ITEM TITLE: Resolution #8160 - Finding of the City of Chula Vista that the proposed
Community Block Grant projects will have no significant effect on the
environment in accordance with the National Environmental Policy Act.

ITEM EXPLANATION
The Environmental Review Committee has examined the Environmental Review Records prepared
in accordance with the National Environmental Policy Act for the Community Block Grant
projects. Tt was concluded that the eleven activities subject to review would have no
significant impact.
The eleven notices of no significant effect were subsequently published in the STAR NEWS
and circulated through various agencies by the State Clearinghouse and no comments have
been received.
The attached environmental documents include the notices of finding of no significant
effect on the environment and the Environmental Review Record on each project (ERR-76-1 - 11

B. Project Data
This project consists of a senior service center centrally located
in downtown Chula Vista (Census Tract 123) it will be offering
• telephone (and a�alk-in) information and referral , telephone
reassurance and job employment services . The cost of the program
will be $6500 and is slated to run through P1ay 1977 . Housed in an
- 800 sq. ft. office , the center has a staff of 4 part-time employees
and utilizes volunteers to augment its work force. This is a
' continuation of an existing service.
C. Existing Environmental Conditions and Trends
This existing facility is operating at 293 Madrona Street.
This is in the urbanized area of Chula Vista and is void of any
significant natural resource . There are no natural hazards such
as earthquake faults , flood plains or unstable soils. The area
has a well developed urban infrastructure.
The primary source of noise in the project area is vehicular noise .
The resulting ambient noise level is about 60 dBA.
There is a wide range of land uses in the project area including
retail commercial, offices , bars , restaurants , very high density
• residential , apartments , single family dwellings , parking lots and
a park.

K. Environmental Impacts Identified . .
This project will result in continued provision of social services
�• for senior citizens. There will be no change in the natural or man
made environment. There will be a continued beneficial social impact .
L. Treatment of Environmental Impacts
The project will have a beneficial impact, therefore no changes
in the project are necessary to eliminate or minimize adverse
� environmental impacts .
M. Alternatives to the Project .
The alternative projects listed below were not selected for funding
because they would not enhance environmental qualities as much as
those projects chosen to be undertaken. Projects to be funded
which will improve public facilities and services include the
removal of architectural barriers , the reconstruction of curbs ,
gutters and sidewalks , the installation of a storm drain , and the
development and landscaping of park sites . These projects will
benefit traffic circulation , pedestrian mobility and drainage
control as well as contributing to the aesthetic environment of
, the community. Other projects to be undertaken include the
• acquisition /spot clearance of deteriorating structures and the
rehabilitation of existing housing. These projects should help
eliminate substandard structures and assist in the maintenance
of attractive well planned neighborhoods .

undertaking of the projects to be funded , tre implementation of

environmental setting . Therefore the implementation of these
, projects is more desirable than the alternative of "NOt Project" .

O. Level of Clearing Findings
FINDING: A request to HUD for release of funds for the project
which is not an action significantly affecting the quality of
the human environment and no EIS is required .
The reasons supporting the above finding are :
1 . The project involves the continued operation of an existing
senior citizens service facility. There will be no change or
impact on the natural or man made environment. There are no
' unique physical features or processes near the project site
nor will there be any increased emission of any hazardous
substances either directly or indirectly which could curtail
the range of the human environment.
2. The project conforms to the long range goals of the City
of Chula Vista, therefore the attainment of short term goals
. will not preclude the attainment of long range goals .

B. Project Data
This project, located to the west of Broadway (Census Tract 126)
will conclude the development of a neighborhood park begun in the
first program year in conjunction cvith an existing elementary school.
It will include grading , contouring , planting of trees , turf, shrubs
and ground covers and the amount of the site to be developed will
' be approximately two acres . The project has been allocated $33 , 000
• and will be concluded before May 31 , 1977 .
C. Existing Environmental Conditions and Trends
This project involves part of the biueller Elementary School site in
� an urbanized area of Chula Vista . The land uses in the area include
mobile home parks , apartments and single family dwellings . Just
to the west of the site is a drainage channel , railroad tracks
and Interstate Route 5 .
Being an urbanized area, there are no significant natural features
� on or near the site . There are no natural hazards such as geological
hazards , soil conditions or flood plains .
The site is subject to possible noise impact and air quality problems
due to the proximity to I-5. However , the freeway is depressed_ and
there is no line of sight exposure to the traffic noise . The
� current and projected noise level is under 65 dBA. There is currently
no violation of carbon monoside air quality standards in the South
Bay area and futiure ambient levels are projected to decline.

This project will consist of the removal of architectural barriers ,
(curbs, gutters , steps) which restrict the mobility and accessibility
of elderly and handicapped persons . Wheel chair ramps will be
installed in the central part of the City (Census Tracts 124 . 04
123, 127) at a cost of $5000. The project will be completed before
May 31, 1977 .
C. Existing Environmental Conditions & Trends
, The projects will be located within the existing public rights-of-coay
in the Central Business District of Chula Vista . Exact locations
of the projects are not known at this time.
This is in the urbanized area of Chula Vista and is void of any
significant natural resource. There are no natural hazards such
as earthquake faults , flood plains or unstable soils . The area
has a well developed urban infrastructure .
The primary source of noise in the project area is vehicular noise.
The resulting ambient noise level is about 60 dBA.
There is a wide range of land uses in the project area including retail
commercial , offices , bars , restaurants , very high density residential ,
apartments, single family dwellings , paXking lots and a park .

• The projects will be located within the existing public rights-of-way
in the Central Business District of Chula Vista . Exact locations
of the projects are not known at this time .
� This is in the urbanized area of Chula Vista and is void of any
significant natural resource . There are no natural hazards such
as earthquake faults , flood plains or unstable soils . The area
, has a well developed urban infrastructure .
The primary source of noise in the project area is vehicular noise .
The resulting ambient noise level is about 60 dBA.
• There is a wide range of land uses in the project area including retail

This project consists of the acquisition of property and the possible
clearance of unsafe structures within the Third Ave. Central Business
District. (Census Tract 123 , 124 . 02 , 127 & 128) . This activity
� will be in support of the revitalization of the Central Business
District. The project will not involve the displacement of any
residents or any historical structures . The project has been
allocated $150 , 000 and will be completed b2fore May 31 , 1977 .
C. Existing Environmental Conditions & Trends
' The precise location of the property proposed for purchase is
not known at this time. It will however be within the Central
Business District area.
This is in the urbanized area of Chula Vista and is void of any
significant natural resource. There are no natural hazards such
as earth quake faults , flood plains or unstable soils . The area
has a well developed urban infrastructure .
The primary source of noise in the project area is vehicular noise.
The resulting ambient noise level is about 60 dBA.
There is a wide range of land uses in the project area including retail
commercial , offices, bars , restaurants , very high density residential ,
• apartments , single family dwellings , parking lots and a park .

This project will consist of the retaining of a consultant to
undertake a parking and traffic circulation study of the Downto�an
Central Business District (Census Tracts 129 . 02 , 127 , 123 , 128) .
This area is scheduled for eventual redevelopment . The project
will be completed before May 31 , 1977 and $13 , 000 has been budgeted .
C. Existing Environmental Conditions and Trends
This is in the urbanized area of Chula Vista and is void of any
� significant natural resource. There are no natural hazards such
as earthquake faults , flocd plains or unstable soils . The area
has a well developed urban infrastructure.
� The primary source of noise in the project area is vehicular noise.
The resulting ambient noise level is about 60 dBA.
There is a wide range of land uses in the project area including
retail commercial , offices , bars , restaurants , very high density
residential, apartnents , single family dwellings , parking lots and
" a park.

• Building Surveys and Inspections (ERR-76-S)
The City is undertaking a systematic survey of its existing housing
stock for current and future planning as it relates to building and
housing condition trends , etc . Surveys and inspections to date have
been concentrated in the older sections of the City (Census Tracts
123 & 125) , but will expand into other areas of the City in the
' future. No relocation activity is expected to occur under this program
which runs through May , 1977 . Any homeowner cited for Code violations
� will be offered financial assistance under the City ' s rehabilitation
loan program.
- Rehabilitation Loans (ERR-76-9)
The City as an adjunct to its Building Surveys and Inspections effort
will continue to offer low-cost home improvement loar�s to low and
moderate income homeowners with which to rehabilitate their homes.
The program is scheduled to run through May, 1977 . It is anticipated
that rehab activity will be concentrated in Census Tracts 123 and
' 125 during this program year and loans will total $125 , 000. Loans
will be made pursuant to an agreement entered into between the City
and a local lender.

B. Project Data
The project consists of the construction of a 33 " drainage culvert
from a point about 200 ' east of Broadway about 950 ' north of K St .
northward within the Broadway right-of-way to an existing 33 "
culvert in J St. (See attachment nl) . The estimated cost of the
, project is $47 , 000 . The implementation of the project will
eliminate frequent flooding that occurs along the existing
drainage system down stream from this project site. The project
is scheduled for completion before hiay 31 , 1977 .
C. Existing Environmental Conditions and Trends
The project .site is withir. the existing thoroughfare commercial area
along Broadway primarily within the public right-of-way . Land
uses adjoining this area; auto agencies , tire sales , carpet sales ,
a motel , restaurant, furniture sales , gasoline sales and a car wash.
The area is very level �vith stable soils and no geological hazards
such as earth quake faults or landslides . The area has a high
ambient noise level because of traffic on Broadway.
This area is urbanized and void of any significant biological ,
archaeological or other natural resources .

FINDING: A request to HUD for release of funds for the project
which is not an action significantly affecting the quality of
the human environment and no EIS is required.
The reasons supporting the above finding are :
1. The project is within the urbanized area of Chula Vista
and constitute improvement in the level of service provided
by the urban support system for- the residents of the area .
There are no unique physical features or processes near the
project sist nor will there be any emission of any hazardous
substances either directly or indirectly which could curtail
the range of the human environment.

of Chula Vista , therefore the attainment of short term goals
will not preclude the attainment of long range goals .

B. Project Data
This project will consist of landscaping a park site and the
development of bide trails in order to achieve maximum access
to a complex which includes a sports field , swimming pool and
recreation hall. The project will be parimarily caithin the SDG&E
transmission line right of �vay from Hilltop Dr . to Max Avenue .
The project will be completed before May 31, 1977 .
, C. Existing Environmental Conditions & Trends
This project is in the southern area of the City of Chula Vista,
just north of the Loma Verde swir,vning pool/sports field area.
There are primarily single family dwellings in the project area
with the exception of a neighborhood commercial center and Loma
Verde Elementary School adjacent to Hilltop Dr. and higher density
residential uses to the west of the project.
This is an urbanized area of the City with no significant natural
features. There are no natural hazards such as geologic or soil
' conditions or flood plains . A natural drainage channel transverses
the eastern portion of the site . The ultimate 50 year runoff
through this area will be 963 cfs .
The project will be primarily within the SDG&E transmission lines
right of way which contain high voltage transmission lines .
