the Memoranda of Understanding with the Fire,
Police and Chula Vista Employees Associations. The Council also approved a sepa-
rate resolution setting salaries for the unclassified employees for the City.
This includes positions like the City Manager, City Attorney, Secretary to the
City Manager, Secretary to the City Attorney, etc. These positions are not in-
cluded in Rule II changes.
In addition to Resolution No. 8199 reapproving the wages for those employees in-
cluded in recognized bargaining units, the resolution established salaries for all
other unrepresented employees within the classified service. The Rule II amend-
ments also dealt with fringe benefit changes that occurred as a result of bargain-
ing sessions with various groups and/or benefit modifications that affect not only
the employees within a bargaining unit but, in some instances, those who are not
represented. Some of the amendments implemented or confirmed previous budgetary
action considered by the City Council by assigning new titles to some administra-
tive positions. In addition, recommendations by the Personnel Director, and con-
curred in by Lane, made minor title changes that do not result in any actual
salary adjustment.
The positions listed in attached Exhibit 6 are not included in any of the four
recognized bargaining units. The increases granted for these positions range
from 2.5% to a high of 10%, with an overall average of 6.0%, excluding the asso-
ciated fringe benefit costs. The average percentage increase for these unrepre-
sented employees included a number of positions that received in excess of 5%.
Recommendations were based on salary survey data tabulated by the Personnel Depart-
ment and indicated an increase in excess of the average was justified.

The final percentage increase overall for all represented and unrepresented em-
ployees was within the guidelines established by the City Council for negotiating
purposes.
