HomeMy WebLinkAboutReso 1976-8416RESOLUTION N0. 8416 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AMENDMENT TO THE GENERAL PLAN FOR APPROXIMATELY 3-1/2 ACRES LOCATED ON THE WEST SIDE OF EDGEMERE AVENUE FROM RESEARCH & LIMITED INDUSTRIAL TO HIGH DENSITY RESIDENTIAL The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council has heretofore on November 16, 1976 held a public hearing to consider an amendment to the General Plan for certain property being 3-1/2 acres located on the west side of Edgemere Avenue from Research & Limited Industrial to High Density Residential, and WHEREAS, having heard testimony at said public hearing and having received a negative recommendation from the Planning Com- mission, the City Council now desires to make said revision to the General Plan, and WHEREAS, a notice of the proposed negative declaration on the proposed General Plan amendment was given in accordance with the Environmental Review Policy, and WHEREAS, the Environmental Review Committee found that said General Plan amendment would have no possible significant impact on the environment and forwarded the attached Negative Declaration, IS-76-55, to the City Council of the City of Chula Vista for their consideration, and WHEREAS, said Negative Declaration has been available to agencies having jurisdiction by law, all responsible agencies, and to the public for an adequate period of time for their review and comment, and WHEREAS, the information contained in said negative declar- ation has been considered by the City Council of the City of Chula Vista prior to its action on the discretionary item before the City Council. NOW, THEREFORE, the City Council of the City of Chula Vista finds as follows: 1. That the City Council of the City of Chula Vista adopts as its record of this finding of no possible significant impact the Council agenda statement on this agenda item and all of the attach- ments thereto. 2. That the City Council of the City of Chula Vista finds in accordance with the recommendation of the Environmental Review Committee and the attached Negative Declaration that said General Plan amendment will not have any possible significant impact on the environ- ment, and the attached Negative Declaration, incorporated herein by reference as if set forth fully, has been prepared in accordance with the California Environmental Quality Act of 1970, as amended. 3. That the Environmental Review Coordinator is hereby authorized and directed to file said Negative Declaration with the County Clerk of the County of San Diego subsequent to the prepara- tion of a notice of determination on this project. 4. That the City Council of the City of Chula Vista does hereby amend the General Plan of the City of Chula Vista from Re- search & Limited Industrial to High Density Residential for approxi- mately 3-1/2 acres located on the west side of Edgemere Avenue. The project is described as follows: Redesignate the •area of about 10 acres to h.qh density residential an_d hospital, General_Plan _ lr~iendment ro~ec oca ian: From the proposed Route 54. south down Edgemere Ave. to a point near Vista Hill Fospital It is the finding of the Environmental Review Committee that the project will not hate a significant effect on the environment for the followiny reasons: 1. The adverse impacts of the development of the area west of 2nd Ave./Edgemere are being evaluated in EIR-76-5. The eastern parcel will retain its designation as a hospital. facility so no phisical change is likely to occur. There will therefore be no ~' significant environmental impact. r ". 2. The project conforms to al.l the long range objectives of the City of Chula Vista and will not therefore achieve any short term ,. goals to the disadvantage of long term goals. 3. The project does not involve the installation of an}~ facilities that would induce secondary development nor_ would the project tax the urban/utility support systems to a level that would require additional facilities. The environmental changes which will occur due to this project are so minimal in scope that they will not interact in any manner to cause a significant impact. ' 4. There are no impacts that will result from the project or its location that will result in the emission of any hazardous substances or pollutant that will. cause a substantial adverse effect on human beings. The employment opportunities currently existing on the site will be more than offset by the new employment opportunities. NOTE: These findings apply to the proposed General Plan Amendment only.
