RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING REVISED MEMORANDUM OF UNDERSTANDING
(RETC)
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Policy Board of RETC unanimously adopted a
plan at their January 17, 1977 meeting which will allow the Cities
of Oceanside and Escondido to be represented on the RETC Policy
Board, and
WHEREAS, in order to implement revision of the Joint
Powers Agreement between the City and County of San Diego, the
four program agent cities (Chula Vista, Oceanside, Escondido and
E1 Cajon) must execute the Memorandum of Understanding, attached
hereto as Exhibit "A", and incorporated herein by reference as if
set forth in full.
NOW, THEREFORE, BE IT RESOLVED, subject to a revision in
the Joint Powers Agreement eliminating the twenty-two day review
period by the City of San Diego and the County of San Diego, that
the City Council of the City of Chula Vista does hereby approve
the revised Pemorandum of Understanding (RETC) attached hereto as
Exhibit "A" and that the Mayor of the City of Chula Vista be, and
he is hereby authorized and directed to execute said Memorandum of
Understanding on behalf of the City of Chula Vista.

MEMORANDUM OF UNDERSTANDING
Among
The City of Chula Vista, the City of E1 Cajon, the
City of Escondido and the City of Oceanside.
This MEMORANDUM OF UNDERSTANDING is entered into this 8th day of February
1977 among the City of Chula Vista, the City of E1 Cajon, the City of Escondido,
and the City of Oceanside for the purpose of implementing revisions to Para-
graph 4 of the amended Joint Exercise of Powers Agreement, between the City
of San Diego and County of San Diego, which establishes the San Diego Regional
Employment and Training Consortium.
RECITALS
1. WHEREAS, the City of San Diego and the County of San Diego have established,
the San Diego Regional Employment and Training Consortium, to exercise any
power common to both through a joint po4rers agreement to provide regional
employment and training services that shall include the development and
creation of job opportunities and the training, education, and other services
needed to enable individuals to secure and retain employment at their maximum
capacity (including development of necessary comprehensive planning systems to
promote effective coordination of all programs under its jurisdiction).
2. WHEREAS, the United States Department of Labor, pursuant to the Comprehen-
sive Employment and Training Act of 1973 (CETA), Public Law 93,203, is en-
couraging the formation of consortia of Prime Sponsors to operate employment
and training programs at the local level and providing funding incentives
herefor and the City and County of San Diego have formed such a consortium
through the a forementioned joint exercise of powers agreement.
3. WHEREAS, both the City of San Diego and the County of San Diego are eligible
as prime sponsors under CETA with populations respectively of 100,000 persons
or more.

4. WHEREAS, the City of Chula Vista, City of El Cajon, and the City of
Oceanside have been designated as program agents under CETA with
populations of 50,000 persons or more.
5. 4JHEREAS, the City of Escondido, has a population in excess of 50,000
persons and is expected to be designated as a CETA Program Agent in
Federal fiscal year 1978.
6. WHEREAS, the San Diego Regional Employment and Training Consortium has
proposed that the Consortium be governed by a Policy Board consisting of
nine (9) members, herein referred to as "Board", of which four (4) members
and their four (4) alternates would be appointed from the membership of city
councils' of the Cities of Chula Vista, E1 Cajon, Escondido and Oceanside.
NOW THEREFORE, in consideration of the RECITALS hereto and the mutual obli-
gations expressed herein, the City of Chula Vista, City of E1 Cajon, City of
Escondido, and City of Oceanside agree as follows:
AGREEMENT
1. That four Plembers and four Alternate Members of the Board shall be elected
officials appointed, one P1ember and one Alternate Member each, from and
by the governing bodies of the Cities of Chula Vista, E1 Cajon, Escondido
and Oceanside. Each ~4ember, or, in his/her absence, Alternate Member, of
these cities shall have one (1) vote with a value of one (1) vote of a
total Board count of thirteen (13) votes. The remaining nine (9) votes on
the Policy Board shall be distributed among the other Board members as follows:
City of San Diego - Two (2) Members, two (2) votes each, with a total vote
value of four (4) votes; County of San Diego - Two Members, two (2) votes each,
with a total vote value of four (4) votes, and a Policy Board designated local
charitable organization - One (1) Member with one (1) vote at a value of one (1)
vote.
2. That the City Councils' of Cities appointing elected officials to serve as
members of the Board shall give notice to the City of San Diego City Clerk,
the County of San Diego Clerk of the Board of Supervisors, and the San Diego
Regional Employment and Training Consortium Executive Director upon their
action appointing a Member and Alternate Member to the Board.

1. Amendments to this agreement may be proposed by any party to this
agreement, to become effective upon approval and execution by all
parties, and subsequent approval by the signatories to the RETC
Joint Powers Agreement.
2. Any party to this agreement may terminate this agreement at any time
by giving sixty (60) days written notice to the other parties of its
intention to terminate this agreement or by mutual agreement of the
parties thereto. This agreement shall terminate on March 1, 1979 unless
renewed.

standing to be entered into this 8th day of February ,
1977, upon signature of all parties, and adoption of the Sixth Amendment to
RETC~Joint FeV~ers Agreement which provides for the membership of the Cities of
Chula Vista, E1 Cajon, Escondido and Oceanside on the RETC Policy ~o rd.
