HomeMy WebLinkAboutReso 1976-8149RESOLUTION NO. $149 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTING POLICY FOR APPOINTMENT OF BOARD AND COMMISSION MEMBERS BY THE MAYOR SUBJECT TO RATIFI- CATION BY THE CITY COUNCIL The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council has heretofore directed that a policy be prepared to streamline the method by which board and commission members are appointed to office, and WHEREAS, said policy as set forth in Exhibit "A", attached hereto and incorporated herein by reference as if set forth in full, will enable the City Council to insure that all vacant positions on said boards and commission are more expeditiously filled. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that all board and commission vacancies as shown in the attached statement of Council policy, Exhibit "A", shall be filled by a nomination by the Mayor and ratification by a simple majority vote of the City Council. DATED City Clerk Exhibit "A" • POLICY FOR THE APPOINTMENT OF CERTAIN BOARD AND COMMISSION MEMBERS I. Policy. ~ It is the policy of the City Council to fill board and commission vacancies as expeditiously as possible to insure that the valuable recommendations made by the board and commission members to the City Council continue. II. Nomination and Procedures. Any person seeking nomination and appointment to a board or commission of the City of Chula Vista may submit his or her name and qualifications for the vacant position to the City ~ Clerk's office. Any individual applying for a vacant position should list his or her qualifications in accordance with the Chula Vista Municipal Code setting forth the duties of the office or the Charter of the City of Chula Vista, Article VI, Sections 600 through 615. All vacancies for whatever reason shall be filled for a period ~ as indicated in the Chula Vista Municipal Code. The Mayor shall interview all candidates for any vacancy on a board or commission. Following the review of the qualifica- tions of any candidate, the D4ayor shall, by written document, pro- pose to the City Council that certain individuals be appointed to fulfill such vacancies as may occur on the boards and commissions from time to time. III. Ratification by the City Council. The City Council shall act upon the list of the Mayor's proposed appointments at any duly convened City Council meeting. Any appointment shall be by the affirmative vote of at least three members of the City Council. In the event that the Council fails to endorse the nominee of the Mayor, the DZayor shall present the City Council with a new nominee. If upon the submission of a second nominee, the Council is still unable, by three affirmative votes, to appoint an individual to such vacancy on a board or com- mission as may exist, all nominees shall be considered by the City Council at such duly convened meeting as the Council may direct. IV. Applications. This policy shall only be applicable to the following ~ boards and commissions: Human Relations Commission Board of Ethics ~ International Friendship Commission Youth Commission w Safety Commission Environmental Control Commission Parking Place Commission V. Constructions. This policy shall in no way be construed to violate any provision of the Charter of the City of Chula Vista or any adopted ordinance of the City of Chula Vista. Should any dispute arise re- garding a conflict between this policy and a policy of the Charter or the Chula Vista Municipal Code, the interpretation which fulfills the requirements of the Charter or Municipal. Code shall take pre- cedence over any statement in this policy.
