ITEM TITLE Resolution #8156: Approving Agreement for Deferral of Public
Improvements Adjacent to 146 First Avenue

ITEM EXPLANATION
The property owners for property at 146 First Avenue have .chosen to execute
a lien agreement to serve as a performance guarantee for the deferred con-
struction of public improvements. it is appropriate for the City Council to
approve the lien agreement. Council approval of the agreement will be
followed by recordation of the lien in the office of the County Recorder.
One of the conditions of approval for tentative parcel map No. 8-75 is that
the developer improve the public alley between First Avenue and Minot
Avenue south of Flower Street. The property owner requested and the
Planning Commission approved a deferral for the construction of these
improvements.
Justification for the aeferral was based upon the fact that it is im-
practical ancx premature to install the alley improvements at this time.
A transparency is available for Council viewing.
