RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING TENTATIVE MAP FOR HODGE BROTHERS
INDUSTRIAL PARK N0. 1
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, Hodge Brothers, Inc. wishes to receive approval of
a proposed industrial subdivision involving two phases of develop-
ment north of C Street between Broadway and Fifth Avenue, and
WHEREAS, said project consists of a first phase subdividing
6.6 acres into 10 lots and a second phase involving 25 acres to the
north of the initial phase, and
WHEREAS, Hodge Brothers, Inc. selected Westec Services, Inc.
from a list of consultants found by the City of Chula Vista to be
qualified for the preparation of environmental documents for the City
of Chula Vista, and
WHEREAS, Westec Services prepared an application for an
Environmental Impact Report and submitted it to the City of Chula
Vista for the preparation of a draft Environmental Impact Report, and
WHEREAS, after independent review, analysis and modification
of said application, the Environmental Review Committee of the City of
Chula Vista issued a draft Environmental Impact Report on said project,
giving legal notice of the availability of said draft Environmental
Impact Report and filing a notice of completion with the Secretary of
Resources for the State of California, and
WHEREAS, the Planning Commission of the City of Chula Vista
held a public hearing on said draft Environmental Impact Report and
adopted a final Environmental Impact Report, and
WHEREAS, the Planning Commission of the City of Chula Vista
has heretofore approved that certain tentative map of a subdivision
to be known as Hodge Brothers Industrial Park No. 1 and has recommended
that the City Council approve said tentative map subject to the con-
ditions of their Resolution No. PCS-77-1, adopted on the 11th day of
May, 1977, a copy of which is attached hereto and by this reference
made a part hereof, the same as though fully set forth herein.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista does hereby certify that EIR-77-5 has been reviewed
and the information considered, and that it has been prepared in accor-
dance with the California Environmental Quality Act of 1970, as amended,
the California Administrative Code and the Environmental Review Policy
of the City of Chula Vista.
BE IT FURTHER RESOLVED that the City Council of the City of
Chula Vista does hereby approve the tentative map for Hodge Brothers
Industrial Park No. 1 in accordance with the recommendations of the
Planning Commission of the City of Chula Vista.

`AS HODGE BROTHERS INDUSTRIAL PARK UNIT N0. 1
WHEREAS, Hodge Brothers submitted a tentative subdivision map to
subdivide 6.68 acres of property into 10 lots to be known as dodge Brothers
Industrial Park #1, and
WHEREAS, Section 66473.5 of the Government Code provides that approval
of a subdivision map shall be based upon findings of consistency between the
subdivision map and the adopted General Plan of the local jurisdiction, and
WHEREAS, the Planning Commission set the time and place fora public
hearing to consider said tentative map, and notice of said hearing, with its
purpose, was given by the publication in a newspaper of general circulation
in the City at least 10 days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
May 11, 1977 in the Council Chamber, City Hall, before the Planning Commission
and said hearing was thereafter closed, and
WHEREAS, on May 11, 1977 the Planning Commission adopted and certified
1 Environmental Impact Report EIR-76-7 for this project.
J NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. From facts presented to the Planning Commission, the Commission finds
that the subdivision map known as Hodge Brothers Industrial Park #1 is consistent
with the goals and objectives of the General Plan for the City of Chula Vista as
follows:
a. Land Use Element - consistent. The General Plan designates this
site for Research and Limited Industrial development. Land uses allowed under
the operative T-L-F zoning district are consistent with this designation.
b. Circulation Element - consistent. No new streets are proposed.
The subdivider will be required to improve those portions of National Avenue,
C Street and Fifth Avenue which abut the subject property.
c. Housing Element - consistent. The property is adequately separated
J) from residential areas so as to avoid conflict between such areas and the light
industrial uses proposed for the site.
d. Conservation, Open Space, and Parks and Recreation Elements -
consistent. None of the areas proposed for conservation or open space on the
various plan diagrams of the General Plan are affected by the subject proposal.
The park service district in which the property is located has an excess of park
' land when measured against the desired standard at ultimate projected General Plan
population.
` e. Seismic Safety and Safety Elements - consistent. Although a

the operative "F" Flood Plain Modifying District regulations will ensure
development standards consistent with public safety. The closest geologic hazard
is the inferred San Diego Bay Fault approximately 1.8 miles to the west of the
site.
The project will extend public improvements and provide fire hydrants in-
conformance wity city standards. The site is shown on Planning Department maps
as being within a 3 minute response time zone for Fire Station No. 1 (Civic Center).
Right-of-way widths meet Safety Element standards.
f. Noise Element - consistent. Potential noise impacts have been
evaluated under the EIR process, and land uses on the property will be required
to meet city noise standards.
g. Scenic Highways Element - consistent. The site does not abut a
Scenic Highway or Gateway.
h. Bicycle Routes Element - consistent. No bicycle routes are proposed
adjacent to this site.
i. Public Buildings Element - consistent. Public buildings are
neither proposed nor required on the site.
2. The Planning Commission recommends to the City Council that Tentative
Map PCS-77-1 for Hodge Brothers Industrial Park #1 be approved, subject to the
following conditions:
a. Prior to recordation of the final map, the subdivider shall submit
CC&R's which require that all loading areas be located either
behind the building or screened from the street by walls and
buildings. In addition, all loading and parking areas shall be
designed to discourage and prevent backing out or maneuvering onto
any streets.
b. Fire hydrants shall be provided at Lot 3 and Lot 6.
\ c. The lots shall be filled and graded to prevent flooding at the
100 year flood level. All buildings constructed within the sub-
division shall be constructed a minimum of one foot above the 100
year flood level or floodproofed according to City regulations.
d. The developer will be required to construct permanent improvements
within National Avenue, C Street and North Fifth Avenue. These
improvements shall consist of but not be limited to pavement,
' curb, gutter, sidewalk, street lights and drainage facilities.
Improvement plans of National Avenue will be approved by the City of fdd~~~ val
e. A grading permit is required.
f. The developer shall pay the Fifth Avenue sewer connection charges
as per Resolution No. 2587 and the Spring Valley Assessment charges.
. g. Existing overhead facilities adjacent to the subdivision boundary
shall be undergrounded.
h. The developer shall comply with all applicable sections of the
Chula Vista Municipal Code. Preparation of final map and plans
shall be in accordance with the provisions of the Subdivision Manual.
3. That this resolution be transmitted, along with the Tentative Map, to
the City Council, and a copy of this resolution be transmitted to the applicant.
PASSED AND APPROVED BY THE CITY PLANNING COMMISSION OF CHULA VISTA,
CALIFORNIA this 11th day of May, 1977, by the following vote, to-wit:
