RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING THE TEN"I'ATIVE MAP OF A SUBDIVISION TO BE KNOWN
AS SOUTH BAY VILLAS UNIT #2
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Planning Commission of the City of Chula Vista
has heretofore approved that certain tentative map of a subdivision to
be known as South Bay Villas Unit #2
and has recommended that the City Council approve said tentative map
subject to the conditions as recommended in Resolution PCS-76-1 approved
the 12th day of April , 1976 , a copy of which is attached
hereto and by this reference made a part hereof, the same as though
fully set forth herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said Council does hereby approve said tenta-
tive subdivision map in accordance with the recommendations of the
Planning Commission of the City of Chula Vista, and does hereby certify
the Negative Declaration for said tentative map.

RESOLUTION OF THE CITY PLAPlNING COMMISSION RE,COMMEtJLIING TO
THE CITY COUNCIL THE APPROVAL OF THE TENTATIVE SIBDIVIStON
MAP KNOWN AS SOUTH BAY VILLAS UNIT #2
WHEREAS, Shattuck Construction Company submitted a tentative subdivision map
to subdivide approximately 2.85 acres into 9 single family residential lots, to
be known as South Bay Villas Unit #2, and
WHEREAS, Section 66473.5 of the Government Code provides that approval of a
subdivision map shall be based upon findings of consistency between the subdivision
map and the adopted General Plan of the local jurisdiction, and
WHEREAS, the Planning Commission set the time and place for a public hearing
to consider said tentative map, and notice of said hearing, with its purpose,
was given by the publication in a newspaper of general circulation in the City
at least 10 days prior to the date of said hearing, and
WHEREP.S, a hearing was held at said time and place, namely 7:00 p.m.,
April 12, 1976 in the Council Chamber, City Hall, before the Planning Commission
and said hearing was thereafter closed, and
WHEREAS, the Planning Commission certified that Initial Study IS-76-13
adequately discussed the environmental impart of the development of the subject
property and was prepared in accordance with CEQA 1970, as amended, and the
findings therein were considered in reviewing the proposed tentative map.
NOW THEREFORE BE IT RESOLVEG AS FOLLOWS:
1. From facts presented to the Planning Commission, the Commission finds
that the subdivision map known as South Bay Villas Unit #2 is consistent with
the General Plan for the City of Chula Vista as follows:
a. Land Use Element - The proposed project will be developed at a
density of 3.2 dwelling units per gross acre. The General Plan designates this
area as Medium Density Residential 4-12 dwelling units per gross acre.
b. Circulation Element - The proposed project will extend East "J"
Street as a residential collector street in the same alignment as drawn on the
General Plan.
c. Housing Element - The proposed project will provide additional
decent housing and also provide residents of Chula Vista a choice in living accom-
modations in a stable residential neighborhood.
d. Conservation, Open Space, and Parks & Recreation Elements - The develop-
ment of this project is included as part of the approved subdivision to the south,
which will provide for the preservation of a natural canyon as open space. The
developer will pay the required park fees to insure acquisition-and. development
~ .of parks in the area.
e. Seismic Safety Element - 'the closest geological •hazard to the proposed
project is the La Nacion earthquake fault some 2,000 feet to the east (IS-76-13).
f. Safety Element - The proposed project will extend the public impreve-
t ments and provide fire hydrants in conformance with City standards.
g. Noise Element - The proposed project will not result in the generation
of any noise pollution, nor will it be subject to any unacceptable levels of noise
(IS-76-13).
' h. Bicycle Routes Element - The proposed project is not required to
provide a bicycle route nor will it result in the interference of continuity of
any proposed route.
i. Public Building Element - The proposed project will not result in the
relocation of any existing or proposed public facilities.
2. The Planning Commission recommends to the City Council that Tentative
Map PCS-76-1 for South Bay Villas Unit #2 be approved, subject to the following
conditions:
a. The property in the County (2.1 acres) shall be annexed to the City
of Chula Vista prior to approval of the final subdivision map.
b. The subdivider shall comply with all applicable sections of the Chula
Vista Municipal Code.
c. The developer sha'.1 agree to include the 9 lots in the assessment
boundaries of Open Space Maintenance District No. 5, formed for the
12.2 acres of canyon area in South Bay Villas Unit No. 1.
3. That this resolution be transmitted, along with the Tentative Map, to the
City Council, and a copy of this resolution be transmitted to the applicant.

this 12th day of April, 1976, by the following vote, to-wit:
