Drain in Fifth Avenue, "J" Street to "K" Street

ITEM EXPLANATION
The Director of Public Works received bids in the Engineering/Planning
Conference Room at 11:00 A.M. on Thursday, May 13, 1976 for the construction
of a storm drain in Fifth Avenue from "J" Street to "K" Street. This storm
drain is an extension to the storm drain in "J" Street, which was accepted
by the City Council on October 28, 1975 by Resolution #7929. The storm drain
in Fifth Avenue will eliminate the flooding problem which occurs south of
Kearney Street during periods of intense rainfall.
The bid proposal was bid as 3 alternates, using 3 different types of pipe:
Alternate 1 - Reinforced concrete pipe
Alternate 2 - Corrugated steel pipe with fully paved interior
Alternate 3 - Asbestos cement pipe
Bids were submitted by 3 general engineering contractors as follows:

$75,229.95 for Alternate #2, corrugated steel pipe with fully paved interior.

STAFF RECOMMENDATION:
1. City Council accept bids and award contract to R. S. Construction Co.
in the amount of $75,229.95.
2. City Council appropriate $7,334.25 from the unappropriated balance of
2107 Gas Tax funds and authorize the expenditure of $82,750 from
account 28-6200-GT-4.

This low bid is 6.6o below the engineer's estimate o~ $80,533.45.
To facilitate construction and to minimize potential problems with
existing soil conditions and adjacent underground utilities, the
contractor is being required to backfill the storm drain pipe to a
depth equal to 1/2 its diameter with 3/4" maximum aggregate and to
complete the remaining backfill in accordance with Chula Vista Standard
Specifications.
