ITEM TITLE: Resolution 8540: Approving the 1976-78 Federal Aid
Urban Program

ITEM EXPLANATION

The FAU Advisory Committee has developed as required, a proposed FAU
Program List. The purpose of this list is to prioritize project appli-
cations for the expenditures of FAU funds within the urbanized area. This
urbanized area has an allocation of about $14 million in funds under this
program.
At their January 13, 1977 meeting, the FAU Advisory Committee approved for
submission to member agencies the 1976-78 FAU Multi-Year Program List.
This program list is composed of three elements.
1. The Funded Project List.
2. The FAU Regional Road and Transit Project Submittals
3. The Distribution of the Local Portion.
The Funded Project List (#1 above) lists all projects proposed to be funded
by the 1976-78 FAU Program. These projects are divided into four areas:
regional roads, regional recaps (overlays) and traffic signals, transit
projects, and local. Page three on the Funded Project List shows funding
for three projects in Chula Vista and shows no funding under the local
distribution. The local distribution is shown as the third element (#3
above). The FAU funding distribution for each jurisdiction is attached to

element 3. Total funding for Chula Vista in the proposed program is as
follows:

The Local Portion will be approved by the FAU Committee on a project-by-
project basis. Their review will be made to insure conformity to all
Federal and Regional Program guidelines and will not include prioritizing.
In other words, as long as the project meets requirements for FAU funding,
i.e., is located on the approved Urban Road System, etc., then Chula Vista
will receive approval of projects funded up to the amount approved in the
Local Portion. The Public Works Department will submit project recommen-
dations to the Council with the Capital Improvements Program at budget
time.
In the event that any funded project is either withdrawn or has surplus
FAU funds remaining after project completion, the available funds will be
allocated to the next highest priority project within that category. For
example, if a regional road project is withdrawn by its sponsor, an equal
funding amount will be allocated to the next highest priority project on
the project submittal list in the regional road category.
Before FAU funds can be available to any project, the FAU Multi-Year Program
List must be approved by the majority of the local agencies.
