The City of Chula Vista is very interested in both the College's plan for a Higher Education Facility on the future university site in eastern Chula Vista as well as establishing a presence in western Chula Vista through development of a Higher Education Facility. The City continues to perform the necessary work, which will enable us to develop the university site, and we are also continuing revitalization efforts in western Chula Vista. The staff report and PowerPoint attachments depict the eastern Chula Vista Proposition R funding to be utilized in Phase II (2014-2019), however the bond monies for western Chula Vista are not allocated until Phase III (2019-2024). We would request both yours and the Governing Board's consideration of putting both the Eastern and the Western Higher Education Facilities in Phase II of the Prop R bond expenditures. The City and the District are willing to consider any and all options in order to assist coastal staff in this purpose. The CVBMP is a 550-acre waterfront development project that is hugely significant for the region in its potential for economic stimulus, its protection of natural resources, and its provision of public amenities. Surrounded by unique and valuable natural resource lands, the master plan for the Chula Vista Bayfront required careful deliberation over how to best protect and enhance environmental resources while balancing with competing interests for a viable waterfront revitalization project. The resulting plan is truly representative of the collective vision and planning goals of the community, the broader region, the District, and the City. The master plan represents the culmination of a seven-year award-winning process involving extensive community outreach and public participation, and serves as a hallmark example of a successful joint and collaborative planning effort. between two public agencies. In addition to the stakeholders who have been engaged throughout the process, representing the broadest range of diverse interests, the District and City have also' engaged Coastal staff periodically throughout the process in order to ensure that the plan incorporated the objectives of the Coastal Act proactively. In the past year, we have met with Coasta} staff numerous times to answer specific questions and provide updates. Furthermore, in order to address specific issues that were important to. the local community and environmental protection groups, a separate agreement was reached between the District, City and the Bayfront Coalition. The Bayfront Coalition's member organizations are comprised of the Environmental Health Coalition, San Diego Audubon Society, San Diego Coastkeeper, Coastal Environmental Rights Foundation, Southwest rr1 Page 2 of 2 July 12, 2011 Chula Vista Bayfront Master Plan Wetlands Interpretive Association, Surfrider Foundation (San Diego Chapter), and Empower San Diego. This settlement agreement, which is attached to this letter, incorporates additional features and guidelines into the CVBMP and Final Environmental Impact Report that go above and beyond those required by the California Environmental L2uality Act to ensure appropriate implementation and enforcement of mitigation measures, to provide for the long-term protection of natural resources and the environment, and to assure support from the coalition of stakeholders. A substantial amount of money, time and effort was intentionally spent early in the planning process in order to avert public controversy in the final steps of the entitlement process and in the hopes of securing a prompt hearing before fhe Coastal Commission. After great cost and time spent, the District and City strongly feel that all potential issues have been resolved to the satisfaction of all citizens and stakeholders and are confident that the CVBMP has broad based community support. We are also confident that the PMPA/LCPA truly enhance the public's access and enjoyment of a sizable bayfront area. In order to provide support for our request to expedite the Coastal Commission`s consideration of the PMPA/LCPA, the District and the City are committed to providing funding for additional staff and are willing to explore any and all options to provide the assistance necessary for Coastal staff to schedule the PMPA/LCPA at the Coastal Commission's November meeting scheduled in Oceanside.
