ITEM EXPLANATION
The Engineering Division has completed plans, specifications and bid
documents for the construction of reinforced concrete box culvert across
Fifth Avenue, South of Center Street. This project (GT-21) is included
in the FY 75-76 Capital Improvement Program.
The reinforced concrete box culvert will be cast in place. The Contractor
has two alternatives in the method of constructing this box culveirt:
1. Construct the box culvert in segments through the right of way of
Fifth Avenue, thereby permitting vehicular and pedestrian traffic
to travel through the project area, or
2. To construct the box culvert in one operation within the righ',t of
way of Fifth Avenue requiring the temporary closing of Fifth'Avenue
to through traffic and detouring it by alternate routes.
Irrespective of which alternative is used, the procedure of work will,
in general, be as follows:
1. Contractor will move in, excavate and remove the existing four culvert
pipes across Fifth Avenue.

2. Contractor will move his activities to another area of the project
(to the portion of the box culvert on the property of the Grace
Baptist Temple) or will pull off the project for a one week period
to allow California-American Water Company and San Diego Gas & Electric
Company to lower their facilities to a position below the box culvert.
3. Contractor will move back in and complete the excavation.
4. Contractor will set forms and place the concrete for the bottom of the
box culvert.
5. After the bottom of box culvert has developed adequate strength, con-
tractor will set his forms and place the concrete for the sidos and
top of the concrete box culvert.
6. After the concrete has developed a compressive strength of 30p0 pounds
per square inch, Contractor will back fill around box culvert, replace
pavement and open street up to through traffic.
To construct the box culvert in segments through the right of way of Fifth
Avenue for purposes of permitting traffic to pass through the construction
area will require a construction period of approximately two months.
During this period, Fifth Avenue will have to be closed down to one lane
of traffic, controlled by flagmen, during the Contractor's working hours.
This is to give the Contractor sufficient working area for men and equip-
ment and storage of materials. After working hours and on weekends, Fifth
Avenue would be opened up to two way traffic.
Even under best construction conditions, traffic will be severely restricted
because normally only fifty feet of roadbed and forty feet of tra~elway are
available. Under construction conditions, to allow safe clearance from
excavations and obstructions, the width of pavement available for vehicular
traffic will 'nave to be decreased to twenty-four feet or less. Under these
conditions, the driving public will be inconvenienced and will suffer delays
during the Contractor's working hours and will be exposed to additional
driving hazards. The Engineering Division has contacted several contractors
acid they have indicated that to maintain traffic through the project during
construction would increase the amount of the contract by $1,500 to $3,000.
zf Fifth Avenue is closed to through traffic and traffic is detoured to
alternate routes as shown on tiie attached plat, the Contractor will be
able to complete the box culvert and open Fifth Avenue to through traffic
within thirty days. Closing of the street will give the Contractor un-
limited use of the project area and will enable him to construct the box
culvert in one operation. This alternative, which requires the motorist
to travel a longer distance (up to 3/4 mile), presents a safer situation
to the travelling public than the alternative of having them travel through
the project area. The contract specifications will require the Contractor
to use high early strength concrete to minimize the time required for the
concrete to achieve the design strength of 3000 pounds per square inch.

Either alternative will require that the Contractor provide and maintain
safe pedestrian access for the general public and a number of students
who walk along Fifth Avenue and attend Vista Square Elementary School
and Chula Vista Junior high School. This can be accomplished by pro-
viding a temporary pedestrian bridge and fencing, or by phasing the
construction of the box culvert so that the sidewalk on the east side
of Fifth Avenue is maintained during construction.
Although 8000 vehicles per day will be detoured, the longer time delays
and public safety require my recommendation that Fifth Avenue between
"F" and Park Way be closed to through traffic for a period of thirty
days to expedite and facilitate construction of the reinforced concrete
box culvert. Safe pedestrian access will be maintained through the
project area at all times. Vehicular access will be maintained tp
properties within this area for ingress and egress. Traffic will be
detoured as illustrated on the attached sketch.
A public notice for closing Fifth Avenue temporarily to through traffic
between "F" Street and Park Way will be published in the Chula Vista
Star News and along Fifth Avenue in advance of construction.
A transparency is available for Council viewing.
