THE CITY COUNCIL THE APPROVAL OF THE TENTATIVE SUBDIVISION ~~~,T
MAP KNOWN AS ROBINHOOD POINT

WHEREAS, Robinhood Homes, Inc. submitted a tentative subdivision map to
subdivide 108 acres into 291 single family residential lots and one common lot,
to be known as Robinhood Point, and
WHEREAS, Section 66473.5 of the Government Code provides that approval
of a subdivision map shall be based upon findings of consistency between the
subdivision map and the adopted General Plan of the local jurisdiction,-and.
WHEREAS, the Planning Commission set the time and place fora public
hearing to consider said tentative map, and notice of said hearing, with its
purpose, was given by the publication in a newspaper of general circulation in
the City at least 10 days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
April 12, 1976 in the Council Chamber, City Hall, before the Planning Commission
and said hearing was thereafter closed, and
WHEREAS, it was determined by the Ennvironmental Review Committee in 1973
that the original Environmental Impact Report prepared for Brandywine Units 3 and 4,
which included the site of the proposed subdivision, was sufficient and the'
proposed development would not require a new Environmental Impact Report; the
revised Tentative Map has been reviewed by the Environmental Review Coordinator
who determined that the new plan is essentially the same as those previously
reviewed.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. From facts presented to the Planning Commission, the Commission finds
that the subdivision map known as Robinhood 'Point is consistent with the General
Plan for the City of Chula Vista as follows:
a. Land Use Element - The proposed project will be developed at a
density of 2.7 dwelling units per acre. The General Plan designation for this
area is 4-12 dwelling units per acre. °
b. Circulation Element - The proposed project will complete the
east side of Brandywine Avenue which functions as one of the major north-south
collector streets in this area.
c. Housing Element - The project will provide additional housing
- in a wide 'range of square footages in an attempt to reach a wider-spectrum of~
income levels. The single family detached dwellings in this area will offer
residents a wider choice'in housing not available now since the adjoining area
is completely developed with attached townhouse units.
d. Conservation, Open Space, and Parks & Recreation Elements -
Fees paid by this developer will allow the City to develop park land now owned in
the immediate vicinity. In addition, the clustering concept proposed creates
numerous common open areas which will be landscaped and maintained by the Home
Owners Association.
e. Seismic Safety Element - The westerly portion of this site is
bisected by the Nacion Fault. However, development has been excluded from the
fault zone area in accordance with information included in the Environmental
Impact Report.
f. Safety Element - The proposed project will extend the public
improvements and provide fire hydrants in conformance with City standards.
g. Noise Element - The proposed project will not result in the
generation of substantial noise pollution. The noise generated by traffic on
6randywine Avenue will be mitigated by the construction of a 5 foot block wall
at the top of the slope adjacent to Brandywine Avenue and the creation of suffic-
ient elevation and horizontal distance between Brandywine Avenue and the
adjoining residential lots.
h. Bicycle Routes Element - The proposed project is not required
to provide a bicycle route nor will it interfere in the continuity of any
proposed route.
i. Public Building Element - The proposed project will not result
in the relocation of any existing or proposed public facilities. The project
boundaries coincide with the existing elementary school site located adjacent
to the southwest corner.
2. The Planning Commission recommends to the City Council that Tentative
Map PCS-76-2 for Robinhood Point be approved, subject to the following conditions:
a. All conditions specified in Planned Unit Development Resolution
PUD-76-1.
b. The following street names are approved for Unit 1: Point Arguello
Drive, Point Cabrillo Court, Point Sal Court, Point Mugu Court, Point Sur Court,
Point Conception Court, Point Reyes Court. The following street names are approved
for Unit 2: Point Arguello Drive, West Point Drive, Point Estero Drive, Cherry

Point Drive, Ballast Point Court, Point Loma Court, Pelican Point Court,
Abalone~Point Court, Rocky Point Court, Jeremy Point Court, Point Buchon
Court, Bluff Point Court, Sunset Point Court, Pescadero Point Court,
Presidio Point Court, Dana Point Court. Street names for Units 3 and 4 shall
be submitted to the Planning staff for approval prior to submission of final
maps to the City Council.
c. Specific lot dimensions and the filing of final maps for Units 2
through 4 are predicated on the submission and approval of Planned Unit Develop-
ment plans for those areas.
d. Lot 58 shall be reduced in width by approximately 5 feet to
provide more common open space adjacent to the public road.
e. The elevation shown on Court 31 should be 384', not 348'.
f. Fencing and lot lines shall be adjusted where feasible to provide
privacy on areas of down slopes adjacent to the public right of way.
g. Slopes shall be adjusted to reduce their steepness and to minimize
the level areas adjacent to the property lines (2' minimum for maintenance of slope).
h. The landscaping and irrigation plans for all phases shall conform
to the Planned Unit Development and Landscape Policies, and shall include the
following areas:
(1) Courts.
(2) Manufactured slopes.
(3) Common open areas, including tot lots..
(4) Recreation center.
(5) Those portions of the individual lots in the front yard,
except for the 3' adjoining the dwelling.
(6) Parking lots.
(7) Supplemental planting on the remaining natural slopes.
i. Landscaping and irrigation plans for the commercial site shall be
submitted with the site plan for that area.
j. The portions of the property to be graded at once but not to be
developed until a later phase shall be landscaped for erosion control. A plan
for this landscaping shall be subject to staff approval, prior to .the issuance
of a grading permit.
k. Sequoia Street shall be improved to the easterly subdivision
boundary.
1. The easterly 32 feet of Brandywine Avenue shall be constructed
within the subdivision boundaries.
m. The developer will enter into an agreement with the City to
construct the remaining 4' of Brandywine Avenue adjacent to developer's Brandy-
wine Avenue improvements. The City would pay for this 4' strip.
n. Public drives shall be two-way hillside streets per Standard
Drawing lO1C. Evidence that utility easements are not necessary along both
sides of public drives shall be submitted if 41' right of way is desired.
o. All private drives shall have 21' of A.C. paving plus curb and
gutter. The curb may be either type "G" or rolled curb per proposed Standard
Drawing No. 102A.
p. Methods of handling storm drainage will be subject to the approval
of the City Engineer at the time of submission of improvement plans.
• q. Fire hydrant locations shall be determined by the City of Chula
Vista Fire Chief.
r. Electrical plans for street lighting shall be approved by the
City Engineer.
s. The following sewer assessments shall be paid:
(1) Montgomery Sanitation District Assessment of $70.00 per gross
acre.
(2) Date-Faivre Trunk Sewer Assessment of $65.00 per dwelling unit
plus 4% interest from January 1, 1972.
(3) The standard charge of $4.25 per front foot, per Section 13.16.170
of the Chula Vista City Code, shall be collected, unless proof
in writing from the developer of Brandywine Subdivision
certifies that this property had participated in the costs
of the existing sewer.
t• Easements necessary for off-site construction shall be obtained by
developer.
u. The subdivision boundary shall be tied to the Lambert Projection for
California Coordinate System Zone VI. This shall be accomplished by tying the
subdivision boundary to a minimum of two established horizontal control monuments
on file in the office of the City Engineer.
v. All work shall be done in accordance with ordinances, resolutions,
standard specifications and standard drawings of the City of Chula Vista.
3. That this resolution be transmitted, along with the tentative map, to
the City Council, and a copy of this resolution be transmitted to the applicant.
