This item is continued from the April 27, 1976 meeting. At that meeting, I
had recommended the award of the street sweeping contract to Nixon-Egli.
Equipment Company of Southern California for a Mobil Sweeper. The reason
for this recommendation was the limited visibility of the Murphy Sweeper
which was bid by the Murphy Machinery Company of La Habra, California. At
that meeting, Council directed that I observe the Murphy Sweeper with the
tilt cab chassis in operation, since that machine had not undergone the
performance tests which were held by the City.
Based on observance of the tilt cab chassis in operation, it is now my recom-
mendation to award the contract to the Murphy Machinery Company for that
vehicle. The explanation for this recommendation follows.
Last week, John Crouse, the Street Maintenance Superintendent and I flew
to Chicago to observe the operation of the Murphy Sweeper with the tilt
cab chassis. There are two small communities near Chicago where this vehicle
is in operation, and according to the manufacturer, this is the closest
location to San Diego where this particular piece of equipment is in use.
We observed the equipment in operation sweeping cul-de-sacs and straight
streets. We observed its maneuverability and took a look at its visibility
limitation. We discussed its performance with the Equipment Maintenance
Superintendent in one of the communities, with the operators of the sweeper,

STAFF RECOMMENDATION:
It is recommended that the contract be awarded to Murphy Machinery Company
of La Habra, California, for the Murphy 4032 mounted on tilt cab chassis
with transfer hopper. This is the alternate bid submitted to the Purchasing
Agent.

and with the private contractor who provides sweeper service for several
cities in the Chicago area, and who uses this machine.
As a result of our observation and inquiries, we believe that the Murphy
Sweeper with the tilt cab chassis will operate as effectively as the Mobil
Sweeper providing that the operator drives from the left-hand side.
Our experience confirmed our belief that driving the sweeper from the right-
hand side would be unacceptable due to visibility problems. The traditional
location of a sweeper operator is from the right-hand side, and my experienc
with sweeper operators, at least in Southern California in all agencies, is
that they drive from the right-hand side. however, the operators in the
Chicago area drove from the left-hand side and appeared to be able to keep
the gutter broom against the curb to sweep up the trash in an acceptable
manner. Therefore, we believe our operators can be trained to drive from
the left-hand side also. The mirror arrangement provides for viewing of
the gutter broom through a mirror from the left-hand side.
The sweeper which we will purchase will have dual controls so that the
operator can drive from the right-hand side on occasion as conditions
wax'rant .
