RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA OPPOSING SB 12, CONCERNYNG PROPERTY
TAX REFORM
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City of Chula Vista has carefully analyzed
the revenue impact of SB 12, the property tax reform bill, as it
would have affected the City of Chula Vista for the period 1970-71
through 1975-76, and
WHEREAS, although many of the provisions of said bill are
fully supported by the City of Chula Vista, and
WHEREAS, said bill provides no new alternative local
revenue sources which would offset the property tax limitations
and would have, in the past, drastically affected the City's ability
to pay for necessary and desired services, and
WHEREAS, in accordance with the attached Worksheet, as
shown on Exhibit "A", attached hereto and incorporated herein by
reference as if set forth in full, it is evident that SB 12 would
have resulted in a loss of revenue for the City of Chula Vista in
the sum of $467,182 for the period 1970-71 through 1975-76, and
WHEREAS, such revenue losses do not take into account
that during that period the tax rate was reduced from $1.50 to $1.35.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that the City Council, while urging the passage
of a property tax reform bill, cannot realistically support SB 12
in its present form, and is hopeful that the Legislature will con-
sider a reform measure similar to AB 999, which does look to alternate
revenue sources to support necessary city services.
BE IT FURTHER RESOLVED that the City Council of the City
of Chula Vista does hereby urge the Legislature to oppose SB 12
and seek new approaches to the property tax reform so needed by
all of our urban residents.
BE IT FURTHER RESOLVED that the City Clerk be and she is
hereby directed to forward certified copies of this resolution to
Senator James R. Mills, Assemblyman Wadie P. Deddeh, Senator Albert S.
Rodda, Chairman, Senate Committee on Finance, and to all members
of the San Diego County Legislative Delegation.
