RESOLUTION NO. 8652
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA FINDING THAT IT IS TO THE CITY'S BEST INTEREST
TO WAIVE BIDDING REQUIREMENTS FOR PURCHASE OF A NEW
AUTOMOBILE FOR THE MAYOR
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, Section 2.56.170 of the Chula Vista Municipal
Code provides for exemption from the bidding procedure depending
upon a finding of the City Council that special circumstances exist
making it to the City's interest to make purchase without compliance
of the bidding procedures, and upon recommendation of the City !!Manager,
the City Council may waive the formal bidding procedure if it is
,deemed impractical, infeasible and in the interests of the City to
do so, and
WHEREAS, informal bids were requested from three auto-
mobile dealers for the purchase of a new automobile for the Mayor
and the 1972 Oldsmobile Sedan presently being used by the Mayor was
included in the bid proposal form as a trade-in, and
WHEREAS, the dealers submitted bids on vehicles on their
lots to reduce their inventory, which bid prices, including tax,
varied from $5500 to $6600 depending on how the vehicle was equipped
with the highest bid received on trade-in allowance of the Oldsmobile
Sedan being $1275, and
WHEREAS, it is recommended that pursuant to Section 2.56.170
of the Municipal Code, that Council waive the bidding requirement and
authorize the Purchasing Agent to negotiate the purchase of the new
automobile for the following reasons:
1. The Oldsmobile Sedan may be sold on the open market
for approximately $1700, where if traded-in, the
maximum allowed is $1275. Trade-in to this vendor
for that figure will require that we pick a vehicle
from his lot.
2. Negotiation of the purchase will allow selection from
the three vendors. It is estimated that the purchase
can be made for the one vehicle for $25-$250 above
dealer's cost. A copy of the invoice for verifica-
tion will be a requirement.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista upon the recommendation of the Purchasing Agent
and the City Manager does hereby find that bidding is impractical
and the Purchasing Agent is hereby authorized to negotiate the pur-
chase of a new automobile for the Mayor.
