HomeMy WebLinkAboutAgenda Statement 1977/03/15 Item 12CITY OF CHULA VISTA COUNCIL AGENDA STATEMENT ITEM NO 12 FOR MEETING OF: 3-15-77 ITEM TITLE: Resolution #8538: Approving County of San Diego's Priority Plan for Expenditure of the Nejedly - Hart State, Urban and Coastal Park Bond Act of 1976 Funds SUBMITTED BY~ Director of Parks and Recreation ITEM EXPLANATION BACKGROUND In the November, 1976 General Election, the people of the State of California passed Proposition 2 (Nejedly-Hart State, Urban and Coastal Park Bond Act of 1976) which authorizes a $280,000,000 bond issue to provide funds for acqui- sition and development of parks, beaches, recreational and historical re- sources throughout the State. From this total, the San Diego County region will receive an allocation of $6,338,000. The 1976 Bond Act required the County to consult with all cities and dis- tricts in the County which are authorized to provide park-and recreation services, and to submit a priority plan.,for expenditure of the County's L allocation to the State by June 30, 1978. The priority plan must be approved by 50% of the cities and districts representing 50% of the population of the County, and by the County Board of Supervisors. These requirements are simi- lar to those of the 1974 Bond Act, except that in this case it will be neces- sary to include a percentage distribution of grant funds, but a listing of projects will not be required. DISCUSSION In order to expedite the apportionment of the State Bond funds to the eligi- ble cities, districts and counties, a steering committee was formed. Using the 1974 State Bond Act guidelines, this committee established a minimum base allocation, plus the percentage factor, which was multiplied by the estab- lished population.
