BACKGROUND 1. This item involves a change in the General Plan designation of approximately 1.2 acres of land, located on the easterly side of North Fourth Avenue, about 230 feet southerly of Trousdale Drive, from "Retail Commercial" to "Research and Limited Industrial." 2. F. P. Phillips and R. A. Reynolds have filed a petition for the rezoning of the subject lands from C-C-F to I-L-F, and have included within the said petition a request for the proposed General Plan amendment. The adoption of the proposed amendment by the City Council is prerequisite to the enactment of the petitioned rezoning. B. ANALYSIS 1. This zone allows a variety of light industrial uses which are compatible with the commercial uses along Fourth Avenue. 4. Upon the State of California's development of Brisbane Street, the subject lands, from a circulatory standpoint, will become an integral part of the Sweetwater Valley Industrial Park, to which they are adjacent. 5. The adoption of the requested amendment would be consistent with the developing land use pattern of the Sweetwater Valley Industrial Park area, and would not constitute a detriment to adjoining and adjacent lands or land uses. ~.:.~ February 16, 1976 TO: Members of the Environmental Review Committee FROM: Dou las D. Reid, Environmental Review Coordinator~~~ g SUBJECT: IS-76-10 - Phillips & Reynolds Of_fi_ce Bldg. A. Background This project consists of the utilization of an existing structure at 71 N. Fourth Ave. for office purposes. The site is within the Sweetwater River flood plain near the State Route 54 right-of-way. The discretionary acts involved in the approval of the project include rezoning (CC to I-L), a parcel map, site plan and architectural review and possibly a General Plan Amendment. B. Rerommenda.ti.on Adopt this staff report, the attached evaluation form and recommend that the City Council, Planning Commission and Zoning Administrator find that the proposed project will have no possible significant effect on the environment in accordance with the attached Negative Declaration and the findings therein. C. Project Setting The project site is located at the northeast corner of North Fourth Ave. and future Brisbane St. The right-of-way for the Route 54 east bound on-ramp is located 125' north of the project site. The property was previously used as an operations center by Pacific Telephone and is currently occupied by the applicant's engineering office. The area to the north is the Sweet~~rater Industrial Park, to the south is the right-of-way for Brisbane St. and a dry cleaners, to the east is vacant property and to the west is North Fourth Ave. and a Dairy/ gasoline station. The site is located within the Sweetwater flood plain. There are alluvial soils present and the water table is at 6-15' below ground level. Therefore, there is a potential for liquefaction. There are marine terrace snad deposits present, however, there is an extensive over-burden which renders extraction prohibitively expensive. The site is developed and is void of any significant natural resources. The nearest earth quake fault is a mile from the site and is relatively flat. There is therefore no substantial geological hazard other than the potential liquefaction problem. There is an archaeological site about 1000' north of the site. Mitigation of the destruction of this site due to Route 54/flood control channel project will be undertaken by Cal-Trans prior to the construction. D. Project Description The project involves the remodeling of an existing structure into an office building with associated parking and landscpaing. The site is also proposed to be split into a .19 acre (8146 sq. ft.) parcel with the office structure and a 1.00 acre (43,472 sq. ft.) parcel for industrial uses. A rezoning from C-C-F to I-L-F is also proposed. Precise land uses and plans for the acre parcel are not known at this time. Generally the combined uses would result in about 160 vehicle trios per day. There would be no resultant significant deterioration of air quality or street capacities. E. Analysis The key issues involved with this project are related to the site being located in the Sweetwater River Flood Plain. The project site is subject to inundation and has a potential for liquefaction. Many investigations of development in this area have provided an evaluation of these hazards. Potential problems with flooding are fully mitigated through the conditional use permit/building permit process which will be required prior to any new construction. This area is a backwater area and there is no proposed addition of any structure at this time. Effects of liquefaction can be fully eliminated with adequate soils structural engineering. F. Findings 1. Hazards due to the location in a flood plain are not significant because of the lack of any new construction at this time and the fact that this is a backwater area. Standard development regulations will insure that inundation will not cause a substantial }iazard and engineering practice will mitigate any liquefaction impact. 2 it j 2. The proposed project conforms to all adopted long term goals of the City of Chula Vista and therefore will not attain short term goals to the disadvantage of long term goals. 3. The effects of the project are so trivial as to preclude significant cumulative results. 4. There will be short term impacts due to construction activities, however, long term effects of the project on human beings will be insignificant or beneficial. RESOLUTION N0. GPA-76-2 - RESOLUTION OF THE CITY PLANNING COtM1ISSI0N RECOMMENDING TO THE CITY COUNCIL A REVISION OF THE GENERAL PLAN FOR APPROXIMATELY 1.2 ACRES LOCATED EAST OF tdORTH FOURTH AVENUE AT BRISBANE STREET WHEREAS, the City of Chula Vista has an adopted General Plan, and WHEREAS, State law requires that zone designations of property be consistent with the General Plan, and WHEREAS, Phillips-Reynolds & Associates requested consideration of a change in the General Plan as a prerequisite to rezoning from C-C-F to I-L-F for 1.2 acres of land located at 71 North Fourth Avenue, and WHEREAS, the Planning Commission set the time and place fora hearing to consider said revision to the General Plan, and notice of said hearing, together with its purpose, was given by the publication in a newspaper of general circulation in the City at least ten days prior to the date of said hearing, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m., April 26, 1976, in the Council Chamber, City Hall, before the Planning Commission, and said hearing was thereafter closed, and WHEREAS, the Planning Commission found that in accordance with the draft Negative Declaration on IS-76-10 and the findings therein that the requested General Plan amendment will not have any significant impact upon the environment, and certifies that the said draft Negative Declaration has been prepared in accordance with the California Environmental Quality Act of 1970, as amended. NOW THEREFORE BE IT RESOLVED AS FOLLOWS: 1. From facts presented to the Commission, the Commission finds that public necessity, convenience, general welfare and good planning practice require a revision to the General Plan for approximately 1.2 acres located at 71 North Fourth Avenue from Retail Commercial to Research and Limited Industrial. 2. The findings of fact in support of said determination are as follows: a. Research and Limited Industria•1 General Plan designation equates to the I-L Limited Industrial zone; this zone allows a variety of light industrial uses which are compatible with the commercial uses along North Fourth Avenue. b. Upon the State of California's development of Brisbane Street, the subject lands, from a circulatory standpoint, will become an integral part of the Sweetwater Valley Industrial Park, to which they are adjacent. c. This amendment is consistent with the developing land use pattern of the Sweetwater Valley Industrial Park area, and will not constitute a detriment to adjoining and adjacent lands or land uses. r 3. The Planning Commission recommends to the City Council that said revision to the General Plan be adopted. 4. That this resolution be transmitted to the City Council.
