HomeMy WebLinkAboutReso 1988-13745 RESOLUTION NO. 13745 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA RATIFYING AN AMENDMENT TO THE CONTRACT WITH JHK & ASSOCIATES FOR DEVELOPMENT OF THE CIRCULATION ELEMENT FOR THE GENERAL PLAN AND APPROPRIATING FUNDS THEREFOR The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, in November, 1986, Council awarded a contract to the firm of JHK & Associates to update the Circulation Element of the General Plan, and WHEREAS, on March 10, 1987, Council approved the First Amendment to the Agreement adding a new Scope of Services to include network coding not performed by SANDAG at an additional cost of $12,300, and WHEREAS, on August 11, 1987, Council approved a Second Amendment to said Agreement adding an additional Scope of Services to modify the transportation analysis zone network for the eastern territories and central Chula Vista and assigned n WHEREAS, on May 3, 1988, Council approved a Third Amendment to said Agreement adding an additional Scope of Services to reflect the circulation element for Scenario 4 Lane Use that was selected by the City Council in March 1988, and WHEREAS, it is now necessary to execute a Fourth Amendment to include special work tasks to calibrate existing network and validate land use assumptions for Scenario 4. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that the attached Fourth Amendment to Agreement is hereby ratified and approved. BE IT FURTHER RESOLVED that the sum of ~42,750 be, and the same is hereby appropriated from the unappropriated balance of the EastLake I Development Impact Fund for the additional work. DATED City Clerk CI'IY OF CHULA VISTA FOURTH AMENDMENT TO AGREEMENT FOR ENGINEERING SERVICES BETWEEN THE CITY OF CHULA VISTA AND JHK & ASSOCIATES CONSULTING ENGINEERING SERVICES FOR A CIRCULATION ELEMENT WHEREAS, the parties entered into an Agreement on November 18, 1986 for the performance of certain engineering services related to the Circulation Element of the City's General Plan, and WHEREAS, the said agreement was amended to add additional tasks on March 10, 1987, and WHEREAS, said agreement was amended a second time on August 11, 1987 to add still additional tasks not called for in the original agreement for additional compensation, and WHEREAS, said agreement contained a termination date of December 31, 1987, but Contractor continued to perform services at the request of City pursuant to said agreement in addition to those services called for in the agreement, and WHEREAS, on May 3 , 1988 said agreement was amended a third time to add still additional tasks not called for in the previous amendments for additional compensation, and WHEREAS, additional work is further required to finalize work on Scenario 4 of the City's proposed Circulation Element, and WHEREAS, the parties desire that Contractor complete the work associated with the Circulation Element. NOW, THEREFORE, the parties agree as follows: 1. Attachment A to the original agreement is further amended to add the following additional services to be performed between July 1, 1988 and September 30, 1988: -1- Phase I - $5,000 1. Verify Existing Land Use - By using the latest land use data from the Planning Department, JHK will update all Transportation Analysis Zones (TAZ) input files of the SANDAG model. All TAZs in the Sphere of Influence which have existing development will be included in this review. In the Eastern Territories area, JHK will use the modified TAZ system for this task. 2. Verify/Create Existing Highway Network - JHK will update the existing SANDAG highway network to reflect current transportation system conditions. This will allow JHK to accurately calibrate the network to Year 1987 traffic counts as supplied by the City. 3. Perform Calibratioin Testing - JHK will work with SANDAG staff in the initiation and analysis of up to 3 (maximum) calibration runs. Each separate run will require screenline analysis on an areawide basis initially, and eventually on a quadrant by quadrant basis as required. Phase II - $2,000 4.) Verify All TAZ Land Use for Scenario 4 - JHK will review all Scenario 4 TAZs in the Sphere of Influence for land use accuracy. A check of Scenario 4 versus Exsting Conditions will be performed. Phase III- $750 5.) Draft and Final Report - JHK will prepare a draft and final report for the City of Chula Vista. 2. Paragraph VIII of the original agreement is further amended by increasing the amount of $75,670 as increased by the third amendment of agreement ($19,300 and $34,908) by the amount of $7,750, attributable to the new tasks to be performed set forth above. -2- 3. The scope of work covers activities associated with the verification of existing and Scenario 4 land use and highway network files that serve as input to the SANDAG planning model. In addition to land use verification, JHK proposes to supervise the calibration of the SANDAG model. This effort will result in new updated SANDAG data files reflecting current land use and network conditions. The current scope of the study covers the development and testing of separate circulation elements for four land use scenarios developed by P & D, and the refinement of the circulation elements for the selected scenario. JHK has completed the initial network testing of the four land use scenarios prepared by P & D. As originally contracted, a final network testing run of Scenario 4 land use will be performed by JHK as directed by the City. This task can be accomplished using the SANDAG model as it currently exists or the model could be refined to reflect the calibration effort. The more precise testing method would involve the use of the calibrated model and the Scenario 4 final run could be completed after the calibration results are accepted by the City. The following task descriptions summarize our interpretation of the needs of the City of Chula Vista. Phase I 1.) COST ESTIMATE The cost estimate to perform initial Phase I activities entire scope of work described above is of hours by Phase and by staff member is available upon estimate is based on the level of effort and associated costs shown on Tables 1 and 2. This estimate reflects our understanding of the phases of the project and our experience on similar projects. The cost estimate reflects the work to be performed by JHK in developing and testing a calibrationed model for Scenario 4. Also, discussions with the City of Chula Vista provided additional information on which this estimate was based. TIME FRAME JHK will begin the analysis of "buildout" land use data during the first week of July, 1988 Work on Phase I will be ' completed in a 1 month time frame, assuming SANDAG and City review times are minimal.
